1 Sectin 8 Implementatin and Mnitring Plans This sectin describes the prpsed implementatin plan, the mnitring required under the cntinuatin f the existing SJBGFMP, and the implementatin f the recmmended alternative either Alternative 6 r Alternative 10. These alternatives are identical except that Alternative 6 cntains an extractin barrier t cntrl seawater intrusin and t generate a new water supply and assumes the SOCOD prject is nt cnstructed. Alternative 10 assumes the SOCOD prject is built and excludes the extractin barrier. 8.1 Implementatin f the Recmmended San Juan Basin Grundwater Management and Facilities Plan Table 8-1 lists the implementatin steps fr the recmmended alternatives, a prpsed tenyear implementatin plan, and a recnnaissance-level cst estimate up t and excluding cnstructin cst. The intent f Table 8-1 is t characterize the schedule, scpe, and cst f activities required t implement the recmmended alternatives. This characterizatin is prvided belw Adaptive Prductin Management Adaptive prductin management will refine the current status qu management plan t cmply with the diversin permits held by the CSJC, the SJBA, and the SCWD, and related interagency agreements. It invlves the management f grundwater prductin by the CSJC and the SCWD t prevent r at least minimize seawater intrusin and t what is therwise available n an annual basis. The SJBA, in its rle as the Basin Manager 40, will set an Annual Safe Yield 41 based n grundwater in strage in the spring f each year and the spring assessment f seawater intrusin. The SJBA will depend n grundwater level and chemistry mnitring and the interpretatin f the mnitring data t make its determinatin. The implementatin time frame illustrated in Table 8-1 shws the mnitring ccurring each year and the SJBA, acting as the Basin Manager, setting the Annual Safe Yield each year. The time frame als shws the ccurrence f a triennial update f the criteria that the SJBA will use t set the Annual Safe Yield. The annual cst, shwn in Table 8-1, wuld be abut $140,000 (current cst f mnitring and reprting) fr tw ut f three years and abut $160,000 in years when the Annual Safe Yield assessment criteria are reviewed and updated (current cst f mnitring and reprting plus cst t review and update tl used by the SJBA t set the Annual Safe Yield). In the implementatin f the recmmended alternative, it is prpsed t include the grundwater substitutin prgram element within the adaptive prductin management prgram element. By replacing the water supplied by private wells with an alternative supply, the SJBA and SCWD will have greater flexibility in cmplying with their diversin permits in 40 Mar 1, 1998 SCWD/SJBA Settlement Agreement prvides that the SJBA will establish a Prject Cmmittee 10 Basin Management Cmmittee which wuld serve as the Basin Manager. The Basin Manager is respnsible fr determining n an annual basis the amunts f Available Safe Yield (ASY) which can be diverted by SCWD and SJBA frm their water rights. 41 The methd t determine ASY is described in Appendix B and is currently implemented by the SJBA. 8-1

The implementatin cst, excluding cnstructin, is estimated t be abut $190, Planning and CEQA Prcess fr the Recmmended Alternative The recmmend alternatives cntain very cmplex water management prgram elements that will require additinal investigatins t determine their feasibility, their integratin int the existing water resurce management plans, and their impacts n the envirnment. This infrmatin will evlve in the early engineering and feasibility investigatins required fr implementatin. Sme f the prgram elements in the recmmended plan may end up nt being feasible as described herein. Fr planning purpses, it was assumed that a prgrammatic envirnmental impact reprt (PEIR) will be cmpleted. The implementatin steps include: Cnduct CEQA prcess thrugh the preparatin f a draft PEIR fr the SJBGFMP Prepare applicatin/change petitins fr new pints f diversin, revised diversin amunts, surface water diversin fr recharge, strage and subsequent recvery Cnduct engineering investigatins t develp alternative preliminary designs, determine feasibility, and identify fatal flaws fr: Grundwater extractin barrier In-stream strmwater recharge In-stream recycled water recharge and grundwater recycled water reuse 8-2

