5 Definitions Unless expressly stated otherwise, for the purposes of this CSD: (a) (b) terms defined in the Wholesale-Retail Code Part 1 (Objectives, Principles and Definitions) shall apply; and capitalised terms relating to the titles of Data Items or Data Transactions described in CSD 0301 (Data Catalogue) shall have the meaning attributed therein. 6 1. Purpose and scope 1.1 Purpose This document sets out the processes for maintenance of Trade Effluent Services data. It covers the information submissions that the Market Operator requires in relation to commencement, modification, discontinuation, reactivation or termination of Trade Effluent Services (including as a result of a New Supply Point or the disconnection or deregistration of a Supply Point). It also covers the maintenance of Trade Effluent data and should be read in conjunction with CSD 0104 (Maintain SPID Data). 1.2 Scope The processes and procedures for the calculation and allocation of Volumes of Trade Effluent Services and of Primary Charges payable in respect of Trade Effluent Services are set out in CSD 0207 (Charge Calculation, Allocation and Aggregation) The processes and procedures for the maintenance of Trade Effluent Tariff data are set out in CSD 0208 (Submission and Validation of Wholesaler Tariff Data) Appendix A contains a section containing the illustrative configuration of Trade Effluent Discharge Points and a section containing two detailed illustrative examples showing how Trade Effluent data should be configured. Neither section is intended to provide an exhaustive list of permutations or a specification of Trade Effluent calculations, but are included here for user reference purposes to support the correct configuration of Trade Effluent data. Trade Effluent Discharge Points 2.1 Requirements for a Discharge Point A Wholesaler shall Register a Trade Effluent Discharge Point in the Central Systems in respect of each Trade Effluent Consent which has been granted by the Wholesaler where one or more of the following applies: (a) (b) (c) (d) Primary Charges are applicable for the Trade Effluent; or a Supply Point for the Eligible Premises exists within the Central Systems; or the Trade Effluent Consent is neither time limited nor temporary; or the Trade Effluent Consent is time limited or temporary, but the duration of the Trade Effluent Consent is at least six (6) Months For the avoidance of doubt, Trade Effluent Consents include temporary consents, time limited consents, letters of authorisation and consents in relation to low risk discharges whether or not Primary Charges are payable on such consents Where there are no Primary Charges payable in respect of a Trade Effluent Consent, the Wholesaler shall apply a Null Tariff to that Trade Effluent Consent which will not compute any Primary Charges. However, the Trade Effluent Consent will be reported in the Market Dataset A Services Supply Point may have more than one (1) Discharge Point associated with it, but any Discharge Point will only relate to one (1) Services Supply Point Where a Wholesaler and a Retailer have agreed in accordance with that Wholesaler s Wholesale Tariff Document that Foul Services should be charged as Trade Effluent, the Wholesaler shall Register a Trade Effluent Discharge Point in respect of that Foul Services and both the Wholesaler and the Retailer shall comply with the obligations in this CSD even though Trade Effluent Services are not being provided. 8 2.1.6 Where a Wholesaler issues a Trade Effluent Consent which may allow the Non-Household Customer to discharge Trade Effluent down a number of different sewers for a generic application, the Wholesaler shall create a Discharge Point in respect of that Trade Effluent Consent. It is possible that there may not be a Supply Point Registered with the same address to which the Trade Effluent Consent has been issued. In such cases, the Wholesaler shall first Register a Supply Point to which the Discharge Point Service Component can be added. The Wholesaler should also add a Calculated Discharge to the Discharge Point with the type generic to allow the Volume Discharged to be recorded. 2.2 Notification of a new Discharge Point A Discharge Point shall be notified to the Market Operator in order to commence Trade Effluent Services in relation to a Services Supply Point. This may be when: (a) (b) Trade Effluent Services are commenced at an existing Services Supply Point, for example on the grant of a Trade Effluent Consent in accordance with the Operational Terms, in which case the related Discharge Point must be established in the Central Systems; or a New Supply Point for Services is Registered in accordance with CSD 0101 (Registration: New Supply Points) and has a related Trade Effluent Consent In either case, the details for the Discharge Point related to a Services Supply Point will form part of the data for that Supply Point The Wholesaler shall notify the Discharge Point within two (2) Business Days of the grant of the Trade Effluent Consent, or, if later, within five (5) Business Days of the Registration of the Supply Point. Trade Effluent relevant SPID Data The Wholesaler will provide the Market Operator with the following information in respect of each Discharge Point at a Services Supply Version Page 8 of 52

