2 The main points of Directive 2004/8/EC The Directive has brought into effect: harmonized definitions, e.g.: useful heat, high efficiency cogeneration, efficiency reference value for separate production, power to heat ratio, small scale cogeneration guarantees of origin of electricity from high efficiency cogeneration analysis of the national potential for the application of highefficiency cogeneration Member States' reporting: progress report analysis of national potential barriers for CHP guarantees of origin scheme

3 Guarantees of origin (GoO) Guarantees of origin in Polish law energy law (amended 24 February 2007) definitions, system of issuing and trading of certificates of origin from cogeneration, support scheme order of the minister for economy of 26 September 2007 on the methods of calculating data to be provided in the application for the issue of a certificate of origin from cogeneration and the detailed scope of the obligation to obtain and present these certificates for redemption, to pay a substitute fee and to confirm the data on the amount of electricity produced from high efficiency cogeneration - way of calculating the amount of electricity from high efficiency cogeneration, GoO s quota obligations

4 Analysis of the national potential Two levels of national potential technical potential the amount of useful heat demand which can be satisfied by high efficiency cogeneration from a technical point of view economic effective potential economically justifiable part of technical potential, taking into account heat demands structure, available technologies, energy and fuel prices, expected support scheme

5 Analysis of the national potential Data energy from high efficiency cogeneration (2008): heat generation in CHP 268 PJ electricity generation in CHP 23 TWh technical potential in 2020: heat 690 PJ Electricity 97 to 194 TWh fuel savings 9.5 to 14.3 M Ton (in coal equivalent) economical potential in 2020: heat 529 PJ, Electricity 74 to 148 Twh fuel savings 7.2 to 10.8 M Ton (in coal equivalent) CO2 emission reduction 17.1 to 59.6 M Ton

6 Barriers Types of barrier economic barriers, e.g. too low prices of heat and electricity compared with the costs of grid and plant construction, insufficient support level legal barriers, e.g. the cost of the CO2 trading scheme administrative and social barriers, e.g. obligation to obtain licence to produce energy in cogeneration irrespective of capacity, low public opinion of district heating companies

8 Support scheme The system is based on an obligation to obtain and submit the defined number of GoOs to the President of Energy Regulatory Office, or alternatively companies have to pay a substitution fee. Obligation concerns energy companies selling electricity to end users The defined number of guarantees is related to the obligatory contribution of the electricity from CHP of total sales to end users The obligation relates to two categories of units: gas units and units below 1 MW, and other CHP units

10 The way forward Project of Energy Policy of Poland until 2030 to double the amount of electricity generated through high efficiency cogeneration technology by 2020 compared with generation in 2006 to replace thermal power stations working for DH systems with CHP units by 2030 to introduce a new support scheme by 2013
