18 SANITATION DIGEST The UN proclaimed International decade Water for Life directly reinforces and urges countries to meet Millennium Development Goal (MDG) under MDG 7, which calls for to ensure environmental sustainability. It is directly linked to drinking water and basic sanitation and specially calls for to: Halve by 2015, the proportion of people without sustainable access to safe drinking water and basic sanitation. The UN General Assembly declared 2008 as the International Year of Sanitation to put the spotlight on this issue, recognizing the impact of sanitation on public health, poverty reduction, economic and social development, and the environment. 19 NATIONAL URBAN SANITATION POLICY - SNAPSHOT The Government of India unveiled National Urban sanitation Policy during November It envisages to promote provision of household toilets apart from community planned and managed toilets where there are constraints of space. The policy also emphasies safe disposal of waste water, recycling of treated waste water, and managing of public sanitation facilities including Solid Waste Management in all urban areas. The vision for Urban Sanitation in India is: All Indian cities and towns should become totally sanitised, healthy and habitable to ensure and sustain good public health and improved environmental outcomes for all their citizens with a special focus on hygienic and affordable sanitation facilities to the urban poor and women. The Government has identified 100% sanitation as a goal during the 11th Five Year Plan [ ]. The main elements of the policy are financial assistance for state level sanitation strategies and city level plans and Detailed Project Reports (DPRs), promoting Public Private Partnership (PPP), awareness generation and capacity building etc. The policy envisages an annual rating schemes for all Class-I cities and institution of an annual award. 169
20 NATIONAL URBAN SANITATION POLICY The goals include awareness generation and behavioural change, elimination of open defecation, integrated city-wide sanitation, safe disposal and proper operation and maintenance of all sanitary installations. The policy focuses on achievements of outcomes rather than on mere construction of infrastructure, and emphasises building capacities at the city level The Government will help formulating and implementing a strategy on capacity building and training to support states to build their personnel capacities and organisational systems for delivery of sanitation services. The Ministry of Urban Development has instituted Nirmal Shahar Puraskar, an initiative under the policy which aims at carrying out ratings of cities on various parameters related to sanitation and award for excellence in performance. The award focuses on creating healthy competition amongst the cities and mainstreaming sanitation. This will be done through a rating system where cities will be colour-coded: Red symbolising very bad ; black for needs improvement ; blue for recovering and green healthy city. The point system based on several parameters - no open defecation, disposal processes, quality of water among others. Concept of Totally Sanitised Towns A totally Sanitized Town Panchayat will be one that has achieved the outputs or milestones specified in the National Urban Sanitation policy, the salient features of which are as follows: Towns must be open defecation free Must eliminate the practice of manual scavenging and provide adequate personnel protection equipment that addresses the safety of sanitation workers. Municipal wastewater and storm water drainage must be safely managed Recycle and reuse of treated wastewater for non potable applications should be implemented wherever possible. Solid Waste collected and disposed off fully and safely Services to the Poor and Systems for Sustaining Results Improved Public Health Outcomes and Environmental standards 170
