1 BORDER 2012 REGIONAL WORK GROUP TEXAS COAHUILA - NUEVO LEON TAMAULIPAS Falcon Task Force Waste Committee Meeting May 21, 2010 Laredo Public Works Building 5512 Thomas Avenue Laredo, TX MINUTE Presiding: John Porter representing the United States and Gustavo Pantoja representing Mexico Welcome Co- Facilitators welcomed attendees, specially thanks to Miguel Flores, EPA, for coming to their meeting. Self-introductions Self introductions were conducted, Total attendance : 24. Meeting Goals and Objectives Víctor Wong, from the Texas Commission of Environmental Quality (TCEQ) made a brief presentation about the Border 2012 Program, informed that EPA, SEMARNAT, TECQ, the Tamaulipas Sustainable Development Agency, as well as other municipalities from both sides of the border are working together. Highligthed that the Falcon Task Force has five subcommittees: Waste, Water, Environmental Education, Emergencies and Health Presented a progress report from each project. 1. Recycling and Waste Programs of Nuevo Laredo Tomada por: D.Peralta 1
2 Presentation by Gustavo Pantoja Within the actions of the Nuevo Laredo Administration, the following programs stand out in calling Nuevo Laredo Green City. Sewage. Environmental Education, during the present year, the Center for Research and Environmental Education was inaugurated. Energy Savings, through this program, the city of Nuevo Laredo handed two energy-saving light bulbs to each household. Clean Energy Urban Solid Waste Management Comprehensive System Waste Water Treatment. The program Save energy, is for your family Cleaning Program started past March 23 of the present year, mainly with 35 collection units for recyclable waste, with a capacity of 10 tons per day. As a first action, it started with outreach throughout the city, explaining to citizens about changes to be made at the waste collection Schedule, such as change in pick up days: two days per week for normal waste and one day per week for recyclables; an outreach campaign was conducted using the media, distributing flyers, blueprints of the city were displayed at OXXO convenience stores, marking the new routes for the different trucks, together with pick up days. Both trucks and transfer center handling recyclables are managed by SETASA, all trucks are equipped with GPS, to assure they are following the established routes, or if any citizen wants to give a complaint or suggestion, allow establishing at what time each truck was driving by. It is also highlighted that all employees have received training. It started recycling paper, newspaper, cardboard, plastics and metals, glass is not being recycled currently, but they hope to include it in the future. It was established in the program that for each mistake made by the users, putting in the trash bag some non-recyclable item, service would be suspended. 115,000 tons have been collected until April; daily goal is to collect 15 tons. This program, implemented by Nuevo Laredo, is exactly the same used in England. The Temporary Electronic Waste Collection Center started operations The goal was established to look into reversing the damage in affected eco-systems and preserve the good quality of water, soil, biodiversity and human health, also generate a formal source for jobs, much needed in our country. Contribute to the conservation of the environment and better use of natural resources, through action promoting prevention and comprehensive management of waste with special handling, based on a selective and effective collection, adequate technological use; looking into reducing the volume of inadequate final disposal or, an adequate disposal of Special Handling Waste Tomada por: D.Peralta 2
3 Program objective: have the community to participate in handling adequately unusable electronic waste, eliminate illegal dumping and generate an adequate disposal. Achieve to identify the volume of different components in the waste to reduce green house emissions, generated from burning this waste, through control, management, treatment and final disposal in compliance with the environment.. Summarizing, the Project is defined to perform with necessary eco-efficiency, enough to achieve the general objectives: Reduce consumption of resources by increasing recycling and close the cycle of materials, Reduce environmental impact by minimizing dumping of electronic waste; and to re-value disposal of unusable electronics, generated by the community and create a new source for jobs. Everyone that participates in the program receives a manifest letter, that credits their contribution to the environment. Currently, there are two collection centers in the city, Mr. Pantoja thanks the Border 2012 Program, Miguel Flores and Paula Flores, for all their help and support to the city of Nuevo Laredo. To date, materials are stored, finding which CPUs can be utilized in the research center, to send them later for final disposal. Comments from attendees Representative from SEMARNAT. Miguel Angel Torres, mentions that Nuevo Laredo has the same experiences as other municipalities and even though they have the same state and federal laws, it is important that the work done becomes law, to preserve it when administrations change and the work is not lost, specially the efforts dedicated to these programs. Nuevo Laredo has several programs, suggest including them into the environmental regulation of the city. Miguel Flores, EPA, mentioned that more support has to come from the state to make these projects remain. Delegado Torres mentioned that the people involved in the topic should have training about the procedures and should look for people with the right profile, stewardship and sense of commitment. 