9 Point, which the Market Operator will hold as part of the relevant SPID Data, using the Data Transaction T121.W. DPID The identifier allocated to the Discharge Point by the Wholesaler in respect of the Trade Effluent Services relevant to that Discharge Point. This identifier must be supplied. It must be unique to the Wholesaler, and should be related to the reference for the Trade Effluent Consent. Effective From Date in relation to the Discharge Point The date from which Trade Effluent Services are commenced at the relevant Discharge Point. This date must be supplied. Trade Effluent Tariff The Tariff which is applicable to the Discharge Point. The Tariff must be supplied. Volume Adjustment Method The method by which the Volume of Foul Services is adjusted for charging purposes in relation to the Discharge Point. There are three options: (a) (b) (c) NONE no adjustment is made to the calculation; DA a Domestic Allowance is applied in the calculation; and SUBTRACT the Volume of Foul Services is reduced by the metered Trade Effluent Volumes The Volume Adjustment Method must be supplied The SUBTRACT option to reduce Volume of Foul Services may be used where the Trade Effluent Volumes are measured by a Private Trade Effluent Meter which is measuring the Volumes Discharged The adjustment to Volume of Foul Services is made in settlement by applying a negative Volume for the Foul Services to the Private Trade Version Page 9 of 52

10 Effluent Meter. This is the only case for which Foul Services are calculated with respect to a Private Trade Effluent Meter. Where Trade Effluent Volumes need to be subtracted from sewerage Volumes and the Trade Effluent Volumes are measured with respect to a water meter, the Wholesaler shall notify details of the relevant Meter Network in accordance with section below. Domestic Allowance The annual Volume of Water Services in relation to water meters associated with a Discharge Point that is being used for domestic purposes and is discharged as Trade Effluent Services in relation to the Discharge Point. If the Volume Adjustment Method is set to DA, then the Domestic Allowance must be specified. If the Volume Adjustment Method is set to either NONE or SUBTRACT, then the Domestic Allowance must not be specified. For the avoidance of doubt, if a Domestic Allowance of zero (0) is specified, this will result in a zero volume being applied to the Foul calculation in respect of the applicable meters. Fixed Allowance The part of the Volume of Water Services of all meters associated with the Discharge Point which is expressed as an annual Volume in m 3 and which is not discharged to the Wholesaler s sewer; for example due to evaporation, because it is used in production or because it is Surface Water recorded by a Private Trade Effluent Meter in respect of which Surface Water Drainage Service charges are already applied. The Fixed Allowance is applied before the Percentage Allowance. The Fixed Allowance must be supplied. Percentage Allowance The part of the Volume of Water Services of all meters associated with the Discharge Point which is expressed as a percentage and which is not discharged to the Wholesaler s sewer, for example due to evaporation or because it is used in production. The Percentage Allowance is applied after the Fixed Allowance. The Percentage Allowance must be supplied. Version Page 10 of 52

