3 . Preamble Variety of radiation sources are required for the teaching and research programs of the University. The policies and procedures described herein are designed to provide for the health protection of personnel as related to the use of radioactive materials and equipment emitting radiation, and to ensure that the University will comply with all federal and provincial statutory acts and regulations pertaining to radiation safety. These policies and procedures are also based on the recommendations and codes of the International Commission on Radiological Protection, the Canadian Nuclear Safety Commission and the Radiation Protection Bureau of Health and Welfare Canada.. Scope The Radiation Safety Policy shall apply to all activities that utilize radionuclides and radiation emitting devices, including:. University teaching programs and University research projects;. Research involving the use of University facilities conducted by faculty for external organizations;. Research conducted by external organizations involving the use of University facilities under agreement with the University.. Policy. Radiation Safety Committee (RSC).. The Radiation Safety Committee is a committee appointed by the University Workplace Safety and Health Committee:... To authorize and control the use of radionuclides and radiation-producing devices at the university in compliance with the aforementioned legislation, the consolidated or individual licenses issued by the Canadian Nuclear Safety Commission, and the x ray registrations issued by the Manitoba Department of Health and Social Development, and... If warranted, to suspend the use of any radionuclide or any radiationproducing device at the University, regardless of the source of authorization... The responsibilities of the Committee are:... To develop and implement a radiation protection programs for the University and to periodically review this program. The University of Winnipeg Radiation Safety Policy & Procedures

4 ... To produce and periodically review the University s Radiation Safety Policy and Procedures documents.... To meet at least once a year and whenever necessary to fulfill its responsibilities or exercise its authority.... To inform the University Workplace Safety and Health Committee of the hazards associated with the use of radionuclides and radiation-producing devices at the University... The Radiation Safety Committee consists of:... The Radiation Safety Officer, appointed by the Vice President (Academic).... Two members from each of the departments involved with the use of radioactive materials or radiation-emitting devices.... The University Safety Officer.... The past Radiation Safety Officer, for a period not more than two years after the appointment of a new Radiation Safety Officer.. Radiation Safety Officer.. The Radiation Safety Officer will be a University employee who has a theoretical and practical knowledge of the nature and use of radiation and will be administratively responsible to the Vice President (Academic)... The Radiation Safety Officer or designate shall administer the Radioisotope License issued to the University by the Canadian Nuclear Safety Commission... The Radiation Safety Officer or designate shall have the authority to suspend any operation which is in violation of this policy or the Canadian Nuclear Safety Commission regulations... The responsibilities of the Radiation Safety Officer are:... To assist the Committee in developing policies and procedures and to maintain the official records of the RSC.... To report on the activities of the Radiation Safety Officer at the regular meetings and to make periodic reports to the Workplace Safety and Health Committee and to the Canadian Nuclear Safety Commission.... To present the annual report of the RSC to the Workplace Safety and Health Committee and to the Canadian Nuclear Safety Commission.... To refer radioisotope projects or any application to use radioactive materials to the Radiation Safety Committee or to the Canadian Nuclear Safety Commission for approval as necessary.... To ensure that adequate record of all radioisotopes projects are maintained. The University of Winnipeg Radiation Safety Policy & Procedures

5 ... To approve all purchase orders for radioactive material and equipment emitting ionizing radiation.... To maintain a University wide inventory of radioactive sources by project.... To consult with users in their waste collection and disposal in accordance with established procedures.... To supervise procedures in case of a radiation incident and to report all such incidents to the RSC and the Canadian Nuclear Safety Commission. (See GN-B)..0. To evaluate requirements for the monitoring of an individual s external and/or internal occupational radiation exposure and to maintain dosimetry records, as required.... To inspect and approve all proposed radiation laboratories and to inspect laboratories as required.... To supervise the leak testing of all large sealed sources as required.... To seek approval from the Canadian Nuclear Safety Commission for the purchase of any sealed source, whose activity exceeds one millicurie, should the source be different from those already in the University s inventory.... To ensure appropriate instruction in radiation safety for faculty, staff and students.... To inform the Co chairs of the University Workplace Safety and Health Committee, the RSC, or the Vice President (Academic) of any matter pertaining to radiation protection that warrants their attention.. Project Supervisors.. Project supervisors will be faculty members with experience in the handling of radiation emitting sources and materials. Each supervisor is responsible for:... Ensuring that the conditions stated in the radioisotope permit project are fulfilled.... Providing adequate facilities, equipment, instruments, supervision and instruction in compliance with the University s Radiation Safety Policy.... Maintaining an inventory of radioactive materials used in the project, and ensuring that the possession limit is not exceeded. Supervisors will be required to submit inventory statements at the beginning of each fall term.... Keeping records of the disposal of radioactive material.... Ensuring that personnel wear appropriate radiation monitoring badges and/or pocket dosimeters, as required.... Allowing only authorized persons to enter rooms that are specified as restricted areas for reasons of radiation protection. The University of Winnipeg Radiation Safety Policy & Procedures

