SUBJECT This document describes the procedures for updating the documentation to authorise a LNG carrier to unload at the Panigaglia Terminal, in accordance with the provisions of the "Ship Approval Procedure" and "Regasification Code." The reason for update stems from the requirement to periodically check the compatibility of the LNG carrier with the Terminal. The operational requirements referred to in this document apply only to LNG carriers which have previously been authorised to unload at the Terminal. 2. DEFINITIONS The following definitions are for the sole purpose of this document. Ship Owner: the party responsible for the outfitting and management of the LNG carrier. Working Day: working days with the exception of Saturdays, Sundays and national and local holidays. Unless otherwise specified, the definitions set out in the Regasification Code shall apply. 3. REFERENCE PROCEDURES The main regulatory and procedural references of this document are: - "LNG Ship Approval Procedure, Gas Transmission Europe; - Chapter 6 of the Regasification Code, "Process and Procedures for Authorising the Unloading Of LNG Carriers". In particular, GNL Italia, in its capacity as Terminal Operator (TO) for the regasification of LNG, has published the "LNG Ship Approval Procedure for the acceptance of LNG carriers, defined at a European level by the organisation "Gas Transmission Europe. 4 The above procedure is divided into five steps, allowing European Operators to standardise and harmonize their procedures for the approval of LNG ships in order to authorize carriers to berth at the Terminal and unload the LNG transported. Finally, Chapter 6 of the Regasification Code, "Process and Procedures for Authorising the Unloading of LNG Carriers" defines the methods and procedures for authorising the unloading of LNG carriers. 4. UPDATE OF DOCUMENTATION RELATING TO THE SHIP APPROVAL PROCEDURE In accordance with step 4.2 "Conclusion of the Ship Approval Procedure" of the "Ship Approval Procedure", approval for LNG carriers to unload LNG at the Panigaglia terminal is issued for a duration of 3 years. After that date, in order for the aforementioned authorisation to be renewed, updated documentation that was provided as part of the initial approval of the LNG carrier must be provided. In this regard, GNL Italia, upon expiry of the above authorisation, shall send the ship owner - and for information to all of the Users which have used the LNG carrier at the Terminal in the last two years - timely written notice requesting the documentation referred to in paragraphs 4.1 and 4.2 below. Notwithstanding but independently of the aforementioned three-year period, any modifications or variations that have a direct impact on safety must be communicated to the Users and the Ship Owners by the Terminal Operator and vice versa, as soon as they occur. 4.1 DOCUMENTATION SENT BY GNL ITALIA TO THE SHIP OWNER In accordance with the provisions of step 1.1 "Information to be submitted by TO" to the Shipper" of the "Ship Approval Procedure" and where changes have been made since the previous periodic review, GNL Italia, within the limits of its responsibility, undertakes to publish the following updated documentation: Page 4 of 6

5 - IOP-ESER 004 Berthing of LNG carriers" which defines the operational requirements that LNG carriers must comply with in order to berth and remain at the pier at the Panigaglia Terminal; - "Terminal Information for LNG Carriers ; - Emergency Plan (for internal use) 4.2 DOCUMENTATION SENT BY THE SHIP OWNER TO GNL ITALIA As prescribed by step 1.2 "Information to be submitted by Shipper to TO" of the "Ship Approval Procedure", the Ship Owner must provide the following updated documentation no later than 60 consecutive calendar days from the submission date of the request: - Certified Custody Transfer Monitoring System description and approved tables; - List of survey status issued by the Classification Society for a ship over 20 years old; - Copy of latest inspection report of Classification Society, Vetting, and Port State Control; - Ship s insurance documents (P&I Club membership); - Ship Shore Interface Plan according to SIGTTO paper n 5 "Communication necessary for matching ship to berth if available (new ships), otherwise general arrangement drawing plus manifold drawing (connecting) and fore and aft deck drawing (mooring equipment); - Ship questionnaire duly filled according to SIGGTO from "Ship Information Questionnaire for gas carrier, nd edition as amended; - Ship Operational and Safety Procedures while alongside: These procedures concerning mooring, cargo transfer and fire fighting pertain to ISM code. They complete the SSSP for the ship part according to IMO check list. Within 30 days of receipt of the above documentation, GNL Italia shall examine the documentation provided and shall communicate the outcome of this review to the Ship Owner. During the monitoring period, (the 60 consecutive calendar days made available to the Ship Owner for the preparation of the documentation plus the time Page 5 of 6

6 required by GNL Italia to complete the analysis), the LNG Carrier may berth at the LNG Terminal. Where verification of the documentation results in a positive outcome, GNL Italia shall renew the authorisation of the LNG carrier to unload at the Panigaglia Terminal for a further 3 years. Where verification of the documentation results in a negative outcome, GNL Italia shall withdraw its approval for the LNG carrier to unload LNG at the Panigaglia Terminal and shall remove it from the LNG Carrier List published on its website. In the event that the Ship Owner does not submit the above documentation by the deadline, GNL Italia shall withdraw approval for the LNG carrier to unload LNG and shall remove it from the LNG Carrier List published on its website. Such withdrawal of approval shall remain in effect until the Ship Owner submits the updated documentation required and has been reviewed and approved by GNL Italia in the manner described above. Where the documentation provided in the last 3 points of the list above have not changed since the previous check, in lieu of the required documentation, the Ship Owner may instead provide a written statement certifying that the LNG carrier has not been subject to any changes in the intervening period that would render the previous certifications null and void. 5. VETTING GNL Italia, in accordance with the provisions of step 3 "Ship Safety Inspection" and step 5 "Ship approval follow-up" of the "Ship Approval Procedure", reserves the right, where it deems necessary, to vet the LNG carriers berthed by means of accredited inspectors, either upon initial acceptance or at any other time after initial approval of the LNG carrier. Where the outcome of the inspection, whose duties are solely the responsibility of GNL Italia, is negative, the carrier will be removed from the list of authorised LNG carriers. Page 6 of 6