11 Banded charge The band which determines the banded charge. This value need only be supplied if the Tariff includes a banded charge. Treatment Indicators The following Treatment Indicators, which determine which availability and operational charges, are applied: (a) (b) (c) (d) (e) (f) (g) (h) (i) Reception Treatment Indicator: RTI (D6014); Primary Treatment Indicator: PTI (D6015); Marine Treatment Indicator: MTI (D6016); Biological Treatment Indicator: BTI (D6017); Sludge Treatment Indicator: STI (D6018); Ammonia Treatment Indicator: ATI (D6019); Trade Effluent Component X Treatment Indicator: XTI (D6029); Trade Effluent Component Y Treatment Indicator: YTI (D6030); and Trade Effluent Component Z Treatment Indicator: ZTI (D6031) A value must be supplied for each Treatment Indicator. Each Treatment Indicator can take the values 0 or 1, which indicate whether the corresponding components of the operational charges in the Mogden formula and the equivalent availability charges are applicable or not. The Treatment Indicator should be set to 1 to apply the charges and should be set to 0 to disapply the charges The Trade Effluent Components X, Y and Z are generic components which may be used by the Wholesaler for charging any further compounds as specified in their Wholesale Tariff Document. 12 Trade Effluent availability data Availability data need only be supplied if the Tariff includes availability charges and as further specified in the section immediately below. Either annual average data should be recorded together with an optional seasonal factor or the differing availability data should be recorded along with the relevant dates from which these differing values will apply. Where the Market Operator accepts the T121.W (Submit DPID), at the same time the Market Operator shall notify the Retailer (and where applicable any incoming Retailer) of the Discharge Point using Data Transaction T121.M (Notify DPID) For the avoidance of doubt, the Market Operator shall respond to all Data Transactions submitted by Trading Parties with a T109.M (Accept or Reject) Data Transaction. The T109.M notifies either the acceptance or rejection of the Data Transaction. If the Data Transaction is accepted and the Market Operator needs to provide additional information back to the Trading Party, it will also send the relevant Data Transaction in addition to the T109.M sent to notify acceptance. For simplicity of presentation, the T109.M sent to notify acceptance may not be explicitly identified in the process steps, process diagrams and interface and timetable requirements. 15 Submit meter association A Discharge Point must normally be associated with at least one (1) meter. This should include: (a) (b) (c) any related water meters or Private Water Meters supplying water to the Eligible Premises which is discharged to the Discharge Point as Trade Effluent; any Private Trade Effluent Meters recording Volumes Discharged; and any Meters which may be recording both Foul Services and Volumes Discharged However, there are some Eligible Premises which have Trade Effluent Consents where Volumes cannot be derived via the standard mechanism of deducting allowances from the Metered water supplied to the site and where a Private Trade Effluent Meter cannot be installed. These cases include: (a) (b) (c) (d) (e) contaminated run-off and leachate; delayed release; tankered effluent (where any Trade Effluent is imported into an Eligible Premises to be discharged to the System from the Eligible Premises); generic consents; and other estimated Volumes In such cases, Volumes Discharged are notified using the process for Calculated Discharges described below Where there are any Private Water Meters, Private Trade Effluent Meters or Meters associated with the Discharge Point which have not previously been notified to the Market Operator, the Wholesaler shall notify the meters in accordance with CSD 0104 (Maintain SPID Data). 16 Within two (2) Business Days of the later of notifying the DPID to the Market Operator or notifying any meters associated with the Discharge Point to the Market Operator, the Wholesaler shall also notify details of such associations to the Market Operator of the relevant meters associated using the Data Transaction T123.W (Submit Discharge Point Meter Association) The T123.W will notify both the presence of an association between the meter and the Discharge Point and the percentage of the Volume associated with that meter which is discharged to the Discharge Point ( MDVol ) Where a Private Trade Effluent Meter is present, an association to the Discharge Point shall be notified for any related water meters or Private Water Meters which record water that is also subsequently recorded by the Private Trade Effluent Meter prior to discharging to the sewer. MDVol for such related water meters or Private Water Meters must be set to 0%. This association ensures that any Domestic Allowance is taken into account in the calculation of sewerage charges in CSD 0207 (Charge Calculation, Allocation and Aggregation). The second example in Appendix A illustrates how data should be configured in such circumstances Within one (1) Business Day of receipt of the T123.W: (a) (b) where the Market Operator accepts the T123.W, it will notify the Retailer (and where applicable any incoming Retailer) of the meter association using Data Transaction T123.M; or where the Market Operator rejects the T123.W, it will notify the Wholesaler of the rejection, together with the reason, using the Data Transaction T109.M (Accept or Reject). Submit Calculated Discharges Where Volumes cannot be derived via the standard mechanism of deducting allowances from the Metered water supplied to the site, and where a Private Trade Effluent Meter cannot be installed, then the Discharge Point must be associated with one (1) or more Calculated Discharges. 