Energy Policy Provence-Alpes-Cote d Azur Region
Region s role 1- Coordinator for energy, air and climate issues in the territory.common agreements for shared targets and local strategies in cities/others local levels.definition of a Regional Scheme for Energy, Climate and Air Quality 2- Organisator for the modalities of common actions.giving advices to most of the local plans (urbanism, transports, ) in regard to energy considerations.creation of supporting actions (Call for projets, subsidies, ) in order to reach regional objectives.
Region s objectives Regional Scheme for Energy, Climat and Air Quality Base Tranports -21% Residential -32% Tertiary -31% Industry -22% TOTAL -25% %renewable in total consumption 29% Biogaz(Waste) Hydroelectricity Photovoltaic Wind (Offshore& onshore) Biomass (Agriculture & Forest) Solar Thermal Heat Pumps (Air, Sea, Ground, Water evacaution networks, ) MW 3370 MW 4450 MW 1845 MW 3130 MW 2800 MW 2985 MW
Different levels of actions : - Help local communities to develop renewable - Support to projects (engineering, investments) - Develop new financial and participating models for projects - Prepare the future for development of local SMEs, human skills and employement (training, clustering, demonstrators )
1- Solar Energy : Photovoltaïc (PV) State of play : With more than 700 Megawatt installed the PACA region is the first French region in terms of PV power. Region s action : Call for projects in order to support PV installations on building roofs : 38 projects were helped since 2011 for a cumulated peak power of 2,8 MWp Support provided to the PV industry professionals and analysis of the environmental compatibility of PV plants on the ground
2 - Solar Energy : Thermal Region s action : Support to solar thermal collective projects in housing, hospital and industry Connecting demand and supply platform for individual solar projects of citizens Plan to improve skills of companies by training, quality requirements and long terme benefits for buildings owners
3 Wood energy Region s action : Help local communities to develop wood energy in partnership with forest and wood actors : «from the tree to the boiler» integrating other uses of forest and wood Support to production and storage equipments, to wood energy heating systems and networks
4- Wind turbines : - Support to local wind turbines projects (particularly for those which involve local administrations) - Workshop organisation for all parties concerned by wind farms development in PACA territory (codeole) - Launch of a regional hub concerning wind turbines development in the PACA territory
5 - Smart-Grid (SM) : - PACA Region has been at the origin and deeply involved in the first french smart-grid demonstrator «PREMIO» : define a system which will balance energy consumption and local production in relation with the power network - PACA Region continue to be involved and support several Smart-Grid projects - The involvment of people communities and local administration in the system development is a key factor for success.
6- Renewable energy demonstrators : The PACA Region help renewable energy demonstrators so that they can prove their capability by reaching goals in terme of efficiency, yield, technical reliability, business model and others challenges. Among helped projects we can mention : - Floatting offshore wind turbines - Photovoltaic on water chanels - Hydrogen generation fuel-cells and power to gaz - Smal wind turbines (< 100 kw).
5 New models of funding and participating by citizens A project leaded by the french association & investement fund «energies partagées» has started early this year in order to promote crowdfunding of renewable energies & energy comsumption reduction in PACA. The purpose is also to give assistance to set-up emerging projects. 6 Necessity to enter in a fair alliance between environnementalists, citizens and renewables and energy efficiency actors
