2 Stormwater Master Plan Presents an overall stormwater management strategy for the community & a framework for addressing stormwaterrelated issues within the community Included: Inventory stormwater infrastructure serving community Investigate & evaluate stormwater-related issues within community Identify & develop potential solutions to those issues Recommendations & guidance on project implementation

6 Existing Conditions Combination of condominium and townhome units developed in 3 phases in the 1970s Encompassing ~15 acres, includes: 21 unit buildings, 5 community garages, clubhouse & amenities, boat docks & storage, numerous parking lots & several private roads Area characterized by: steep slopes, moderately permeable loam & silt loam soils overlying permeable sand & gravel soils, which are highly erodible due to setting Land cover: Impervious surfaces, turf grass interspersed w/ specimen trees & landscaping beds, wooded areas

8 Background Effort is a follow-up to a site visit conducted in Sep at the request of the Woodhills Bay Colony HOA Identified 5 specific problem areas within the community & a number of potential solutions to those issues HOA was aware of additional issues & recognized a more comprehensive approach was needed to ensure issues within community are addressed in a consistent, cost-effective & equitable manner Applied for & received WMB grant to develop a Stormwater Master Plan for the community Grant agreement signed Jun. 2014; work on master plan began Aug. 2014

9 Purpose Provide the Woodhills Bay Colony HOA with a comprehensive set of actions & recommendations that can be used to address stormwater-related issues within the community Intended to guide decision-making over the coming years

10 Guiding Principle Address stormwater-related issues within the community through sustainable stormwater management Use green infrastructure practices to reduce stormwater runoff rates, volumes & pollutant loads at their source and make use of natural hydrologic processes to manage stormwater runoff Reduce need for & dependence upon gray infrastructure and associated construction, maintenance & other costs

16 Existing Stormwater Infrastructure System includes a variety of different components manufactured from a variety of different materials and uses a variety of approaches to conveying & managing stormwater Reflects community s age & the fact that it was developed in multiple phases Indicates as-needed piecemeal approach to repairs & improvements Stormwater Master Plan helps ensure repairs & improvements are consistent, cost-effective & equitable

17 Stormwater-Related Issues Identification & assessment of stormwater-related issues within the community More than 60 issues identified Ranging from minor maintenance issues to more significant issues causing damage to structures & infrastructure Figure 1 for locations Table 1 for details

19 Issues Evaluation To assist the Woodhills Bay Colony HOA in determining which issues represent more significant problems (and requiring more immediate attention), SMC staff further evaluated each issue Evaluation conducted relative to three criteria: Damage to structures/infrastructure Existing maintenance problem Source of stormwater pollutant loads (highest weight) (lowest weight) Table 2 for results The higher the score, the more significant the issue

21 Issues Ranking To assist the Woodhills Bay Colony HOA in prioritizing future actions, SMC staff ranked each issue based on its evaluation score Table 3 for results The higher the rank, the more significant the issue

23 Top 10 Issues Problem Areas #1-10 Recommended that the Woodhills Bay Colony HOA place a priority on addressing these issues

24 Potential Solutions & Recommendations A primary purpose of the Stormwater Master Plan is to provide a framework for addressing stormwaterrelated issues within the community SMC developed a comprehensive suite of potential solutions to the stormwater-related issues facing the community Identified actions and/or developed concept designs for projects that could be used to address each of the more than 60 problem areas within the community Developed in accordance with a set of community stormwater management goals

Reduce Stormwater Pollutant Loads 5. Demonstrate Sustainable Stormwater Infrastructure Each of the actions, recommendations & preliminary concept designs were developed in accordance with these goals

29 Implementation Guidance Promising opportunities to address the community s stormwater-related issues through a sustainable approach to stormwater management Damage to structures and/or infrastructure can be reduced & existing maintenance problems can be addressed To help the Woodhills Bay Colony HOA in budgeting for, funding, and implementing these improvements, SMC staff developed some additional implementation guidance

30 Preliminary Cost Estimates Preliminary cost estimates for each of the potential solutions and recommendations presented within the plan Based on preliminary concept designs and preliminary engineering analyses; actual construction costs may vary Table 5

32 Phased Implementation Implementation will be limited by amount of funding available Recommend that Woodhills Bay Colony HOA take a phased, multi-year approach to resolving the community s stormwater-related issues Table 3 (i.e., issue ranking) may be used to prioritize future actions

33 Phased Implementation Each preliminary concept design contains a number of individual elements that, when implemented as part of a single, comprehensive project, are expected to resolve the subject issue Implementation of individual concept designs may be limited by amount of funding available A phased approach to implementing the individual concept designs may be taken Implementation of some, but not all, elements of a design may significantly address the target issue e.g., implement green infrastructure elements first to reduce stormwater runoff rates, volumes & pollutant loads

34 Potential Funding Sources Grant funding may be available to assist the Woodhills Bay Colony HOA with funding the actions & recommendation presented in the Stormwater Master Plan SMC WMB Grant Program Illinois EPA Section 319(h) Grant Program Others Recommend pursuing grant funding for eligible projects

35 Potential Project Partners Generally, the stormwater infrastructure serving the community is owned and operated by the Woodhills Bay Colony HOA However, some of the infrastructure is located on land owned by others & several problem areas are located, at least in part, upon land owned by others North Ave. Recommend further developing a partnership with the Village of Fox Lake to implement projects in these areas

36 Final Design, Permitting & Construction Recommend that the Woodhills Bay Colony HOA retain the assistance of a qualified & experienced professional engineering firm to assist with implementation of projects requiring additional design, permit acquisition, contractor selection, and/or construction oversight Assist with identifying & completing necessary or beneficial additional tasks

37 Next Steps Adoption of Master Plan by Woodhills Bay Colony HOA 1/28/15 Implementation of early action projects as selected by Woodhills Bay Colony HOA Early 2015 Partial cost-share funding provided by SMC WMB grant
