4 Victoria County Case Study Victoria County Station New Build Project Merchant nuclear operators are at a disadvantage in today s wholesale market In 2006, Exelon began a new plant development project with the objective of building a 2-unit large light water power station in Texas. In 2007, increasing natural gas prices supported the feasibility of this project and a COL effort commenced. In 2008, the downturn in the U.S. economy coupled with forecasted lower natural gas prices, resulted with the COL project being put onhold. The COL effort was converted to an ESP effort to preserve flexibility As electricity prices continued to decline, the project was cancelled in 2012.