2. Waste Tire Cleaning and Law Enforcement Project Presentation by Ivan Santoyo, on behalf of Jean Carmona. One of the main problems is the waste tires, it has been considered as a very important issue for Environmental Education, have tried to integrate the community through the Green Rangers Club, to have more input and ideas from different parties and the community itself, to have children and youngsters to join this organization and create awareness about the problem. Followed the example of Nuevo Laredo and created a questionnaire to be taken home by the children, one of the topics addressed was about waste tires as the main cause for Dengue Tomada por: D.Peralta 3

They also talked about the used tires issue at schools, to create awareness about the problema, created a pet mascot Prívate campaigns have good ideas, we have to invite them to participate and share their ideas with us, that is the why education should start at schools, to have children watching their homes and parents. As we all know, 50% of the mosquito, transmitter of dengue breeds in still waters on usedd tires, due to it, they provide interactive games to children and invite them to clean their houses, garajes and roofs to avoid spreading of transmission. Previous to this program, people would keep their tires because of charges made to them for proper disposal, to avoid it, a document was created to have each tire retail store to keep all waste tires for final disposal.. It is very important to define between reusable tire and waste tire in the law, it should be measured by the size of incisions. Comments Miguel Flores, EPA: Considers very important to have participation from both sides of the border. Border 2012 has been constantly reviewing all actions taken by both countries, thinks that work should be done in parallel and also should learn from our neighbor s lessons, whether is Mexico or the United States. Private companies should get involved, big or small, to know what are they doing about this issues, this would allow them to know the real environmental problems, also, they could help with funds or getting involved in projects. Another serious problem is that tire smuggling has not been stopped, to avoid this issue; other places are making 30cm-perforations on used tires and stop their reuse. We need concrete actions, like making perforations on tires y finish their use for good. Iván Santoyo: as of today is not an option anymore for the clients to take their used tires home, they must pay the establishment for proper disposal and avoid tires for being piled in backyards and spread disease. Highlighted the importance of the two countries having a unified law to define used tires and waste tires. 3. Special Ceremony Ceremony of Recognition to the City of Nuevo Laredo, for its work to benefit the environment, given by Miguel Flores, Federal Co-President of the Border 2012 Regional Work Group Texas- Coahuila-Nuevo León-Tamaulipas. Miguel Flores gives the diploma to Gustavo Pantoja, representative of the Mayor of Nuevo Laredo, congratulates him for their work and commitment to the environment, encourages them to continue to work and sharing their experiences with the group, highlights that this is the first award given to a city and makes wishes that the group will keep delivering this recognitions to the rest of the municipalities. 5 hopes next year another city is recognized both from Mexico and the United States. Progress Report: 4. Status of Projects and Environmental Priorities, Comments and Recommendations about the Next Generation Environmental Border Program and Discussion of Priorities and Emerging Issues Project: Regional Development of Waste Tire Collection: Norma Rangel: informs the project is being managed by Sabinas Hidalgo, where they received tire shredders for each city in Nuevo Leon, the project is currently in the bidding process to award the concession to the maker since the cost is minimal compared to other type of shredders, the government of Nuevo Leon commited to buy a minimum of 15 machines during the Governos Conference. We are waiting for the result. Compost Municipal Operation in Nuevo Laredo: Ing. Gustavo Pantoja: The city is working on it, has delivered equipment to start the compost and has informed COMAPA, he also added that the City s Environmental Education department is also working on the project. Ing. Negrete: Confirmed the project has started and already producing, currently, they are seeking the donation or buy of a compost mixer. 5. Summary, Tasks, Commitments and Next Meeting Víctor Wong: there has to be a focus on Border 2012 priorities Iván Santoyo: suggested to create a survey to measure each Border 2012 priority Paula Flores: a survey has been created to learn about everyone s opinion about how can we improve the next generation of Border 2012, it has a deadline, she distributed it and informed about the internet link to answer the questions, thanked all for participating.