17 Within two (2) Business Days of notifying the DPID, the Wholesaler shall also notify details of such Calculated Discharges to the Market Operator using the Data Transaction T168.W (Submit Calculated Discharge Details) The T168.W will notify both the presence of the Calculated Discharge the Effective From Date of the Calculated Discharge, the type of the Calculated Discharge, a unique name for the Calculated Discharge, a Yearly Volume Estimate of the Volume Discharged and the frequency for which Volumes for the Calculated Discharge should be submitted. The frequency should be either monthly or sixmonthly Within one (1) Business Day of receipt of the T168.W: (a) (b) where the Market Operator accepts the T168.W, it will notify the Retailer (and where applicable any incoming Retailer) of the Calculated Discharge using Data Transaction T168.M (Notify Calculated Discharge Details); or where the Market Operator rejects the T168.W, it will notify the Wholesaler of the rejection, together with the reason, using the Data Transaction T109.M (Accept or Reject). Submit Meter Networks Where Trade Effluent Volumes need to be subtracted from sewerage Volumes and the Trade Effluent Volumes are measured with respect to a water meter, the Wholesaler shall notify details of the Meter Network which describes the topology of the water supply in respect of these Discharge Points within the Eligible Premises Within two (2) Business Days of the later of notifying the DPID to the Market Operator or notifying any meters associated with the Discharge Point to the Market Operator which form part of the Meter Network, the Wholesaler shall also notify details of the Meter Network to the Market Operator using the Data Transaction T136.W (Submit Meter Network Data) Within one (1) Business Day of receipt of the T136.W: Version Page 17 of 52

18 (a) (b) where the Market Operator accepts the T136.W, it will notify the Retailer (and where applicable any incoming Retailer) of the Meter Network using Data Transaction T136.M (Notify Meter Network Data); or where the Market Operator rejects the T136.W, it will notify the Wholesaler of the rejection, together with the reason, using the Data Transaction T109.M (Accept or Reject). 2.3 Termination of a Discharge Point Permanent Disconnection In the case of a Permanent Disconnection or Deregistration of a Services Supply Point under CSD 0104 (Maintain SPID Data), Trade Effluent Services and all related Discharge Points will cease as at the Effective From Date included in the notification of the Permanent Disconnection or Deregistration. The Wholesaler shall terminate all Discharge Points in accordance with the Section below before carrying out the Permanent Disconnection or Deregistration in accordance with CSD 0104 (Maintain SPID Data). Termination of a Discharge Point In the case of termination of any or all of the Trade Effluent Services relating to a Services Supply Point, the Wholesaler will notify the Market Operator using Data Transaction T126.W (Update Trade Effluent Tariff or Terminate DPID) within two (2) Business Days of such termination. Where the Market Operator accepts the T126.W, at the same time the Market Operator shall notify the Retailer (and where applicable any incoming Retailer) of the Discharge Point using Data Transaction T126.M (Notify Trade Effluent Tariff or Terminate DPID) The Wholesaler shall terminate all associations between meters and Discharge Points at the Discharge Point using Data Transaction T124.W (Submit Discharge Point Meter Disassociation) before notifying termination of the Discharge Point using the Data Transaction T126.W (Update Trade Effluent Tariff Version Page 18 of 52

