2 Lignite Energy Council (LEC) Lignite Energy Council Trade association focused on lignite coal opportunities Over 250 members including all major users and miners of lignite in Northern half of the US and Canada Key activity is R&D related to new technology options for clean and efficient use of Lignite Work collaboratively with the Renewable Energy Council and the Oil & Gas Research Program Optimum use of regional resources for clean, efficient, low-cost reliable power while reducing the carbon footprint Supply energy to regional residents and industry, while strengthening the economy through creation of jobs and affordable electricity. 2

10 Allam Cycle Preserves the Coal Option The Allam Cycle is next generation technology. The turbine is driven by supercritical CO 2 Near-zero emissions - 100% of the CO 2 available for utilization. Efficiency estimates nearing 50% - 1.4x higher than the U.S. coal fleet average. Economic Power Generation $0.04-$0.05 /kwh with sale of CO 2 $0.06-$0.07 /kwh without the sale of CO 2 A 25 MWe natural gas-fired demonstration plant is currently being constructed in Texas. Further development creates a path forward for continued utilization of coal. 10

12 Our Solution A Broad Vision Sustainable Solution for lignite married with a sustainable solution for tertiary oil recovery in the Bakken: Demonstrate the Allam technology, then develop and build a commercial electric generation plant in North Dakota using local lignite Transport CO2 from Allam plants to depleted conventional ND oil fields for Enhanced Oil Recovery and sequestration Develop a solution for tertiary oil recovery in the Bakken using CO2 12
13 North Dakota Ideally Suited North Dakota has an ideal situation for CO₂ management. CO₂ emission sources are in close proximity to CO₂ storage targets. Between 23 and 78 Gt of storage available within the state between saline formations and oil reservoirs.
14 Bakken CO 2 Demand in North Dakota A 30,000-ft View Based on the following: Traditional evaluation techniques North Dakota Industrial Commission OOIP (original oil in place) estimates 4% incremental recovery Net utilization of 5000 and 8000 ft 3 /bbl 2 to 3.2 billion tons of CO 2 needed. Could represent 50 to 100 years of North Dakota s current CO 2 emissions from coal-fired power!

Allows utilization of the most abundant fuel in the United States coal. Allows a continued platform for U.S. Energy Security & Dominance utilization of coal resources and access to unavailable oil reserves with captured CO 2. Maintains viability of existing fleet without stranded investment. Provides a solution for carbon globally. 15
