5 Purpose To briefly describe the Requirements of the upcoming versions FAC and FAC of the Transmission Vegetation Management Standard To provide the respective Audit Approach 5
6 Background FERC Order 777 FERC Order issued March 21, 2013 Approved FAC Standard FERC Order Pending Approving the FAC Standard Which Entities are Responsible? FAC Transmission Vegetation Management (effective 7/1/2014) Transmission Owner (TO)-Version 2 Generator Owner (GO)-Version 3 6
7 FAC-003-2: Applicability Transmission Facilities: Defined below (referred to as applicable lines ), including but not limited to those that cross lands owned by federal, state, public, private, or tribal entities: Each overhead transmission line located outside the fenced area of the switchyard, station or substation and any portion of the span of the transmission line that is crossing the substation fence that are: Operated at 200 kv or higher. Operated below 200 kv identified as an element of an IROL under NERC Standard FAC-014 by the Planning Coordinator. 7
8 FAC New/Revised Definitions Right-of-Way (ROW): The corridor of land under a transmission line(s) needed to operate the line(s). The width of the corridor is established by engineering or construction standards as documented in either construction documents, pre-2007 vegetation maintenance records, or by the blowout standard in effect when the line was built. The ROW width in no case exceeds the applicable TO s or applicable GO s legal rights but, may be less based on the aforementioned criteria. 8
9 FAC New/Revised Definitions Vegetation Inspection: (cont d) The systematic examination of vegetation conditions on a Right-of-Way and those vegetation conditions under the applicable TO s or applicable GO s control that are likely to pose a hazard to the line(s) prior to the next planned maintenance or inspection. This may be combined with a general line inspection. 9
10 FAC New/Revised Definitions (cont d) Minimum Vegetation Clearance Distance (MVCD): The calculated minimum distance stated in feet (meters) to prevent flash-over between conductors and vegetation, for various altitudes and operating voltages. See FRCC Region MVCD Table 2 10

12 FAC Existing Definitions Sustained Outage: The de-energized condition of a transmission line resulting from a fault or disturbance following an unsuccessful automatic reclosing sequence and/or unsuccessful manual reclosing procedure. 12
13 FAC Existing Definitions (cont d) Rated Electrical Operating Conditions: The specified or reasonably anticipated conditions under which the electrical system or an individual electrical circuit is intended/designed to operate. 13
14 FAC R1 Each applicable TO shall manage vegetation to prevent encroachments into the MVCD of its applicable line(s) which are either an element of an IROL and all Rated Electrical Operating Conditions of the types shown below: An encroachment into the MVCD as shown in Table 2, observed in Real-time, absent a Sustained Outage, An encroachment due to a fall-in from inside the ROW that caused a vegetation related Sustained Outage, An encroachment due to the blowing together of applicable lines and vegetation located inside the ROW that caused a vegetation-related Sustained Outage, An encroachment due to vegetation growth into the MVCD that caused a vegetation-related Sustained Outage. 14
15 FAC R1 Audit Approach Each TO shall have evidence that it managed vegetation to prevent encroachment into the MVCD as described in R1. Examples of acceptable forms of evidence may include: dated attestations, dated reports containing no Sustained Outages associated with encroachment (types 2 through 4, slide 14 above), records confirming no Real-time observations of any MVCD encroachments (type 1). 15
16 FAC R2 Audit Approach Each applicable TO shall manage vegetation to prevent encroachments into the MVCD of its applicable line(s) which are not either an element of an IROL and all Rated Electrical Operating Conditions of the types shown below: An encroachment into the MVCD, observed in Real-time, absent a Sustained Outage, An encroachment due to a fall-in from inside the ROW that caused a vegetation related Sustained Outage, An encroachment due to the blowing together of applicable lines and vegetation located inside the ROW that caused a vegetation-related Sustained Outage, An encroachment due to vegetation growth into the MVCD that caused a vegetation-related Sustained Outage. 16
17 FAC R2 Audit Approach (cont d) Each TO shall have evidence that it managed vegetation to prevent encroachment into the MVCD as described in R2. 18 FAC Reporting A Sustained Outage is to be categorized as one of the following: Category 1A Grow-ins: Sustained Outages caused by vegetation growing into applicable lines, that are identified as an element of an IROL by vegetation inside and/or outside of the ROW; Category 1B Grow-ins: Sustained Outages caused by vegetation growing into applicable lines, but are not identified as an element of an IROL by vegetation inside and/or outside of the ROW; Category 2A Fall-ins: Sustained Outages caused by vegetation falling into applicable lines that are identified as an element of an IROL from within the ROW; Category 2B Fall-ins: Sustained Outages caused by vegetation falling into applicable lines, but are not identified as an element of an IROL from within the ROW; 18
