3 Sustainable Energy Action Plan Covenant Of Mayors initiative Warsaw joined in 2009 Key document: Sustainable Energy Action Plan for Warsaw in the perspective of 2020 (SEAP) SEAP target improvement of energy efficiency and reduction of GHG emissions - calculated as: 80% of CO 2 emission in 2020 comparing to the base year, 80% of energy consumption in 2020 comparing to the base year, at least 20% of energy will be produced from RES, information and promotion actions regarding energy management/conservation will be implemented. 5 Selected Warsaw activities Transformation of energy sector The City of Warsaw supports as well development of dispersed installationsrenewableenergysourcesemployedby small producers both using renewable energy for their own purposes and sellingitto the grid-prosumers. The aboveisconnectedwith supportingmodern electricmobility, in whichvehiclesand theircharginginfrastructureareadaptedto transferring electricity back to the grid. We aredeveloping waste-to-energyas well.extensionand modernization of the ZUSOK Solid Waste Incineration Plant (up to 2018, tonnesof incineration capacity)and construction of another incineration plant in cooperation with private partner after2018, shallresultin share of energy from waste increased from <1% in 2009 to 4% around All these actions implemented and planned for next years in our city differentiating fuel mix, utilizing e-vehicles as backup reservoirs of electricity and reducing energy consumption by various methods (e.g. by changingconsumersbehaviourorintroducingsmart metering) are improving energy security of the City of Warsaw and its adjacent municipalities.
6 Selected Warsaw activities Transport Improvement of public transport network. Replacementof rolling stock, includingrecenttotalpurchasesof: 261 new trams capable of recovering braking energy, 35 six-coach energy efficient underground sets, 273 modern buses including hybrids, 19 unitsfor RapidCity Train. Construction of secondmetro line(the central stagewith 7 stationsto be operationalin the early2015). Setting bus-only lanes. Development of P&R car parking lots(currently 13). Expansion of the bicycle paths system (now >380 km). Veturilo public bike(now 197 stations with 2920 bikes). Training of drivers in eco-driving. Promotion of public transport.
7 Selected Warsaw activities Czajka Wastewater Treatment Plant exampleof financing from EU structural funds/operational programmes 30 January 2008 Warsaw Waterworks (MPWiK S.A.) signed a contract for the extension of the Czajka WWTP completed in The contract s main subject were high-tech wastewater treatment lines. Additional elements like sludge thermal incineration plant, which provides the Czajka with heat and electricity, with max. day capacity t of fuel and max. electric power - 1,6 MW. Energy is obtained also from biogas combustion. Total yearly output of the installations: MWh of electricity (30% of our street lighting s consumption) and MWh of heat (equivalent of 140 railway tracks of coal). Total value with accompanying investments amounted to 822 million euro: the largest recent investment in Europe in the field of environmental protection, which ensured treatment of 100% wastewater from the Warsaw area (capacity increased from m 3 /day up to m 3 /day) and reduced amount of connected nitrogen released via Vistula River to the Baltic Sea by 74%, while in case of phosphorus by 84%. External co-financing started already from pre-accession funds, after Polish accession to the European Union financing amounting to 248 million euro from the Operational Programme Infrastructure and Environment.
8 Selected Warsaw activities EU programmes for R&D and innovation 7th Framework Programme-e.g. project OPEN HOUSE on developing and testing common exhaustive assessment methodology of sustainability of buildings, feasible to use in public procurement procedures. CIP/ICT PSPProgramme-project ICE WISH on comprehensive, integrated control/management system of media consumption in buildings, in particular in social housing/project E3SoHo on holistic solutions for ICT-enabled energy efficient social housing developments all across Europe. CIP/Intelligent Energy Europe Programme-project CASCADE on local energy leadership in 3 areas: energy efficiency in buildings&districts; renewable energy sources&distributed energy generation; and energy in urban transport. Horizon 2020: in 2014 Warsaw, represented the InfrastructureDepartment, participatedin 3 projectsconsortiumsfocusedon energyefficiency, 2 on smart citiesand 1 on environmentally-friendlytransportation. 5 applicationsalreadydecided: 2 (on energyefficiency) obtained financing(40%, overallsuccessratefor EU 14%, for Poland: 16%).
