Civil Engineering Northeastern University, M.B.A. Oklahoma University, M.S. level courses in Regional and City Planning Professional Experience Mr. Colantonio is a founder of Coler & Colantonio, Inc., which is a 175 person consulting firm. He founded the firm over twenty five years ago and the firm currently specializes, among other things, in providing a ful range of design and costruction management services along with a full suite of assets management software and services, to the energy transmission industry. The firm has been engaged and is currently working for many of the worlds largest energy companies. Mr. Colantonio has over 43 years of experience as a professional engineer. Over the course of his career, he has been the Principal-in-Chage and has managed a diverse range of projects around the world. In the energy field, he was responsible for: the engineering of a major new natural gas pipe line that was proposed to run through the City of Boston, Massachusetts to the state of Maine; portions of the design of a major compreesor station in Mendon Massachusetts.; and, overseeing the development of a Feasibility Study for piping ethanol across the Andes Mountains in Peru. Mr. Colantonio has international experience that includes work in Venezueala, Poland, Romania and Kenya. He has been involved in several contracts involving the USTDA. His work in Romania and Kenya is ongoing. In Kenya, he is involved in: developing a Master Plan for water and sanitation facilities for a major Water Service Board boardering lake Victoria; and, developing a plan and design for the utilization of bio-mass as an energy source for treating wastrewater in Nairobi. Mr. Colantonio has managed a $1.5 million study of water quality in central Oklahoma, which focused on the development of structural and non-structural measures to treat wastewater to fishable, drinkable standards. He participated in the planning, design and construction supervision of the 309 million gallon a day, Blue Plains Wastewater Treatment Plant in Washington D.C., which at the time was the largest advanced (biological nitrification) wastewater treatment plant in the world. He managed a $3.5 million comprehensive analysis of the wastewater collection system serving the City of Boston. He has also given expert testimony on behalf of the Conservation Law Foundation before a federal judge relative to the clean up of Boston Harbor. 2 Water Environment Association New England Water Environment Association Project Experience Boston Expansion Project - Boston, Massachusetts Responsible for managing all engineering, permitting, and hazardous waste aspects of a proposed 13 mile high pressure gas pipeline lateral extending from Revere, MA to South Boston, MA for Tennessee Gas Pipeline. Also, a principal participant in the public participation program associated with the project. This project involved design challenges along railroad corridors, through Logan International Airport, across both Chelsea River and Boston Inner Harbor, and through South Boston industrial areas. The proposal has included extensive involvement with Mass Highways, Massport, MEPA, DEP, and many other agencies as well as several cities and towns along the line. Mendon Compressor Station Mendon, Massachusetts Project Director for the Civil Engineering aspects of siting and serving this major compressor station for El Paso Energy. The project was located in an area that contained several environmental and archeological resources. The siting of the facilities with respect to these resources was a daunting challenge that was successfully met by the design team. Huallaga Pipeline Project Peru Provided technical support and overview in the conceptual design and preliminary routing of this ambitious ethanol transportation project across the Andes Mountains in Northern Peru. Over 1000 km of potential pipeline corridor were evaluated. Preferred routes, river crossings, road occupations, areas of special concern and logistical arrangements were recorded for compilation in a feasibility study. A comprehensive hydraulic design for the 8 steel pipeline system and the smaller diameter gathering systems was performed. Five pumping stations were sited as well as five ethanol gathering stations. A marine export terminal at Bayovar was sited and conceptual design documents. Odor Control Constanta North Wastewater Treatment Plant Romania Principal-in-Charge of a project to provide covers, air treatment and sluge transmission in the interest of managing odors at a wastewater treatment facility in a major resort area on the Black Sea in Constanta Romania.The covers are aluminum. The air treatment units are a carbon based technology. The sluge is being pumped approximately five miles to a remote site for treatment and disposal. 3 Lake Victoria South Water Services Board - Kenya (Phase I) Project Director for the Lake Victoria South Water and Wastewater Feasibility Study partially funded by the United States Trade and Development Agency (USTDA). The $500,000 (US) feasibility study was contracted through the Government of Kenya s Ministry of Water & Irrigation to the Lake Victoria South Water Services Board (LVSWSB). The LVSWSB is responsible for public water and wastewater services for an area containing 6 million people. The LVSWSB secured over US $20 million from the African Development Bank to begin implementing the project recommendations of the bankable study. Lake Victoria South Water Services Board Kenya (Phase II) Project Director for the Lake Victoria South Water Services Board Sustainable Water and Wastewater Utilities Service Phase II project. The $275,000 (US) project is contracted through the Government of Kenya s Ministry of Water & Irrigation to the Lake Victoria South Water Services Board. USTDA Orientation Visit Instrumental in the success of the USTDA Sub-Saharan Africa Water/Wastewater Orientation Visit (OV). The OV included 30 delegates from seven African nations including South Africa, Kenya, Nigeria, Botswana, Cameroon, Cape Verde, and Senegal. Accompanied the full African delegation to the Water Environment Federation Conference (WEFTEC), and attended the USTDA Business Briefing. Association of Central Oklahoma Governments - Central Oklahoma Development of a 208 area wide management plan for a 2900 square mile area of central Oklahoma, which included 42 cities. The plan evaluated structural and nonstructural measures required to upgrade point and non-point sources of pollution to achieve water quality goals in receiving surface waters. Responsibilities included acting as on-site liaison to the client, the public and federal and state regulatory authorities; evaluation of municipal and industrial wastewater treatment facilities; development of a program for implementing the plan; and, development of a model sewer user ordinance. Potomac Pumping Station - Washington,DC Analysis of alternative methods for improving the screening of combined wastewater at the Potomac Pumping Station. The analysis included consideration of various types of mechanically cleaned bar screens as well as a no-action alternative. Cost estimates were prepared, advantages and disadvantages identified, and a recommendation was developed. This facility was located in a National park, very proximate to the Lincoln Monument. These factors required special consideration I the development of alternatives. Blue Plains Wastewater Treatment Plant -Washington, DC Responsible for the design of an advanced biological treatment plant receiving 309 million gallons a day of wastewater. It is the largest plant of its kind in the world. Responsible for finalizing of the design of the nitrification and denitrification and VGS000042

4 contract interface modifications. Also responsible for the nitrification sedimentation and the chemical handling facilities.