19 FAC Reporting (cont d) A Sustained Outage is to be categorized as one of the following: Category 3 Fall-ins: Sustained Outages caused by vegetation falling into applicable lines from outside the ROW; Category 4A Blowing together: Sustained Outages caused by vegetation and applicable lines that are identified as an element of an IROL blowing together from within the ROW. Category 4B Blowing together: Sustained Outages caused by vegetation and applicable lines, but are not identified as an element of an IROL blowing together from within the ROW. Note: Category 1 & 2 events should be reported within 48 hours per FAQ
20 FAC R3 Each TO shall have documented maintenance (program) strategies or procedures or processes or specifications it uses to prevent the encroachment of vegetation into the MVCD of its applicable lines that accounts for the following: Movement of applicable line conductors (swag and sway) under their Ratings and all Rated Electrical Operating Conditions; Inter-relationships between vegetation growth rates, vegetation control methods, and inspection frequency. 20
21 FAC R3 Audit Approach The maintenance strategies (procedures, processes, or specifications) demonstrate the TO can prevent encroachment into the MVCD considering the factors identified in R3.1 and R3.2 21
22 FAC R4 Each applicable TO shall, without any intentional time delay, shall notify the control center holding switching authority for the associated applicable line when the applicable TO has confirmed the existence of a vegetation condition that is likely to cause a Fault at any moment. 22
23 FAC R4 Audit Approach Each TO that has a confirmed vegetation condition likely to cause a Fault (An event occurring on an electric system such as a short circuit, a broken wire, or an intermittent connection) at any moment will have evidence that it notified the control center holding switching authority for the associated applicable line without any intentional time delay. 23
24 FAC R5 When an applicable TO is constrained from performing vegetation work on an applicable line operating within its Rating and all Rated Electrical Operating Conditions, and the constraint may lead to a vegetation encroachment into the MVCD prior to the implementation of the next annual work plan, then the TO shall take corrective action to ensure continued vegetation management to prevent encroachments. 24
25 FAC R5 Audit Approach Each TO shall have evidence of the corrective action taken for each constraint where an applicable transmission line was put at a potential risk. 25
26 FAC R6 Each applicable TO shall perform a Vegetation Inspection of 100% of its applicable transmission lines (measured in units of choice - circuit, pole line, line miles or kilometers, etc.) at least once per calendar year and with no more than 18 calendar months between inspections on the same ROW. 26
27 FAC R6 Audit Approach Each TO has evidence it conducted 100% Vegetation Inspections of the transmission line ROW at: 1) least once per calendar year but 2) with no more than 18 calendar months between inspections on the same ROW. 27
28 FAC R7 Each applicable TO shall complete 100% of its annual vegetation work plan of applicable lines to ensure no vegetation encroachments occur within the MVCD. Modifications to the work plan in response to changing conditions or to findings from vegetation inspections may be made (provided they do not allow encroachment of vegetation into the MVCD) and must be documented. The percent completed calculation is based on the number of units actually completed divided by the number of units in the final amended plan. 28
29 FAC R7 (cont d) Examples of reasons for modification to annual plan may include: Change in expected growth rate/ environmental factors Circumstances that are beyond the control of a TO (natural disasters) Rescheduling work between growing seasons Crew or contractor availability/ Mutual assistance agreements Identified unanticipated high priority work Weather conditions/accessibility Permitting delays Land ownership changes/change in land use by the landowner Emerging technologies 29
30 FAC R7 Audit Approach Each TO has evidence that it completed its annual vegetation work plan (100%) for its applicable lines. 30

32 FAC-003-3: Applicability Generation Facilities: Defined below (referred to as applicable lines ), including but not limited to those that cross lands owned by federal, state, provincial, public, private, or tribal entities: Overhead transmission lines that (1) extend greater than one mile beyond a fenced area of the generating station switchyard to the point of interconnection with a Transmission Owner s (TO) Facility or (2) do not have a clear line of sight from the generating switch yard to the point of interconnection with a TO s Facility and are: Operated at 200 kv or higher. Operated below 200 kv identified as an element of an IROL under NERC Standard FAC-014 by the Planning Coordinator. 32
33 FAC Requirements The seven (7) requirements for Version 3 are identical to Version 2 but now includes applicable Generator Owners (having Transmission Facilities) requiring a TVMP. 33