19 or Terminate DPID). Where the Market Operator accepts the T124.W, within one (1) Business Day of receipt of the T124.W, the Market Operator shall notify the Retailer (and where applicable any incoming Retailer) using the Data Transaction T124.M (Submit Discharge Point Meter Disassociation) The Wholesaler shall discontinue any Calculated Discharges at the Discharge Point by using Data Transaction T169.W (Discontinue Calculated Discharge Details) before notifying termination of the Discharge Point using the Data Transaction T126.W (Update Trade Effluent Tariff or Terminate DPID). Where the Market Operator accepts the T169.W, within one (1) Business Day of receipt of the T169.W, the Market Operator shall notify the Retailer (and where applicable any incoming Retailer) using the Data Transaction T169.M (Discontinue Calculated Discharge Details) The Retailer shall notify all outstanding Calculated Discharge Volumes in accordance with section Discontinuation of a Discharge Point For these purposes a discontinuation of a Trade Effluent Consent means a temporary suspension of the consent (which may be for an unlimited period) and not a termination of the Trade Effluent Consent The Wholesaler shall update the Tariff applicable at the Discharge Point by notifying the Market Operator of a new Tariff for the Discharge Point, which shall be a Null Tariff, within two (2) Business Days of agreeing the discontinuation of the Trade Effluent Consent using the Data Transaction T126.W (Update Trade Effluent Tariff or Terminate DPID) If the Volume Adjustment Method prior to discontinuation was set to SUBTRACT, then the Wholesaler shall change the Volume Adjustment Method by notifying the Market Operator of a new value which shall be NONE, within two (2) Business Days of agreeing the discontinuation of the Trade Effluent consent using the Data transaction T127.W (Update DPID Details). 20 2.4.4 Where the Market Operator accepts the change, within one (1) Business Day of receipt of the T126.W the Market Operator will notify the Retailer (including where applicable any incoming Retailer) of the Null Tariff using Data Transaction T126.M (Notify Trade Effluent Tariff or Terminate DPID) Within two (2) Business Days of the date of discontinuation of the Trade Effluent Consent, the Wholesaler shall discontinue all Calculated Discharges by submitting the Data Transaction T169.W (Discontinue Calculated Discharge Details) in respect of each Calculated Discharge Where the Market Operator accepts the change, within one (1) Business Day of receipt of the T169.W the Market Operator will notify the Retailer (including where applicable any incoming Retailer) using Data Transaction T169.M (Discontinue Calculated Discharge Details) The Retailer shall notify all outstanding Calculated Discharge Volumes in accordance with section While a DPID remains discontinued, the Wholesaler shall maintain as necessary any Discharge Point data including meter associations. 2.5 Reactivation of a Discharge Point In the event that a Discharge Point is to be reactivated following discontinuation, the Wholesaler shall notify the Market Operator by updating the applicable Tariff (from the Null Tariff). The Wholesaler shall update the Tariff by notifying the Market Operator of the new Tariff for the Discharge Point within two (2) Business Days of agreeing the reactivation of the Trade Effluent Consent using the Data Transaction T126.W (Update Trade Effluent Tariff or Terminate DPID) Where the Market Operator accepts the change, within one (1) Business Day of receipt of the T126.W the Market Operator will notify the Retailer (including where applicable any incoming Retailer) of the new Tariff using Data Transaction T126.M (Notify Trade Effluent Tariff or Terminate DPID). 21 2.5.3 Within two (2) Business Days of the date of reactivation of the Trade Effluent Consent, the Wholesaler shall reactivate all Calculated Discharges by submitting the Data Transaction T168.W (Submit Calculated Discharge Details) in respect of each Calculated Discharge Where the Market Operator accepts the change, within one (1) Business Day of receipt of the T168.W the Market Operator will notify the Retailer (including where applicable any incoming Retailer) using Data Transaction T168.M (Notify Calculated Discharge Details) The Wholesaler shall also ensure that all the meter associations, operational and availability parameters are correctly set for the reactivated Discharge Point. Where necessary, the Wholesaler shall update the relevant Data Items in accordance with Section If, for any reason, the Wholesaler had terminated the Discharge Point rather than discontinuing the Discharge Point, then the Wholesaler should notify the reactivated Discharge Point in accordance with section 2.2, Notification of a New Discharge Point. In this case, the Discharge Point values in the T121.W may be the same as at the previous DPID. In particular, the Wholesaler may choose to reuse the same identifier previously used for that DPID (or a variant of it including an incremented serial number). 