3 Ghana s Gas Industry Overview Role The Ministry of Energy is responsible for energy policy formulation, monitoring and evaluation as well as supervision and coordination of activities of Energy Sector Agencies Vision Our Vision is to become an energy economy with reliable supply of high quality energy services for the Ghanaian economy and for export. Core functions related to the gas sub-sector: Translates Government s energy development agenda and policy directions contained in the national energy policy into strategies and programs; Ensure the reliable supply of affordable energy services to meet national demand and for export; 3

14 Meeting the deficit - LNG Infrastructure Ghana has signed Agreements with: Gazprom & Others (Infrastructure and Product supply) Daily Contractual Rate - 240,000mmbtu Delivered gas price - $7.74/mmbtu FRU capacity - 20,000 m3 FSU capacity - 170,000 m3 Expected increase in Power Generation - 1,000MW Equatorial Guinea (Product supply Only) Ghana has signed a Heads-of-State agreement with Equatorial Guinea for the supply of between 150 and 200 million standard cubic feet (scf) of Liquefied Natural Gas (LNG) per day. Additionally: Import of 100MMSFCD ( 540MW CC capacity) from Nigeria (Gasol as the supplier via the WAGP) Mini LNG import systems sponsored by Sunon Asogli Power Plant and Trojan power plant, both IPPs in Tema. The mini LNG systems are expected to bring LNG from LNG carriers moored offshore, into the Tema port through smaller shuttle boats, requiring low draft to avoid dredging. 14
15 Unlocking LNG import projects - Regionalisation There is a political decision and instruments for the development of the regional market (ECOWAS Treaty and Protocol of Energy) Resources are complementary in the region which suggests strongly the benefits of an integration in a regional market (oil and gas in the east mainly and hydro in the west) Countries of the region face all the challenges of security of supply and the cost of access to electricity There are trading already ongoing in the region which demonstrates the capacity and willingness of countries to trade There is infrastructure being developed for regional trading 15
16 Unlocking LNG import projects - Creating Appropriate Regulatory Conditions 1. Appropriate legal framework (export of power is allowed by Electricity Act) 2. Regulatory framework has been established (licensing mechanism for authorization) 3. Available and reliable generation capacity 4. Available and reliable interconnections facilities 5. Existence of effective demands 6. Competitive cost/tariff of capacity and energy 16
17 Conclusion Huge potential for gas-to-power in West Africa Increasing supply deficit in the region Need for regionalization to make projects viable Need for appropriate policy and regulatory framework Governments and private sector can team up to meet growing demand for gas and power 17