3 Finalize and certify prgrammatic EIR Finalize SWRCB applicatin/change petitins The planning and CEQA prcess are prpsed t ccur in years 2 ( ) t 4 ( ). This phase f the wrk is estimated t cst abut $1,800, Cmplete Agreements fr SJBA Members Participatin, Cnstructin, and Operatin The prir implementatin effrts will prvide detailed estimates f new yield and assciated csts. Agreements will be drafted t define participatin by individual SJBA members, their respnsibilities in the cnstructin and peratins f facilities, their yield allcatins, financing arrangements, their cst share, and ther arrangements as required t implement the SJBGFMP. The effrt t prepare implementatin agreements is prpsed t ccur in years 3 ( ) t 4 ( ). The cst t negtiate and prepare these agreements is prjected t be abut $200, Design and Cnstructin By the end f year 4 ( ), all f the planning fr the prgram elements and implementatin agreements will have been cmpleted. 4 The permits referred t in this implementatin step include all f the permits related t cnstructin and peratin exclusive f the SWRCB and the Reginal Bard. The cst t implement Alternative 6 up t and excluding cnstructin is abut $12 millin. The cst t implement Alternative 10 thrugh and excluding cnstructin is abut $8 millin. 8.2 Minimum Mnitring Prgram Required fr Implementatin f the Recmmended SJBGFMP Backgrund In early 2003, the SJBA implemented a grundwater, surface water, and vegetatin field mnitring prgram t cmply with the cnditins utlined in its Permit fr Diversin and Use f Water, N (Permit 21074), issued by the SWRCB Divisin f Water Rights in Octber The riginal mnitring prgram, which was develped in 2001, fcused primarily n cllecting the data needed t satisfy the mnitring requirements enumerated in Permit In Octber 2011, the SWRCB amended Permit t reflect the results f mnitring perfrmed by the SJBA. In 2012, WEI was retained t prepare an updated Basin Management Mnitring and Reprting Prgram t cmply with the amended cnditins f Permit and t develp the SJBGFMP. In develping the 2013 SJBGFMP, WEI identified basin management issues requiring specific mnitring activities t be included in 2013 Basin Management Mnitring and Reprting Prgram in additin t the explicit requirements f Permit These additinal activities required t implement the 2013 SJBGFMP include mnitring and interpretatin activities t investigate (1) grundwater strage and net recharge, (2) seawater intrusin, and (3) pint-surce grundwater cntaminatin frm LUSTs. Additinal mnitring cmpnents can be added t the mnitring plan in subsequent years t address any management issues that arise as the SJBGFMP is implemented and ptentially frm the Salt and Nutrient Management Plan that is currently being prepared by SOCWA, which will be cmplete by The SJBA shuld anticipate a significant, but as yet undefined, increase in mnitring assciated with the recharge f recycled water when that prgram element is implemented. The fllwing is a descriptin f each regulatry and basin management issue that shuld be addressed as part f the Basin Management Mnitring and Reprting Prgram Permit Mnitring and Reprting Amended Permit describes, amng ther things, the grundwater and vegetatin mnitring requirements that must be satisfied t evaluate the impacts t grundwater-level elevatin, grundwater quality, and riparian vegetatin that result frm grundwater extractins related t the peratin f the SJBA desalter facility at tw levels f prductin: grundwater extractins less than 4,800 acre-ft/yr and grundwater extractins in excess f 4,800 acre-ft/yr. The SJBA anticipates grundwater extractins will exceed 4,800 acre-ft/yr in 2013 and after. Thus, the mnitring prgram fr extractins in excess f 4,800 acre-ft/yr is assumed herein. The explicit mnitring requirements include: (1) quarterly grundwater level mnitring at eight mnitring wells t cmply with the DWR Califrnia Statewide Grundwater Elevatin (CASGEM) prgram, (2) quarterly grundwater quality mnitring 8-4

5 fr Electrical Cnductivity (EC) at eight mnitring wells, and (3) mnthly mnitring f riparian vegetatin health at five mnitring sites alng San Juan Creek. In additin t the explicit mnitring requirements listed in the permit, additinal data is needed t satisfy ther permit cnditins, such as reprting ttal grundwater extractins frm the basin and cmputing water in strage. The additinal data needed t address the permit cnditins include grundwater prductin, ttal water use, precipitatin, grundwater elevatin data acrss the basin, grundwater strage, and TDS and chlride cncentratins at wells. A GIS-based strage mdel was built fr the SJBGFMP, and it will be used t estimate grundwater in strage. An annual prgress reprt dcumenting permit cmpliance must be submitted each year t the SWRCB by June 30th Grundwater Strage and Prductin Management Thrugh the wrk perfrmed fr the 2013 SJBGFMP, WEI determined that the strage capacity and grundwater in strage were significantly less than has lng been reprted by the DWR and thers studying the basin. The grundwater yield estimates develped frm the mst recent grundwater mdel develped by the MWDOC fr the SOCOD planning wrk is f limited value because it is based n limited useful grundwater prductin and grundwater level data. Additinal high quality grundwater prductin and grundwater level data are necessary t calibrate a grundwater mdel in the near future t imprve grundwater yield estimates and thereby imprve decisin making. The recmmended SJBGFMP includes a prgram element called Adaptive Prductin Management. This prgram element requires an estimate f grundwater strage in the spring f each year. Each year, the SJBA, in its rle as the Basin Manager, will use the spring strage estimate and spring grundwater level data t establish an Available Safe Yield (ASY) frm which the CSJC and SCWD will be allcated an annual prductin allcatin fr that year until next spring. 42 The SJBA will cnduct a reginal, cmprehensive grundwater-level survey and analysis f the San Juan Basin in the spring and the fall f each year t cmpute the vlume f water in strage and the change in strage between each perid (spring t fall, fall t spring, and s n). The spring levels and strage change calculatins can be used by the SJBA t determine an apprpriate level f pumping until the next spring strage determinatin. Additinally, the perid change in strage and perid pumping can be used t estimate the net perid inflw t the San Juan Basin. The net perid inflw can then be crrelated t precipitatin and stream discharge measurements t characterize near-term and lng-term recharge 43. This wuld be invaluable fr future grundwater mdel calibratin. 42 An annual Available Safe Yield must be established pursuant t the March 1, 1998 SCWD/SJBA Settlement Agreement. 43 It is anticipated that surface discharge and water quality data at the bundaries f the basin will be available frm the mnitring cnducted fr the SOCWA SNMP. 8-5