2.6 Maintain Discharge Point data In the event of any change(s) to Trade Effluent Services other than in Sections 2.2, 2.3, 2.4 and 2.5 above, the Wholesaler shall notify the Market Operator of such changes to the SPID Data, (which includes changes to the relevant Discharge Point) within two (2) Business Days of the date of the change(s) using the relevant Data Transaction, as listed below. Update Trade Effluent operational parameters When any Trade Effluent operational parameters set out in Section 2.2 above (including, for the avoidance of doubt, the Data Items Ot (D6006) and St (D6007)) requires to be updated, the Wholesaler shall notify the Market Operator Version Page 21 of 52

22 within two (2) Business Days of the change(s) using the Data Transaction T122.W (Update Trade Effluent Operating Data). There are no restrictions on the frequency with which such Data Items may be updated Where the Market Operator accepts the change(s), within one (1) Business Day of receipt of the T122.W the Market Operator will notify the Retailer (including where applicable any incoming Retailer) of the change using Data Transaction T122.M (Notify Trade Effluent Operating Data). Update other Trade Effluent related SPID Data When any other Trade Effluent related SPID Data set out in Section 2.2 above, excluding operational parameters, meter associations, Calculated Discharges or the applicable Tariff, requires to be updated, the Wholesaler shall notify the Market Operator within two (2) Business Days of the change(s) using the Data Transaction T127.W (Update DPID Details) Where the Market Operator accepts the change(s), within one (1) Business Day of receipt of the T127.W the Market Operator will notify the Retailer (including where applicable any incoming Retailer) of the change using Data Transaction T127.M (Notify DPID Details). Submit change to meter association When the percentage of Volume recorded by a meter which is discharged to a Discharge Point (MDVol) changes, the Wholesaler shall notify the Market Operator within two (2) Business Days of the change(s) using the Data Transaction T123.W (Submit Discharge Point Meter Association) Where the Market Operator accepts the change(s), within one (1) Business Day of receipt of the T123.W the Market Operator will notify the Retailer (including where applicable any incoming Retailer) of the change using Data Transaction T123.M (Notify Discharge Point Meter Association). 23 Discontinue meter association When a meter associated with a Discharge Point ceases to be so associated, the Wholesaler shall notify the Market Operator of that disassociation within two (2) Business Days of the association being ceased, using the Data Transaction T124.W (Submit Discharge Point Meter Disassociation) Where the Market Operator accepts the change(s), within one (1) Business Day of receipt of the T124.W the Market Operator will notify the Retailer (including where applicable any incoming Retailer) of the Meter disassociation using Data Transaction T124.M (Submit Discharge Point Meter Disassociation). Change to Calculated Discharges When there is a change to any data associated with a Calculated Discharge which is discharged at a Discharge Point, (including a change to the frequency of required Volume submission) the Wholesaler shall notify the Market Operator within two (2) Business Days of the change(s) using the Data Transaction T168.W (Submit Calculated Discharge Details) or T169.W (Discontinue Calculated Discharge Details) as applicable Where the Market Operator accepts the change(s), within one (1) Business Day of receipt of the T168.W or T169.W the Market Operator will notify the Retailer (including where applicable any incoming Retailer) of the change using the transaction T168.M (Notify Calculated Discharge Details) or T169.M (Discontinue Calculated Discharge Details) as applicable. Update DPID Tariff When the Wholesaler wishes to change the Tariff applicable at a Discharge Point, the Wholesaler shall notify the Market Operator of that change in Tariff within two (2) Business Days of agreeing the change to the Tariff using the Data Transaction T126.W (Update Trade Effluent Tariff or Discontinue DPID). 