2 SIX MONTHLY PROGRESS REPORT ON THE IMPLEMENTATION OF ENVIRONMENTAL CLEARANCE CONDITIONS BY MoEF (FOR THE PERIOD OCTOBER 13 TO MARCH 14) Name of the Project: - Hingula Open Cast Project. No. & Date of MOEF clearance letter:-j / 39/96-IA-II, Dated:-January 06, J / 136/2007-IA-II (M), Dated:-October 31, A. SPECIFIC CONDITION: CN DETAILS OF SPECIFIC CONDITIONS No. 1 Tops soil, if any should be stacked with proper slope at earmarked site, should not be kept active, and shall be used for reclamation and development of green belt. 2 OB shall be simultaneously backfilled in the de-coaled area, No new OB dump shall be create for the OB to be generated in the balance life of mine. 3 The embankment constructed along the Singhara Jhor shall be stabilized by vegetation. 4 Monitoring and management of existing reclaimed dump sites should continue until the vegetation becomes self-sustaining. 5 Catch drains and siltation ponds of appropriate size should be constructed to arrest silt and sediment flows from soil and OB dumps. The water so collected should be utilized for watering the mine area, roads, greenbelt dev. ect. The drain should be regularly de-silted and maintained properly. Garland drains and sump capacity should be designed keeping 50% safety margin. Over and above the rainfall Sump capacity should also provided adequate retention period to allow proper settling of silt materials. STATUS OF IMPLEMENTATION OF THE CONDITION Top soil is being stacked separately as per guideline of MoEF and will be used only for reclamation & plantation. No new ext. dump is being created, all OB generated are being backfilled.. Biological reclamation of the dumps is executed through Orissa Forest Development Corporation. Constant monitoring & management of these dumps are being ensured till it become self sustaining. Catch drains and siltation ponds have been provided of appropriate size as per requirement. All the collected water is led into the mine sump, which acts as mine water reservoir. Water for all industrial uses such as watering in the mines area, for dust suppression in road, watering in plantation etc. is met from this reservoir.

3 6 Dimension of the retaining wall at the toe of the dumps and OB benches within the mine to cheek run-off and siltation should be based on the rainfall data. 7 Crushers at the CHP should be operated with high efficiency bag filters. Water sprinkling system should be provided to check fugitive emissions from crushing operations, conveyor system, haulage roads, transfer points, etc. And fixed type sprinklers are provided all along the conveyors to arrest fugitive emissions. 8 Drills should be wet operated. Roads shall be metal topped and mechanical sweepers shall be regularly deployed to clear the dust off the main approach and mineral transportation roads. Water sprinkling (fixed and mist type, mobile) shall be regularly done along the main haul roads. 9. Mining operations for the expansion project shall not involve drilling, blasting and crushing operations as a result of use of surface miner. 10 The total area brought under afforestation shall be not less than ha. which includes backfilled area (201.68ha), OB dumps (17.34ha), along ML boundary (7.43ha), infrastructure and along roads (14km). Safety zone and vacant area (173.75), area around infrastructure (30.58 ha) and area in township outside the lease (4.40 ha) by planting native species in consultation with the local DEO/Agriculture Department. The density of the trees should be around 2500 plants per ha. 11 A progressive Mine Closure Plan shall be implemented and OB generated shall be simultaneously backfilled so as to backfill and reclaim ha of de-coaled area and the balance ha being converted into a water reservoir shall be protected by peripheral fencing and the upper benches of the reservoir shall be gently sloped and stabilized with plantation. 12 Regular monitoring of ground water level & qualities should be carried out by establishing a network of existing wells and construction of new peizometers, The The retaining wall at the toe of the dump has been construction taking into consideration of rainfall data. CHP is operated with 130 nos. of mister type sprinklers and along with fixed type sprinklers provided all along the conveyor and in CHP premises to arrest the fugitive emission. As around 90% of coal is produced through surface miner. Hence the CHP is not used for crushing. Wet drilling is being done, permanent haul roads/coal transportation roads are already completed with blacktopping 4 nos 28KL mobile water sprinkler and 5 nos 8KL are engaged departmentally and contractually for water spraying in three shifts a day respectively in mines area and coal transportation road. Use of surface miner is always preferred as practicably as possible& utmost care is being taken to do 100% coal production through surface miner. In the last year ( ) more than 90% of coal production done though surface miner. Till date total area planted is Ha. and total nos. of plantation is 68,392 nos. As per proposed expansion program the existing backfilled area will be re-handled accordingly as per new schedule of backfilling the plantation will be done. For the year total plantation proposed is 9.33 Ha out of which 1.33 Ha in external dump and 4 ha in backfilled area and 4ha along the embankment of diverted nalla. The progressive mine closure plan is being implemented. The total OB generated is being simultaneously backfilled.final plan approved by ministry. Ground water level monitoring is carried out in January, April, August & November.