6 Seawater Intrusin Preliminary planning simulatins dne by the MWDOC fr the prpsed SOCOD prject suggest that seawater intrusin is an imminent threat t the basin with the prjected grundwater prductin plans f the SJBA member agencies. T track seawater intrusin int the San Juan Basin, it is critical t begin cllecting grundwater level and specific grundwater chemistry data that will help the SJBA t understand the current extent f seawater intrusin. This mnitring includes sampling grundwater and surface water in the Basin, frm the cast t the frebay areas, fr intrinsic seawater tracers, including brn, brmide, idide, and strntium. The CSJC and the SCWD will need t sample their prductin wells fr the same intrinsic seawater tracers. These, r ther tracers, will need t be mnitred in the future until it is determined frm bth grundwater level and chemistry data that seawater intrusin will likely nt ccur r the seawater extractin barrier is implemented and wrking as designed. The intrinsic tracers will be mnitred acrss the basin t initially characterize the spatial baseline distributin f these cnstituents and t identify the mst prmising set f cnstituents. This initial perid will last tw years after which the sampling fr intrinsic cnstituents will be limited t mnitring and prductin wells frm the SCWD Desalter t the cast, unless the data indicate that additinal mnitring upgradient f the SCWD Desalter is necessary Pint-Surce Grundwater Cntaminatin Seven pint-surces f grundwater cntaminatin frm LUST sites have been identified in the San Juan Basin. Cntaminatin by MTBE, has already required the CSJC t incrprate high-cst treatment systems int their municipal water system. As the pumpers in the San Juan Basin cntinue t increase prductin ver time, there is a cncern that the cntaminants assciated with the varius LUST sites culd be mbilized and further impact municipal water supplies. We recmmend that the SJBA include an annual grundwatersampling event fr vlatile rganic cmpunds (VOCs), including MTBE, as part f the mnitring prgram Scpe f Wrk The fllwing is the scpe f wrk required t implement the recmmended mnitring and reprting prgram described abve. The scpe f wrk is designed t rely n grundwater and surface water data cllected by thers in the basin t the extent pssible, supplementing that data with data cllected in a field-mnitring prgram t fill in data gaps. The Basin Management Mnitring and Reprting Prgram is divided int three tasks: Field Mnitring Prgram, Data Acquisitin and Management, and Reprting. The scpe f wrk that fllws is paraphrased frm the current mnitring cntract issued t WEI fr 2013 (see Appendix B) and includes the mnitring required fr the implementatin f the SJBGFMP ver the next year r tw. The scpe f wrk fr the mnitring prgram shuld be reviewed and updated annually, r mre frequently if necessary. The bjectives, sub-tasks, schedule f implementatin, and deliverables fr each task are described belw. 8-6