24 Where the Market Operator accepts the change(s), within one (1) Business Day of receipt of the T126.W the Market Operator will notify the Retailer (including where applicable any incoming Retailer) of the updated Tariff using Data Transaction T126.M (Notify Trade Effluent Tariff or Discontinue DPID). DPIDs subject to a Special Agreement For all Discharge Points affected by a Special Agreement, the Wholesaler shall register the Special Agreement and maintain the Non-Standard Special Agreement Factor by submitting the Data Transaction T128.W (Submit Trade Effluent Special Agreement) Where a Special Agreement is no longer applicable to a Discharge Point, the Wholesaler shall notify the termination of the Special Agreement by submitting the Data Transaction T128.W (Submit Trade Effluent Special Agreement) Within one (1) Business Day of receiving the T128.W (Submit Trade Effluent Special Agreement), the Market Operator shall validate the Data Transaction and notify the Wholesaler of its acceptance or rejection with the Data Transaction T109.M (Accept or Reject) Transaction Where the Market Operator accepts the T128.W (Submit Trade Effluent Special Agreement), at the same time as the Market Operator notifies its acceptance to the Wholesaler, it shall notify the Retailer (and where applicable any incoming Retailer) of the changes to the Special Agreement T128.M (Notify Trade Effluent Special Agreement). 2.7 Retailer notified Calculated Discharge Volume For Trade Effluent premises which are associated with a Calculated Discharge, the Volume Discharged should be notified by the Retailer using the Data Transaction T125.R (Submit Calculated Discharge Volume). The Market Operator will then provide the Wholesaler with the Volume Discharged notified to it using the Data Transaction T125.M (Notify Calculated Discharge Volume). Version Page 24 of 52

25 2.7.2 Retailers should notify Calculated Discharge Volumes either every month or at least once in every six (6) months, in accordance with the frequency notified to them in the T168.M (Notify Calculated Discharge Details) Retailers should notify Calculated Discharge Volumes within five (5) Business Days of a Supply Point Transfer. The Effective To Date of the Calculated Volume Discharge should be the date prior to the date of the Transfer The first Calculated Discharge Volume submitted by the Retailer should have an Effective From Date which is the same as the Effective From Date as the Calculated Discharge. Subsequent Calculated Discharge Volumes submitted should be for contiguous periods; therefore the Effective From Date of a Calculated Discharge Volume should be the day after the Effective To Date of the previous submission If the Wholesaler discontinues a Calculated Discharge (on the discontinuation or termination of the Discharge Point or otherwise), then within five (5) Business Days of the receipt of the T169.M (Discontinue Calculated Discharge Details), the Retailer should notify all outstanding Calculated Discharge Volumes up to and including the day before the date of discontinuation of the Calculated Discharge. 2.8 Wholesaler notified Volumetric Adjustment This Section applies when a Volumetric Adjustment is added and removed to Trade Effluent Volumes for the purposes of adjusting the Volume Discharged derived from Metered Volumes of water for matters such as adjustments in respect of meters which were incorrectly recording volumes or for firefighting or burst allowances The Wholesaler shall notify agreed adjustments to the Market Operator by use of a Volumetric Adjustment. Such adjustments will apply to the Volume at Discharge Points and are applied independently of any similar adjustment in respect of Metered Service Components at water or sewerage SPIDs which is applied in accordance with CSD 0104 (Maintain SPID Data). 45 A Appendix: Trade Effluent Configuration A.1 Introduction A.1.1 A.1.2 This Appendix sets out for illustrative purposes some of the possible options in respect of configuring a Discharge Point within the Central Systems. To apply volumetric charges to a Trade Effluent DPID it is necessary to either: (a) (b) set up an association between the meters related to the premises and the Discharge Point; or create a Calculated Discharge and associate it with the Discharge Point. A.1.3 This Appendix illustrates some of the options with respect associating meters to Discharge Points: (a) (b) Appendix A.1. provides a generic description of some of the options with respect to associating meters with Discharge Points; and Appendix A.2. provides two specific detailed examples of volumetric calculations for meters associated with Discharge Points. 46 A.2 Illustrative Configuration of a DPID A.2.1 In general the associations between meters and DPIDs are many to many. A.2.2 A.2.3 The meters can be of any Meter Treatment. A percentage of the Volume of each meter is associated with the DPID. It is possible (and necessary in certain scenarios) for the percentage to be 0%. In particular, when a Domestic Allowance is being applied to a water meter but the Trade Effluent Volumes are also being measured on a Private Trade Effluent Meter, the percentage should be set to 0% on the water meter to avoid double counting of the Trade Effluent Volumes. 