2 Health and Disasters in Indonesia v A disaster occurs when a hazard a natural event like an earthquake or flood severely disrupts a community s survival, ability to carry out their daily lives and to cope unaided. v A hazard becomes a disaster when people are vulnerable determined by traits like poverty, age, gender, disease and lack resilience to cope with the hazard v Indonesia and other ASEAN member states are facing either natural or human generated disaster risk s ( 70 % due to geo and hydrological hazards,environment degradation, climate changes impacts etc.) and decelerate the MDG S 2015 achievement

3 v Reducing disaster risks policy is an integral part of the fight against poverty strategy in Indonesia therefore by strengthening community resilience in order to achieve a safer Indonesia is a a better way and a good practices to reduce the disaster impacts v Sensible and cost effective risk reduction programs such as early warning systems, strengthened building codes, and emergency preparedness strategies are the best defense against future catastrophes.

4 The Maps present: a) Hotspots across the globe, based on losses as % of GDP b) Hotspot Countries are World Bank client-countries (borrowers) particularly vulnerable to disaster risks, and c) a Combined Map presents the first two maps super imposed. Hotspots Hotspot Countries Combined Map

6 CURRENT CHALLENGES o The rise of that natural hazards have threaten not only to humans suffering (their food security,supplies and economies), also the damaging the living infrastructures. o Environment degradation, pollution, and global climate change impacts are also altering life on our region, from local community to the densely populated cities. o Natural disasters devastate the lives and livelihoods of millions of people and cause substantial loss to the economy. A proper disaster risk management framework would enable the affected population, especially women, in taking immediate and correct steps in emergency situations. o Reducing disaster risks by strengthening local community resilience including increasing socio economic capacities through multi sectoral approach in order to maintain essential services during the disaster will be an Indonesia s lesson learnt that needs to prioritized.

8 What is Disaster Risk Reduction? Disaster risk reduction is about choices. q Disaster risk reduction is the concept and practice of reducing disaster risks through systematic efforts to analyse and reduce the causal factors of disasters. q Reducing exposure to hazards, lessening vulnerability of people and property, wise management of land and the environment, and improving multi sector preparedness including health sector for adverse events

9 o Multi-sector approach means the involvement of many levels of government and people with different area of skills, including policy development, legislative review and drafting regulation of health and disaster management by involving civil society as well as academia and professionals Building disaster preparedness and alertness should be started to create adaptive local communities prepared for the complex and changing environment by expanding grass roots approaches to develop capacity and sustainability. HOW TO MAKE THE SUSTAINED AND PREPARED RESILENT COMMUNITY 1.Evaluate the current hazards and state of preparedness through gap analysis. 2.Encourage the community to get involved and establish accountability 3.Understand the relevant components of resilient community 4.Develop a realistic action plan that can be implemented with local resources 5.Consistently evaluate and update the action plan in order to achieve a better response to any disasters.

10 v What to do to strengthen Community Resilience? v Communities need to be given greater space in the government s disaster risk reduction programs and development health and disaster response plans. v Involving communities as active participants in all aspects of disaster program planning and implementation would mean in true sense harnessing the hidden capability and realizing community as a collective force of resilience. v Educating and training communities including table top and simulation in the areas of environmental and natural resource management; governance; and urban and land use planning,health, social and economic planning.

14 Conclusion v Disaster risk reduction (DRR) is everyone's responsibility v Strengthening Community Resilience involves multi disciplines including health sector but it is also part of sustainable development. In order to be sustainable development,it must also reduce disaster risk. On the other hand, unsound development policies will increase disaster risk - and disaster losses. v Thus, DRR involves every part of society, every part of government, and every part of the health professional and private sector to support the achievent of MDG s v Reducing disaster risks policy is an integral part of the fight against poverty strategy in Indonesia therefore by strengthening community resilience in order to achieve a safer Indonesia is a a better way and a good practices to reduce the disaster impacts

15 Regardless of whether the health sectors are run by the private or public sector, it will be critical for the government to play a role in the disaster management planning and coordination to be able the essential service to function and mitigate the impact of disasters towards the achievement of MDG S target.