6 ... The posting of warning signs and labels as required by the Canadian Nuclear Safety Commission regulations and Radiation Safety Committee Policy and Procedures.... Establishing a daily laboratory procedure to ensure that at the end of the work day:. survey measurements have established that external radiation and contamination levels are within permissible limits;. radiation sources are properly labeled and stored;. experiments that will be in progress after normal working hours will be properly attended;. each laboratory is secured against unauthorized access.... Reporting all radiation incidents to the Radiation Safety Officer.. The Employee/Student.. Each individual who uses radioactive material is responsible for complying with the Radiation Safety Committee Policy and Procedures, and with those established for the supervisor s radioisotope project.. X Ray workers.. X ray workers are responsible for complying with the Radiation Safety Committee Policy and Procedures, and with the owner s instructions regarding the use of x ray-producing equipment.. Radioisotopes Projects. Definition of an Exemption Quantity.. Exemption Quantity means that quantity of a radioactive isotope of any element outlined by the Canadian Nuclear Safety Commission regulations.. Approval of Radioisotope Projects.. Possession and use of any amount of radioactive material must be approved by the Radiation Safety Committee. This approval shall be signified by the issuing of a radioisotope permit.... Faculty supervisors shall submit a Radioisotope Project application to the Radiation Safety Officer.... The Radiation Safety Officer will notify the supervisor of the conditions of approval of the radioisotope project and the radionuclide possession limits.... If any amendments are to be made to an approved radioisotope project, the project supervisor must contact the Radiation Safety Officer. Radioactive material shall not be transferred to other persons, nor used for any purpose in any place other than authorized by the Radiation Safety Committee. 7 . Acquiring Radioactive Materials.. Radioactive materials shall be acquired under the University s Canadian Nuclear Safety Commission. Radioisotope License. All purchase orders must be submitted to the Radiation Safety Officer for license authorization.. Use and Storage of Radioactive Materials.. Radioactive materials shall be used and stored only in laboratories approved by the Radiation Safety Officer. Radioisotope laboratories shall be secured against unauthorized access when unattended... Storage containers shall be labeled as outlined in Radiation Safety Policy and Procedures Radiation Signs and Labels. Primary containers shall be protected against theft and damage. Handling procedures shall be consistent with the conditions for radiation protection outlined in the supervisor s radioisotope permit and with the provisions of Radiation Safety Policy and Procedures General Precautions with Radionuclides... Containment and disposal of radioactive waste shall conform with Radiation Safety Policy and Procedures Radioactive Waste Disposal, and to the methods outlined in the supervisor s radioisotope project.. Loss or theft of any radioactive material shall be reported immediately to the Radiation Safety Officer. (See GN-B). Termination of Radioisotope Projects.. Supervisors are responsible for notifying the Radiation Safety Officer when the project is to be terminated. All radioactive materials acquired under the project must be accounted for.. Radiation Protection Monitoring.. When a radioisotope permit is issued, a contamination monitoring system will be established by the project supervisor and the Radiation Safety Officer. This system must be adhered to and a written record of results maintained by the project supervisor.. Radiation Exposures. Radioisotope Users.. All radioisotope users shall receive instruction in radiation protection from the radioisotope project supervisor or from the Radiation Safety Officer... All unnecessary radiation exposures shall be avoided... Occupational radiation exposures shall be controlled and limited to the maximum permissible doses for non atomic radiation workers, set by the Canadian Nuclear Safety Commission.. The Radiation Safety Officer may require that a radioisotope user s external radiation exposure be monitored by a suitable dosimeter and/or that any internally The University of Winnipeg Radiation Safety Policy & Procedures

8 deposited radionuclides also be monitored. The University shall provide for these services... Any person using radioactive materials may be removed from such work by the Radiation Safety Officer upon advice from a medical advisor.. X ray Workers.. All x ray workers shall receive instruction in radiation protection from the owner of the x ray machine or from the Radiation Safety Officer... All unnecessary x ray exposures shall be avoided... The Radiation Safety Officer may require that a x ray worker s external radiation exposure be monitored by a suitable dosimeter.. General Precautions with Radionuclides. External radiation exposure is controlled by time, distance, and shielding. Internal radiation exposure is avoided by having adequate ventilation and containment, by wearing appropriate protective clothing, and by practicing immaculate hygiene.. Smoking, eating and drinking in radioisotope laboratories is forbidden.. Procedures should be preplanned and first executed on a dry run.. Protective gloves and clothing should be worn to avoid contamination.. Disposable absorbent paper should be used on benches and in trays to prevent contamination of work surfaces.. Sources should be handled in such a way that all unnecessary exposures are avoided.. Pipetting of solutions by mouth is forbidden. Pipetting devices should be used.. Work should be done in a fume hood if the radioactive material is volatile or if the procedures generate gases, vapors or fumes.. Work with dry, dusty radioactive material should be done in a glove box. 0. Laboratory work surfaces, glassware and equipment should be decontaminated after use. Articles should not be removed from the radioisotope laboratory without being checked for contamination.. Radiation fields and contamination levels in the radioisotope laboratory should be monitored daily when the laboratory is in use. Radiation fields should be kept below 0. mrem/h (. µ sv/h) and radioactive contamination on surfaces should be below values stated in the Consolidated Radioisotope License. If contamination is found, decontamination procedures should be instituted promptly.. Immediately report all spills and incidents of suspected personal contamination or unusual exposure to the Radiation Safety Officer. The University of Winnipeg Radiation Safety Policy & Procedures