47 A.2.4 A typical scenario is shown below where the Trade Effluent Volumes are derived from a water meter which measures the input water Volumes to the Eligible Premises. 1 A.2.5 A.2.6 A.2.7 The use of the Domestic Allowance is optional. If it is set to None, then the sewerage Volume calculation is carried out using the normal Return to Sewer methodology, although an adjustment may have to be made to the RTS to account for the water discharged to the DPID. If the Domestic Allowance is set to an integer value, then the Domestic Allowance is subtracted from the volume discharged to the DPID, and the sewerage calculation is replaced with DA RTS W, where RTS W is the Wholesaler s default value of Return to Sewer. The variable Volumetric Adjustment Method should be set in conjunction with the choice made in section A.2.5 above. There are two allowances which must be applied to account for production and evaporation allowance. These are the Fixed Allowance and the Percentage 1 The terms DA and FA are annualised numbers. For simplicity of presentation in this appendix in both the text and the diagrams, the division by the number of days in the year (DIY) is suppressed. Version Page 47 of 52

48 Allowance. These must always be set. The Central System always applies the Fixed Allowance before applying the Percentage Allowance. A.2.8 A.2.9 It is possible that the physical situation is such that it would be more natural to apply the Percentage Allowance before applying the Fixed Allowance. In such cases, the Fixed Allowance must be adjusted to take account of the order in which they are applied in the Central System. A second scenario is where the Trade Effluent Volume is measured with a Private Trade Effluent Meter as in the figure below. Three separate cases for the calculation of SDDV are shown. Each of them is discussed in turn below. A.2.10 A.2.11 A.2.12 In this second scenario, a logical association must be created between the Private Trade Effluent Meter and the DPID. The parameters MDVOL, FA and PA must be set appropriately for the DPID. Where in this second scenario the sewerage volume SDDV d is derived as DDV d RTS d, care should be taken in setting the Return to Sewer (RTS) value to account for the Volume discharged through Trade Effluent DPD. Where in this the second scenario the sewerage volume is replaced by a Domestic Allowance which is associated with the DPID, then the logical set up is as shown below. Version Page 48 of 52

The water meter must be associated with the DPID so that the Domestic Allowance can be associated with the water meter. However, the MDVOL for the water meter-dpid association must be set to 0% to avoid double counting of the DPID Volumes. The parameter Volume Adjustment Method (SVAM) for the DPID should be set to DA. Where in the second scenario the Trade Effluent Volumes are subtracted from the overall sewerage Volume, the parameter Volume Adjustment Method (SVAM) should be set to SUBTRACT. Negative sewerage Volume is associated with the Private Trade Effluent Meter. The settlement calculation adds the two components, namely (i) the negative sewerage Volume associated with the Private Trade Effluent Meter, and (ii) the DDV RTS component associated with the water meter. This is the only case where sewerage Volumes are associated with Private Trade Effluent Meters. There are also cases where Trade Effluent Volumes need to be subtracted from sewerage Volumes, but the Trade Effluent Volume has been measured by a water meter. These cases can be handled using meter networks which are internal to the Eligible Premises. Where a Private Water Meter is added as a Sub Meter to a meter network which is internal to an Eligible Premises; (a) (b) (c) the water volumetric calculations for the Main Meter (W1) are unaffected by the presence of the Sub Meter; no water volumes or charges are attributed to the Sub Meter (PW2); the sewerage volumetric calculations for the Main Meter (W1) do take account of the Volumes measured through Sub Meter; Version Page 49 of 52

50 (d) sewerage volumetric calculations and fixed charges are applied to the Sub Meter (PW2). It may be necessary to apply a Chargeable Meter Size of zero (0) to the Sub Meter to prevent double charging of sewerage meter fixed charges. A.2.17 A.2.18 A.2.19 A Trade Effluent DPID can then be associated with either the Main Meter or the Sub Meter. Further adjustments would then be made to the sewerage calculations in accordance with the principles above.