4 monitoring for quality should be done four times a year in pre-monsoon (May), monsoon (August), post monsoon (November) and winter (January) season and for quantity in May. Data thus collected should be submitted to the Ministry of Environment & Forests and to the Central Pollution Control Board quarterly with in one month of monitoring. 13. The company shall put up artificial groundwater recharge measures for augmentation of ground water resources. The project authority should meet water requirement of near by village(s) in case the village wells go dry due to dewatering of mine. 14. Sewage treatment plant should be installed in the existing colony.etp should also be provided for workshop and CHP wastewater. Physically. Ground water quality monitoring is done on monthly basis and report is enclosed herewith for reference. The peripheral village ponds are cleaned and deepened before monsoon. Mine sumps, where the entire mine water is collected will also accelerate the recharge of ground water. Water supply to the peripheral villages is made during summer season as per demand and requirement in consultation with the district administrations. STP is not available as no separate colony is being provided for Hingula OCP. ETP M 3 /per day capacity is existing, which is adequate as per required standard, after treatment the water is being reused for vehicle working. 15. Besides carrying out regular periodic health check up of the workers, 10% of the workers identified from work force engaged in active mining operations shall be subjected to health check up for occupational diseases and hearing impairment, if any, through an agency such as NIOH, Ahmedabad within a period of one year and the result reported to the Ministry and to DGMS. 16. For monitoring land use pattern and for post mining land use, a time series of land use Maps, based on satellite imagery (on a scale of 1:5000) of the core zone and buffer zone from the start of the project until and of mine life shall be prepared once in 3 years (for any one particular season which is consistent in the time series), and the report submitted to MoEF and Regional office at Bhubaneswar. Periodical Medical examination of every worker is done at 5 years interval. Occupational health cell is established. Well equipped dispensary with staff is also established. Workers showing abnormal symptoms are identified and subjected to test and treatment accordingly. Satellite images are being taken regularly by M/s CMPDIL. The latest satellite imagery has been submitted to the Regional office vide letter no-4313, dt

5 17. A detailed final Mine closure plan along with details of corpus fund should be submitted to Ministry of Environment and Forest within six months of grant of this letter for approval. 18. R&R for the 663 PAF s from the villages Gopalprasad, Kusumpal, Anantagadia, Malibandha and Nuamuhin shall be prepared and implementation within a specific time frame. R&R norms shall be not less that of the national R&R policy.. The mine is again going for expansion from 12MTPA to 15MTPA with extension of mine boundary, hence the new mine closure plan including existing area, The details will be submitted to MOEF. As the mined area of existing mine will be again active in the new expansion project. 1. Employment given so far up to 31/03/14:- 777 persons (Part under 15MTY expansion). 2. Cash Compensation given in lieu of empl:- Nil. 3. Compensation package offered to family as per Odisha State Compensation Package guidelines. B. GENERAL CONDITION: Sl. DETAILS OF No. GENERAL CONDITION. 1. No change in mining technology and scope of working should be made without prior approval of the Ministry of Environment and Forest. 2. No change in the calendar plan including excavation, quantum of mineral coal and waste should be made. 3. Four ambient air quality monitoring stations should be established in the core zone as well as in the buffer zone for SPM,RPM,SO 2 and NO x monitoring location of the station should be decided based on ecologically target in consultation with the State Pollution Control Board. 4. Data on ambient air quality (SPM, RPM, SO 2 and NO x) should be regularly submitted to the Ministry including its Regional Office at Bhubaneswar and to the State Pollution Control Board and the Central Pollution Control Board once in six month. 5. Fugitive dust emissions from all the sources should be controlled regularly monitored and data recorded properly. Water spraying arrangement on haul roads, wagon loading, dumps trucks (Loading and unloading) points should be STATUS OF IMPLEMENTATION OF THE CONDITION. Because of land acquisition problem there is some change in calendar plan. Ambient air quality monitoring station have been established in consultation with OPCB, namely: Project Office. Malibandha Village. Near Gopalprasad Village. Near Bhalugadia Village. The details monitoring report enclosed herewith for reference. Ambient air quality monitoring being carried out in the above mentioned 4(four) station on fortnightly interval. Water spraying arrangement has been provided with the following arrangement;

