1 Council Directive 91/271/EEC The National Programme for Municipal Waste Water Treatment Regional Water Management Board Council Directive 91/271/EEC of 21 May 1991 concerning urban waste-water treatment Objective: Protection of water environment before unfavourable results of discharge of municipal sewages An implementation program - The National Programme for Municipal Waste Water Treatment (KPOŚK) The primary objective of the WFD environmental: Achieve at least good status of surface water and groundwater by 2015 Czajka wastewater treatment plant in Warsaw Page 02 1
2 Requirements of the Accession Treaty (by the end of 2015): Terms of reduction of biodegradable pollution loads: % 86 % 91 % 100 % Reduction of the overall load entering all wastewater treatment plants (WWTP s) at least 75% for total phosphorus and total nitrogen Implementation of the Directive 91/271/EEC: KPOŚK - National Programme for Municipal Wastewater Treatment (containing agglomerations of at least p.e.) The Programme for agglomerations below p.e. (equipment in sewage treatment plants and sewerage systems) The Programme for the food industry of a size not less than p.e. discharging wastewater directly into surface waters, (equipment in devices required by Polish law standards) Page 04 2
3 Implementation of the Directive 91/271/EEC assumptions: 1.Sensitive area: the entire Polish territory, due to its location in 99.7% of the catchment of the Baltic Sea, is considered a sensitive area, i.e. requiring the reduction of discharges of nitrogen and phosphorus and biodegradable pollutants into waters 2.Art. 5.4: total load reduction result of both nitrogen and phosphorus in municipal wastewater by 75% (in all WWTP s of river basins) 3.Effects of wastewater treatment were determined depending on the size of WWTP s rather than depending on the size of the agglomerations: according to Regulation of the Minister of Environment of concerning conditions required for discharging of sewage into the water or soil, and on substances particularly harmful to the water environment; - in the group of more than p.e. will be used advanced removal of nitrogen and phosphorus. Page Sewage systems: Agglomerations included in the KPOŚK following levels of service will be achieved by the end of 2015: big cities > pe - > 98% p.e. for the agglomeration of p.e. - > 95% p.e. for the agglomeration of < p.e. - > 90% p.e. for the agglomeration of < p.e. - > 80%, p.e. other inhabitants will be serviced by individual wastewater treatment systems sewage from septic tanks will be delivered to the municipal WWTP s by cesspool emptier tanks. Construction and modernization of sewage systems. 2. Construction of new WWTP s. 3. Modernization of existing WWTP s, including the modernization of the sludge part. 4.
