3 Purpose of Presentation Describe how an eco-depot will operate Update the community on the siting analysis work for an eco-depot Inform you of sites we are investigating further Obtain your feedback on our site selection process Use public input to determine preferred site
4 Project Background 2008 Solid Waste Management Plan (SWMP) identified the need to close several landfills including the Barriere landfill The SWMP identified the need to find operational efficiencies in the whole solid waste management process. Consolidation of transfer stations was a key part of this The Barriere landfill will be replaced by an Eco-depot Potential to consolidate solid waste management operations for the McLure and Agate Bay areas A site for an eco-depot in the Barriere area is now required
5 What is an Eco-Depot An eco-depot is a new and improved way of managing solid waste throughout the TNRD The site will allow users to efficiently separate recyclable and some hazardous waste from waste destined for landfill May include a compost site in the future Users will be charged tipping fees for waste to be sent to a landfill Offers one stop for all recycling and waste disposal Takes advantage of existing and future provincial product stewardship programs
6 Is an Eco-Depot the same as a Waste Transfer Station or a Landfill? The garbage transfer component is only one aspect of the eco-depot The eco-depot concept focuses on waste reduction through diversion and recycling rather than disposal Disposal is the final stage at an eco-depot after all materials have been recycled and diverted from the waste stream All residual waste will be hauled away to the Heffley Creek Landfill
7 What will be collected? Solid waste Recyclables Some hazardous waste Compost (yard waste) What won t be collected Slaughterhouse waste Contaminated soils

9 Class 2 Eco-depot site Logan Lake Existing transfer station in Logan Lake tonnes per year Barriere area produces 8,700 MSW per year
10 Operational Characteristics Eco-depot will be open between 8 am and 6 pm (five days a week likely the same as current landfill) The Barriere eco-depot will handle about 8,700 tonnes of waste (Residential tonnes, DLC 2000 tonnes) Estimate of 22,300 total vehicles attending the site per year (~85 per day) Waste will be transferred daily to Heffley Creek Landfill this will control odours and animal attraction B-Train trucks will be used to transfer waste
11 Site Identification Process Identify key site characteristics Develop analysis of areas that are not suitable for an eco-depot Identify areas that have some suitability Identify potential sites Further exploration of potential sites Consultation throughout
12 Consultation Consultation will be held with: District Council (November 16, 2009) General Public (tonight) First Nations (have had discussions with Simpcw regarding proposed sites) TNRD Board Regional Solid Waste Management Planning and Implementation Committee (RSWMPIC) Plan Monitoring Advisory Committee (PMAC)
13 Site Characteristics Flat 2 5 ha Convenient access (i.e. will major intersection upgrades be required) Relatively easy tenure Ease of operations Availability of power and other site services
14 Screening Analysis - Criteria Floodplains based on the 200 year floodplain Riparian Areas 30 m buffer of streams and other waterways Agricultural Land Reserves (ALR) Parks this included provincial parks in the area Existing Developments land that is already developed Parcel size <2.5 ha any parcel less than 2.5 ha is unsuitable First Nation Reserves Slopes >30%

20 Louis Creek Industrial Area Upper Area Characteristics Advantages Flat land available Lower land costs Large parcel is available ALR exclusion has been processed May better serve residents who travel along Agate Bay Road Ability to consolidate some other transfer stations (i.e. McLure, Agate Bay) More isolated from surrounding development Large gravel reserve on the property which could be extracted Disadvantages Availability of services such as water Proximity to some residential areas Some minor environmental liabilities on the site though these are likely minor. Areas with environmental liabilities would remain under Tolko ownership. Other Issues Access requirements would need to be confirmed with the Ministry of Transportation
