3 Solid Waste Authority Resource Recovery Park The Solid Waste Authority of Palm Beach County has developed an award-winning solid waste management system that includes the following facilities to service the residents and businesses in Palm Beach County, Florida: Two Renewable Energy Facilities Recovered Materials Processing Facility Six Transfer Stations Class I Landfill Class III Landfill Biosolids Processing Facility Two Household Hazardous Waste Facilities Palm Beach Renewable Energy Facility #1 3

13 Lessons Learned: Project Phase Overlap Design Construction Operation Commissioning 13
14 Start-up, Testing, and Commissioning The most common focus when planning WTE projects is either design, construction, or O&M. Start-up, testing, and commissioning are almost afterthoughts and are easily lost until it s time to have the plant operational. In order to accomplish these activities they need to be identified and realistically integrated into the project schedule along with the resources necessary to accomplish them. 14