9 Selected Warsaw activities Low-Carbon Area Low-Carbon Area(in preparation) - following such world-leading projects as Stockholm s Hammarby district, we plan to create city area, whichwill featuresolutionson behalf ofenergyefficiency, natural environment and low GHG emissions, both in the field of city planning, energy networks, buildings construction, transport, waste management, andwaterandwastewatermanagement with utilization of various sources of EU co-financing, PPP and other sources(like possibly funds from selling Polish emission rights). Among the currently analyzed locations the most probable is Targówek Przemysłowy (IndustrialTargówek part of the Targówek district), wherethe major RES sourcewillbe availablein form of the expandedzusok waste incinerationplant. We wanted3 projectapplicationssubmittedlastyearwith participationof Warsawin Horizon 2020 to assistusin thistask. One of them obtained financing URBAN LEARNING (energy efficiency theme). We remaininterestedin cooperationwith foreigncitiesas to largerprojectsconductedwithinsmart citiestheme as wellas in cooperation with foreign companies as to implementation of related projects.
10 Public-Private Partnership Public-private partnership may be a good solution to provide financing for projects, that generate substantial energy and cost savings. Warsaw plansto utilizeppp on much largerscalethanbefore. Currentlywe are using PPP for financing 2 current building projects: on retrofit of school buildings and on construction of Mokotów District Hall Building. We identified upto 30 school buildings that need retrofit covering also electric installation and lights replacement, water supply improvement and energy management system with sensors. Certain level of savings should be guaranteed by the private partner(energyperformance Contracting).In nextmonthswe willbe completingenergyauditsof the buildings. Energy efficiency and RES will be taken into consideration in the PPP project of construction and operation of the MokotówDistrict Hall Building. The building will be designed, built, financed and operated by a private partner, so the energy cost will consist a large part of the maintenance bill over the contract period, which may exceed 20 years in this case. The contract with the consultant whichwillassistwith preparing the construction tender was signed on 25th September, 2014.
11 Public-Private Partnership PPP/EnergyPerformanceContracting project on modernization of street lighting is during tender procedures (the contract with the consultant was signed on 24thNovember, 2014; aftercompletingthisstagetherewillbe a joint tender for design, implementationand managingmaintenanceof the modernized lighting). Large scale: out of light points in need of full modernization, while of partial modernization. The project of partial modernization of street lightning will be implemented in all of the Warsaw districts and will cover athis stagemodernization of upto light points. Energy consumptionafter modernization will be 50% lower than before; maintenance costs will be lower as well. Another PPP project being initiated now concerns construction of underground parking lots in Warsaw. Upto 6 suchparking lotswillbe constructed, for upto 100 mln. Currently discussions with 5 companies interested in the process (the contractwillincludebothdesign, constructionand maintenance of parking lots).
12 Energy management in public buildings Demand Side Management for energy efficiency improvement From 2009 Infrastructure Department carries on the monitoring of electricity, heat and gas consumption and expenditures in educational units of the City of Warsaw educational units(760 locations) with 922 electricity meters, 520 heat meters and 583 gasmetersareincludedin the programme. As a result of activities carried out under the programme the following have been achieved: Reduction of expenditures for ordered capacity; Reductionof electricityand heatconsumption, resultingin CO 2 emissions reduction. Savings potential: Electricity 1,3 mln, Heat 1,9 mln. The nextstep willbe facilitatingsmart meteringin the Warsawmunicipalbuildings.
13 Warsaw approach for next years Summary Increasingnumberof projectsin public-privatepartnershipand/orin EnergyPerformance Contracting(until recently extremely rare in Poland). Utilization of schemes available in the new EU financial perspective: operational programmes, dedicated funding for smart cities(horizon 2020), regional funding schemes. Utilization of new financial schemes of the Polish environemental fund NFOŚiGW (including thoseusingfundsfrom sellingpolishemissionrights). Using different forms of financial montage to implement an amibitious project of Low-Carbon Area. Improving energy performance of school and other municipal buildings and using resulting cost savings for other energy-related investments(cost savings to be obtained also thanksto joint purchasesof electricityby differentunitsand departmentsof the City of Warsawand ourmunicipalcompanies.