7 Task 1 Field Mnitring Prgram The bjective f the field-mnitring prgram is t cllect data in the field that is nt available frm the ther agencies that mnitr the Basin. This task is brken dwn int fur subtasks based n data type and mnitring frequency Task 1.1 Quarterly Grundwater Level Mnitring Currently, the SJBA has pressure transducers and data lggers installed in eight mnitring wells acrss the San Juan Basin t cntinuusly recrd grundwater-level elevatins. The data lggers are als equipped t recrd electrical cnductivity (EC). Grundwater elevatin and EC data cllected frm these wells are used fr water rights permit cmpliance reprting, CASGEM reprting, strage management, and seawater intrusin mnitring. Each quarter, the grundwater-level elevatin and EC data will be dwnladed frm the data lggers, manual measurements f depth t grundwater will be made t calibrate the pressure transducers, EC prbes will be calibrated, and rutine transducer maintenance will be perfrmed. The field data will be prcessed, checked fr quality assurance/quality cntrl (QA/QC) and laded int a relatinal database Task 1.2 Quarterly Grundwater Quality Mnitring T establish the baseline cnditin fr mnitring seawater intrusin int the Basin, 14 mnitring wells in the San Juan Basin will be sampled n a quarterly basis fr a tw year perid. The quarterly grundwater quality sampling events cnsist f purging each well, measuring field water quality parameters (e.g. temperature, ph, and EC), and cllecting grundwater quality samples fr labratry analysis. Nte that grundwater samples will nly be tested fr VOCs during ne f the fur quarterly sampling events. Data cllected fr this task can als be used fr the analysis and reprting required by Permit All field and labratry data will be prcessed, checked fr QA/QC, and laded int a relatinal database Task 1.3 Surface Water Quality Mnitring T establish the baseline cnditin fr mnitring seawater intrusin, five surface water sites in the Basin will be sampled twice a year during dry-weather cnditins ver a tw-year perid. The field and labratry data will be prcessed, checked fr QA/QC, and laded int a relatinal database Task 1.4 Vegetatin Mnitring The SJBA s water rights permit requires mnthly vegetatin mnitring at five sites alng San Juan Creek. Mnthly vegetatin mnitring cnsists f a bilgist visiting five mnitring statins t cllect written and phtgraphic recrds f vegetatin health and current climate cnditins. The field data will be checked fr QA/QC and the phtgraphs will be stred in a prject file Task 2 Data Acquisitin and Management The bjective f this task is t crdinate with and cllect data frm all public and private entities that cllect grundwater, surface water, r climate data in the San Juan Basin. This data will supplement the data generated by the SJBA t satisfy the regulatry reprting 8-7

8 requirements and basin management issues identified herein. At the end f this task, the SJBA will have an updated database thrugh the end f the calendar year Task 2.1 Data Acquisitin frm Cllecting Agencies Each public and private entity that participates in the mnitring plan will be cntacted n a quarterly basis t cllect the relevant data sets (April, July, Octber, and January). The SCWD, CSJC, and MWDOC will be sent a request, asking that they sample their wells fr the intrinsic seawater tracers that are nt included as part f their standard analytical testing prgrams Task 2.2 Data QA/QC, Prcessing, and Uplad t Relatinal Database After each quarterly data cllectin event, all grundwater, surface water, and climate data will be prcessed, checked fr QA/QC, and laded int a relatinal database Task 3 Reprting The bjective f this task is t prepare reprts and presentatins that summarize the data cllected in the San Juan Basin during each year Task 3.1 Water Rights Permit Reprting A letter reprt will be prepared and submitted t the SWRCB, summarizing the status f cmpliance with the requirements f Permit N This reprt will be frmatted as a letter reprt that directly answers the questins psed in the permit Task 3.2 CASGEM Reprting The quarterly grundwater level data cllected in Task 1.1 will be upladed t the DWR thrugh the CASGEM nline reprting system. Data will be upladed in April, July, Octber, and January Task 3.3 Spring and Fall Strage Estimate and Annual Safe Yield Reprts Tw letter reprts will be prepared and submitted t the SJBA, summarizing the analysis f strage change, the estimatin f net inflw t the San Juan Basin, and a preliminary estimate f the ASY. The first letter reprt will dcument the change in strage in the San Juan Basin frm fall t spring and will be submitted t the SJBA by May 31. This reprt will cntain an estimate f the ASY, based n the estimated strage in the spring f the current year. The secnd letter reprt will dcument the change in strage in the San Juan Basin frm spring t fall and will be submitted t the SJBA by December 30. Bth reprts will cntain an estimate f the net inflw in the prir perid Task 3.4 Seawater Intrusin Mnitring Reprt A seawater intrusin mnitring summary reprt will be prepared at the cnclusin f each year f grundwater quality sampling. The reprt will describe the mnitring prgram, analyze histrical and current year data t establish the baseline cnditin f the basin as it relates t seawater intrusin, and describe the questins, analytical methds, and nging mnitring needed t track seawater intrusin in subsequent years. The first draft mnitring reprt will be submitted t the SJBA fr review and cmment by January 2014, and a final reprt incrprating cmments n the draft will be submitted by February

9 Task 3.5 Presentatins t the SJBA Bard f Directrs Oral status reprts will be presented t the SJBA Bard at regular Bard meetings. 8-9