9 . Radiation Signs and Labels. Radioisotope Laboratories.. Laboratories in which radionuclides are present in excess of one hundred times the exemption quantity or in which a person could receive a dose of ionizing radiation, at a rate in excess of. mrem/h ( µ sv/h), shall have posted at each entrance to that laboratory, a sign with the radiation warning symbol and words Caution Radioactive Materials. This sign must also include the names and local and home telephone numbers of responsible persons to be contacted in an emergency, and other special emergency instructions... Cupboards, cabinets, refrigerators and other containers used to store active materials in the radioisotope laboratory must be identified with a radiation-warning label and secured with locking device... Primary storage containers must be identified with a radiation warning symbol and information respecting the nature, form, quantity and date of measurement of the radionuclide contained within. Labeling is not required for containers such as beakers, flasks and test tubes used while the responsible individual is present, or for containers holding less than the exemption quantity of radioisotope.. Other Radiation Areas.. Appropriate radiation warning labels are required on all x ray and other ionizing radiation producing devices.. Radioactive Waste Disposal. Disposal of all radioactive waste shall conform to the methods outlined in the supervisor s radioisotope project. Supervisors are responsible for the control, containment and identification of active wastes, and for maintaining records of the activities disposed of by authorized methods.. Disposal into Waste Containers.. General... Material must not be put into the waste collection containers if there is any possibility of a chemical reaction during storage that might cause fire or explosion, or cause the release of toxic or radioactive gas.... A record must be kept of the identity and amount of radioactive material disposed into each container... Liquid Waste... Place organic radioactive waste solutions into containers that are designated for organic waste.... Place aqueous radioactive waste solutions into containers that are designated for aqueous waste... Solid Waste The University of Winnipeg Radiation Safety Policy & Procedures

10 ... Active combustible solid waste should be collected in an appropriately labeled container lined with a heavy polyethylene bag.... Active non combustible solid waste should be collected in an appropriately labeled container lined with a polyethylene bag. Sharp objects should first be placed in protective containers... Carcasses and Biological Wastes... Carcasses and biological wastes should be placed in heavy polyethylene bags, boxed, identified and frozen. Disposal can be arranged by the Radiation Safety Officer... Other Active Wastes... Disposal of other types of active wastes (sealed sources, unused radiochemicals, etc.) can be arranged by the Radiation Safety Officer.. Disposal Limits Please refer to your permit for disposal limits.. X ray Devices. The Public Health Act, and the pursuant x ray safety regulations outline controls on the installation and use of x ray producing machines and procedures for the protection of personnel. The Radiation Safety Committee shall authorize the use of such equipment on campus, and shall register the equipment with Provincial authorities if necessary.. The owner of a x ray machine refers to the person who has discretionary authority over its use. The owner is responsible for:.. informing the Radiation Safety Officer of x ray equipment acquired, the location of this equipment, the names of persons authorized to use the equipment, and when the equipment is decommissioned;.. providing x ray workers with instruction in operating procedures and radiation protection, and for enforcing safe work procedures;.. allowing only authorized persons to enter x ray areas and to operate the equipment; and.. implementing any recommendations of Provincial inspectors and those of the Radiation Safety Committee, and advising the RSC of the changes in procedures or equipment. An x ray worker means any person whose occupation as an owner, employee or student requires them to use or operate an x ray source, or to enter regularly a space in which an x ray source is operated... Dose equivalent limits for x ray workers are shown in Appendix I, Radiation Safety Policy and Procedures Limits on Occupational Radiation Exposures... X ray workers shall comply with the owner s instructions regarding the use of the x ray device. Deficiencies in protective equipment or faults in the device shall be reported to the owner... Exposure to the primary beam shall be avoided. Exposure to scattered radiation shall be minimized... No interlock or other safety device shall be defeated. No live adjustments or alignments shall be made unless the procedure is documented and safety checks are made... Accidental radiation exposure shall be reported as soon as possible to the Radiation Safety Officer. 0. Radiation Incidents Emergency Procedures. All radiation incidents (exposure, spill or contamination, accidental ingestion, loss or theft of source, etc.) must be reported as soon as possible to the Radiation Safety Officer.. In the event of personal external contamination, the contamination should be washed from the skin under running water until the arrival of assistance.. In the event of a spill, confine it if possible, and request assistance. Do not remove contaminated articles from the controlled area..
