Low-Emission Development Strategies and Plans are a tool which enables states to formulate integrated, strategic responses to climate change mitigation and adaptation, while pursuing sustainable development goals. Country-driven, analytically rigorous LEDS enable countries to transition to low carbon economic development, resulting in: sustained growth in employment and investment, increased financial flows through carbon markets, reduced greenhouse gas (GHG) emissions, and other social, economic, & environmental benefits The goal of a LEDS is to make development climate-smart Also called Green Growth; originated under Copenhagen Accord & Cancun Agreements Source: openei.org 4

8 SUBNATIONAL LEDS AND LINKS TO NATIONAL LEDS Indonesia (RAD-GRK): Each province to develop LEDS Central Kalimantan, Jambi, Papua underway Eventually to cover all 33 provinces Philippines: GHG inventories, natural resource valuation 5 cities, 4 municipalities, one province undertaking inventories Siargao Islands: 9 municipalities in Ecotown initiative Viet Nam: Green Growth Strategy to include provinces At least 3 cities taking preliminary steps to implement Pilots will inform nationwide roll-out of Green Growth National policy framework & subnational implementation being demonstrated in many other countries & regions 8
9 AFOLU AND GREEN GROWTH: NOT JUST REDD+ Some countries have completed REDD+ strategies; others are still engaging in stakeholder consultations AFOLU includes entire landscapes, not just forest lands; very few REDD strategies addressing other sectors (yet) How can AFOLU be integrated into Green Growth? Adopt watershed or other landscape/ecosystem basis for plans Comprehensively account for emissions from land use activities Develop scenario analyses that incorporate cross-sector issues Key QUESTIONS: How do development activities interact? What does that do to overall emissions? 9

LEDS = Low Emission Development Strategies as covered briefly in this presentation Meant to guide development planning at all levels Adds a climate-smart aspect to economic development efforts LEAD = Low Emissions Asian Development program of USAID/RDMA Primary goal is to build capacity & enabling conditions for LEDS Provides support to national and subnational LEDS processes Covers all economic sectors, organized by IPCC GHG inventory Includes agriculture, forestry & other land use sectors LEAF = Lowering Emissions in Asia s Forests Specific focus on support to REDD+ readiness in 6 countries Working on field interventions, policy dialogue, capacity building 10
