3 Sample Monitoring Point Identification 100% compliance for submittal Each unique location is associated with consumer contact information Beginning June 1, 2017, all lead and copper compliance monitoring samples submitted for a public water system must be identified using the new LC20X SMP IDs For sites without an SMP ID, submit using DS000 with resident contact information

4 Sample Monitoring Point Identification Update as monitoring points change Continue the SMP ID numbering sequentially (i.e. LC201, LC202, LC203, etc.) Do not replace previously used SMP IDs Submit updated SMP spreadsheets to Ohio EPA, Central Office

5 Routine vs. Special Purpose Sampling Routine Tiered site First Draw Collected during monitoring period Includes customer requested samples meeting criteria

6 Routine vs. Special Purpose Sampling Special Purpose Taken outside monitoring period Taken from a tier site lower than the required tier Repeat samples Not collected in accordance with the approved sampling methodology Samples taken within 72 hours following lead service line replacement

8 Lead Maps Mapping Due March 9, % state-wide compliance CWS identify and map areas likely to have lead service lines and identify characteristics of buildings that may contain lead piping, solder or fixtures NTNCWS identify and map areas with lead piping, solder or fixtures in building

9 Lead Maps NEDO first review complete If you haven t been contacted map was accepted Maps are available for viewing on Ohio EPA s website Update every 5 years

10 Lead Maps 2020 Collect service line information from customers Color coding Down to street level Make them more useful to the public, ODJFS and ODH Likely require rules

11 Consumer Notification Individual tap results: PWS provides notice within 2 business days of individual tap results to consumer; Verify notification to Ohio EPA within 5 business days Verification of Lead Consumer Notice Issuance form on DDAGW s reporting web page

12 Consumer Notification All Samples require notification Director to perform notification if not done by the PWS in 10 business days Establishes penalties for failure to notify consumers

13 Additional Requirements for Individual Tap Results over 15 µg/l Provide consumer with information on health screening and lead blood level testing in 2 business days Provide results to the local health department in 2 business days Include results in CCR NTNCWS immediately remove the fixture from service

14 Lead Action Level Exceedance (ALE): PWS has 2 business days provide notice to all customers Verify performed within 5 days to Ohio EPA Verification of Lead Consumer Notice Issuance form on DDAGW s reporting web page PWS has 5 business days provide information on tap water testing to customers likely to have lead service lines, pipes or solder

15 Lead Action Level Exceedance: Director to perform notification if not done by the PWS in 10 business days PWS has 30 business days provide public education Establishes penalties for failure to notify consumers

16 Interim Lead Notification Notification that can be issued by the system to warn public of corrosive conditions in drinking water that may be of concern for lead exposure prior to the end of the monitoring period, but not yet an actual ALE determination Health effects language in the Interim Lead Notification will be very similar to ALE public notification No public education requirements - mailing A PWS may decide that they would rather declare an ALE

18 Proposed Lead Rules Incorporates HB512 requirements into rule Could change monitoring frequency Requires a new or updated corrosion control treatment study and plan not later than 18 months after if: Change or addition of source. Substantial change in water treatment. Operate outside of acceptable ranges for lead, copper, ph or other corrosion indicators. Any other event determined by the director to have the potential to impact the water quality or corrosiveness of water in the system.

19 Funding Available WSRLA offers 0% loans for 20 years for the replacement of lead service lines, nominations accepted at all times Planning loans are available for corrosion control studies, 0% for 5 years Ohio Facilities Construction Commission - Grants Schools built before 1990 can apply for reimbursement up to $15,000 for sampling and plumbing/fixture replacement

20 Contingency Plan Rules (Revised 12/23/2016) 10 most likely circumstances required to be in the plan Required to exercise the responses to one or more of the circumstances identified in the plan at least annually. Each circumstance should be exercised 1/5yrs Procedures must include response and recovery activities such as sampling plans, treatment options and notification to the public and government agencies Systems with automation shall have plans to manually operate the system. Monthly testing required.

21 Contingency Plan Rules Auxiliary power exercised monthly Alternative sources Sampling points available 24/7 Method for providing water within 24 hours if system cannot produce or distribute water (one gallon per person per day minimum) PWS Emergency Contact - ensure a response from a public water system representative within thirty minutes. Contact information for consecutive systems

22 Contingency Plan Rules Must follow your contingency plan Immediately notify Ohio EPA contingency plan has been activated Director may require an after action report Update Ohio EPA with PWS emergency contact information at least once/year Guarantee a response from a public water system representative w/in 30 min

24 Consumer Confidence Reports Due by July 1, annually; Certification Form + CCR Report due to Central Office July 1 Contaminant tables for population < 500 on Ohio EPA s website Common mistake update contaminant table but not written context about the sampling year Additional required definitions for HABs, RTCR

25 Consumer Confidence Reports All lead results above 15 ug/l including non-routine sampling. Explanation of the associated health risks, what actions consumers of the system can take to reduce health risks, and the actions the system is taking to reduce public exposure. Reporting of microcystin detections required Reporting of non-regulated cyanotoxins recommended in the unregulated section Surface water source water monitoring - If cryptosporidium was detected either in the raw or finished water. RTCR Level 1 or Level 2 assessment violations

26 RTCR Seasonals Perform a Start-Up Procedure prior to opening Complete checklist Collect at least one Special Purpose Sample Keep checklist as a record for Ohio EPA visits Submit Annual Startup Certification Form to Ohio EPA district office 5 days prior to opening

27 Manganese Emerging Contaminant of Concern U.S. EPA Drinking Water Health Advisory Secondary Maximum Contaminant Level (SMCL) = 0.05 mg/l (50 µg/l) The SMCL is based on staining and taste considerations (aesthetics). The SMCL is not health based.

28 Manganese Health Advisory Level (HAL) (lifetime) = 0.3 mg/l (300 µg/l) Lifetime HA is based on exposure of a 70-kg adult consuming 2 liters of water per day Infants younger than 6 months (10 day) HAL (one-day) = 1.0 mg/l (1000 µg/l) 10-kg child consuming 1 liter of water per day 10 day HAL is the same

29 Manganese Potential Health Risks: Long term exposure to manganese in drinking water may affect the central nervous system. Symptoms may include lower IQ, poor motor functions, decreased attention span and hyperactivity in children. Long term exposure in adults may result in a disorder that is similar to Parkinson s disease in the elderly. Reference - United States Environmental Protection Agency Drinking Water Health Advisory for Manganese (2004)

30 Manganese Current monitoring requirements OAC Communities Treating for Manganese < 250 population: Weekly with an in-house test kit with one split sample monthly by a certified laboratory OR weekly by a state certified laboratory
