Village of Bolivar Challenge/Solution Package Plant basics Existing System Data Other units in NYS Summary Questions Village of Bolivar, NY Case Study
Village of Bolivar, NY Challenge Village of Bolivar, NY, struggled with maintenance of its two water supply systems Three (3) groundwater sources Treated water is combined with treated water from nearby Town or Richburg Provides water to ~1650 customers, local school being largest customers Iron 0.59 mg/ l and Manganese 0.75 mg/l, both above SMCL Existing process used only chlorine
Village of Bolivar, NY Solution Project funded by NY State Revolving Fund and some Federal Funding to build a new WTP Hired Clark-Patterson Lee of Olean, NY to design the plant Treatment process to provide Aeration, Detention, & Filtration processes into a compact footprint Selected Westech Engineering Packaged Iron/Manganese Removal System 12 foot diameter Aeralater Type II unit
Village of Bolivar, NY Process Stages Aeration gpm/ft2 loading. Oxidation 10 PVC Slats Rows on 2 Centers Detention 30 minutes. Filtration gpm/ft2 loading rate 3-4 cells per unit (Bolivar 4) Media retention or gravel support Water only backwash or Simultaneous air and water (Bolivar is water wash only) Filtration Aeration Detention
Village of Bolivar, NY Anatomy Hinged Access Door Static Mixer for Chemical Feed Inlet Float Valve Face iping/valves Optional Air Wash Valves Media Retaining Trough Multiple Cell Filter Common Underdrain
In-Service Mode: Raw water enters the unit and passes control valve to aerator section. Gravity flows into aerator distribution tray, cascading down through internal media where air and water mix to oxidize iron and remove dissolved gasses/volatile compounds. Down to detention section, where chemicals are added to condition the water to form precipitate for removal by the filter. Exit the detention section and enters each filter cell using the face piping Water passes down through the filter media and into the common underdrain. The treated filter effluent exits the unit and it transferred to a clearwell or down-stream process, eventually to storage. Village of Bolivar, NY Filter Operation
Water Backwash Mode Switch on control panel to backwash Locks in well pump Locks out service pump Detention section level provides backwash head Backwash supply from in-service cells Close inlet of cell being washed Open backwash waste Rates dependent on media selection Rotate to next cell, all cells washed during a backwash event Rotate the starting cell on the next backwash event Village of Bolivar, NY Backwash Operation
This plant conducts backwashes manually. Village of Bolivar, NY Backwashing Done about once every 10 days, which has proven effective, through the months of operation. Plant runs about 10 hours per day Estimates about hours run time on the filters Backwash waste is sent to a pit then sent to local wastewater treatment plant.
12 ft. diameter Design capacity of gpm Painted steel construction for detention, filtration, & face piping; aluminum aerator. Four cell filter section with treated sand media for manganese reduction Water only backwash process Butterfly valves with manual actuators Automatic controls to monitor filter headloss. Chemical feed equipment: Peristaltic pumps UPDATE Liquid Potassium Permanganate Village of Bolivar, NY System Details
System Features Aerator allows water to drain freely to detention tank, minimizes chances of freezing. Therefore, only the blower is located outside the building above the roof line. Village of Bolivar, NY System Details
System Features The aeration section utilizes PVC pipes for the internal media. Placed in alternating configuration on 2 in vertical centers, this allows for effective oxygen transfer for the oxidation of the iron. Design minimizes the depositing of iron precipitant on the media that can cause issues of fouling, clogging, and reduced treatment performance. The aerator is designed with an access door to allow periodic cleaning. Village of Bolivar, NY System Details
System Features Manways are located internally for access to the four filter cells. These manways allow access to the various sections of the treatment unit to completed inspections and periodic maintenance. Village of Bolivar, NY System Details
System Features Package Plant incorporates butterfly valves with manual actuators. Operator opens/closes valves for the required operation function of standard filtration mode & filter backwash. Operation of the unit simple. Village of Bolivar, NY System Details
Village of Bolivar, NY System Details The filter design incorporates a flat plate underdrain with media retaining nozzles, eliminating the need for a gravel support layer. The filter media configuration is 24 in of mono sand coated in situ media for manganese reduction.
The media is a conditioned filter media that applies a coating on the granular media. This coating aids in the treatment of iron and manganese. Along with the continual chemical oxidant being dosed to the treatment system, this maintains a well establish coating on the filter media and provides good treatment performance. Does not require regeneration or recharging. Village of Bolivar, NY Filter Media
Village of Bolivar, NY Performance Influent concentrations are above the US EPA secondary drinking water quality guidelines of 0.30 mg/l for iron and 0.05 mg/l for manganese. The effluent water quality from this plant is measuring the iron and manganese levels at < 0.05* mg/l and < 0.077* mg/l, respectively. *Finished water is blended with Richburg water. The Iron/Manganese Packaged Treatment process is producing a high quality effluent water quality with levels below the drinking water standards for iron and manganese.
Iron/Manganese Package Plant Other NY Installations
Village of Bolivar, NY Summary The Packaged Treatment system has provided good treatment for the Village of Bolivar since startup in August 2015 Package configuration offers compact design with small footprint. The Village of Bolivar continues to provide the proper treatment to produce high quality drinking waters.
Village of Bolivar, NY Summary When asked how about the AERALATER performance, Wayne Stonemetz, the plant operator of the water treatment plant, commented, I love it, I really like this system, and it s great, simple and has no problems with it. It s a vast improvement over what used to be here. The previous treatment was only chlorination and anti-corrosion chemicals. Due to the simplistic configuration of the packaged treatment system and it operational demands, the unit operates in a manual mode.
Summary Fe & Mn Stains fixtures/laundry cause taste/odors Removal is best treatment Current Guidelines USEPA Fe 0.3 mg/l Mn 0.05 mg/l WHO Fe 0.3 mg/l Mn 0.05 mg/l