6 provided and properly maintained. 6. Adequate measures should be taken for control of noise levels below 85 dba in the work environment. Workers engaged in blasting and drilling operations, operations of HEMM, etc should be provided with ear plugs/muffs. Mobile tanker -28KL(4nos.) Mobile Tanker - 8 KL (5 Nos.) The fugitive dust emission report is enclosed here with. Noise is found to be within limits. The details noise monitoring report is enclosed herewith for reference. The workers engaged in blasting and drilling operations of HEMM have been provided with ear muffs. 7. Industrial wastewater (workshop and wastewater from the mine) should be properly collected, treated so as to conform to the standards prescribed under GSR 422(F) dated 19 th may 1993 and 31 st December 1993 or as amended from time to time before discharge. Oil and grease trap should be installed before discharge of workshop effluents. 8. Vehicular emissions should be kept under control and regularly monitored. Vehicles used for transporting the mineral should be covered with tarpaulins and optimally loaded. Effluents treatment plant has been provided for treatment of workshop effluent & the effluent is conforming to the prescribed standard. The details report is enclosed herewith for reference. Routine monitoring of vehicles are done. Periodical maintenance done as per schedule in order to control vehicular emission. Overloading of trucks is avoided. Trucks traveling outside lease hold area/ mining area covered with tarpaulin. 9. Environmental laboratory should be established with adequate number and type of pollution monitoring and analysis equipment in consultation with the State pollution control Board. 10. Personnel working in dusty areas should wear protective reparatory devices and they should also be provided with adequate training and information on safety and health aspects. Occupation health surveillance program of the workers should be undertaken periodically to observe any constructions due to exposure to dust and to take corrective measures, if needed. 11. A separate environment al management cell with suitable qualified personnel should be set up under the control of a senior executive, who will report directly to the head of the company. 12. A funds earmarked environmental protection measures should be kept in The environmental laboratory is established centrally in the Talcher coal field and M/S CMPDIL is entrusted with the monitoring job and presently they have started the air sampling analysis at the Talcher laboratory. Protective respiratory devices have been provided to workers. Occupational health cell has been created. PME of every worker is done in 5 years interval. Mine also has a well equipped dispensary with all facilities. Doctors if identify any potential cases then necessary corrective measures are taken accordingly. A separate environment management cell headed by DT(P&P),MCL has been established in MCL and suitable qualified senior executives at all level are being posted to look after the envt. deptt. Fund earmarked for environment protection measures are kept in

7 separate account and should not be diverted for the other purpose year wise expenditure should be reported to the Ministry and Regional Officer at BBSR. 13. A copy of Environmental clearance letter shall be marked to concerned Panchayat/representation has been received while processing the proposal. 14. State Pollution Control Board should display a copy of the clearance letter at the Regional Office, District industry center and collector s office/tehsilder s office for 30 days. 15. The Project authorities should advertise at least in two local newspapers widely circulated around the project, once of which shall be in the vernacular language of the locality concerned within seven days of the clearance letter informing that the projects has been accorded environmental clearance and a copy of the clearance letter is available with the State Pollution Control Board and may also be seen at the website of the Ministry of Environment & Forest at separate account.
