4 Title 24 or the California Building Energy Efficiency Standards For the past 30 years, while per capita electricity consumption in the US has increased by nearly 50 percent, California electricity use per capita has been approximately flat. This achievement is the result of continued progress in cost-effective building and appliance standards and ongoing enhancements to efficiency programs. Since the mid-1970s, California has regularly increased the energy efficiency requirements for new appliances sold and new buildings constructed here.
