3 PROPOSED GREENFIELD PROJECT OF CHLOR-ALKALI AND CAPTIVE POWER PLANT AT VILL: LANDHA, AMBALA, HARYANA CH-7: ADDITIONAL STUDIES Sr. No. Name of Person Issue raised Positive Response nearby villagers? 6 Sh. Jarnail Singh What will be provisions of waste water? -- 7 Sh. Randip Singh Sh. Jaswinder Singh Captain Gurnail Singh Captain Gurnail Singh Because of flood prone area, if there will be heavy rain then the rain water will get mixed with waste water generated from the unit, then the water will go the field and will give harmful effect. Whether this chlorine gas is equivalent to gas released in Bhopal. What will be the effect and what will be the provisions for the control of chlorine gas in the plant? Clarify whether the storage tanks provided for waste water collection and storm water will be made of stainless steel and air tight. In case of any flood Can project proponent ensure that no waste water will be discharged from the unit? When the Govt. has provided space at HSIIDC site for new industry, then why this industry cannot be set up in industrial area, is there any provisions to shift the units at that site? Response by Project proponent & his Env. Consultant and out of them, they will select the suitable candidate and employment will be given to them. Consultant: It will be zero liquid discharge unit. Whatever waste water generated from the unit will be organic in nature and there will not be any effect on soil, PH will be neutralized in the ETP and all the waste water will be reused in the process. Consultant: Unit will be constructed above the ground level and all the surface area of the unit will be made of concrete, separate drainage system will be provided for collection of storm water. Also unit will provide collection tank for storage of excess rain water and tank will be designed taking into consideration the rain data of last 50 years so that there will be no chance of mixing of waste water with rain water. Consultant: Chlorine gas generated from the process will be neutralized. Consultant: Waste water generated will be inorganic in nature which will cause no pollution to ground water. Unit will provide online automatic monitoring system & hypo system as the safety feature for the chlorine plant in cases of any leakage of gases. Leakage of more than 1 ppm of chlorine gas will be sucked and got collected through hypo system. The collection tank of hypo system will not be of stainless steel because it will get corroded. The collection tank will be made of special material for prevention of corrosion/leakage. One chlorine bullet will be kept empty every time for transfer of chlorine quantity in case of any leakage and further convert into hypo to manufacture hypo chloride. -- Not Replied KADAM ENVIRONMENTAL CONSULTANTS DECEMBER

4 PROPOSED GREENFIELD PROJECT OF CHLOR-ALKALI AND CAPTIVE POWER PLANT AT VILL: LANDHA, AMBALA, HARYANA CH-7: ADDITIONAL STUDIES Sr. No Name of Person Issue raised Positive Response Captain Gurnail Singh Sh. Hemant Sharma 13 Sh. Jitender Singh 14 Sh. Jitender Singh Pratap factory situated in village kesri is engaged in textile work and in this factory there is no Proper disposal of gaseous emission and waste water. We are not technical and educated persons and this issue is a technical one therefore it is requested to deal at your level as your good self knows merits and de-merits of this unit. What is the provisions for maintenance of the road, which are not maintained during last 10 years? 15 Sh. Jitender Singh Sh. Talwara Singh 17 Sh. Bagh Singh What is the assurance regarding employment to the villagers? -- Our crops are destroying from last 3 years due to no proper disposal of rain water and the road pulia has also been broken which leading to stagnation of water in nearby fields. Health related issues of nearby villagers due to chlorine gas. -- Response by Project proponent & his Env. Consultant Project Proponent: Industry which is in comparison with our unit is not relevant and safety system will be there and organic water/effluent is not harmful. -- Agreed -- The nearby area is flood prone area and the crop gets destroyed due to flood, however due to industrialization in nearby area, the earning of peoples has increased from Rs. 250/- per day to Rs. 500/- per day. Haryana govt/central govt is emphasizing on industrialization therefore we don t want to lose the opportunity and we are happy and agreed for the installation of said proposed project in our village. Project Proponent: Will discuss about this issue with district administration and other godown units operating here and will collect money for maintenance of the roads. Project Proponent: Unit will organize training program and training will be given to nearby residents and suitable candidate will be employed. Noted -- Noted -- Project Proponent: Under CSR the unit will provide free medical check up to the villagers & no such type of problem will occur but for the satisfaction of the villagers, the unit will provide monthly/half yearly/yearly basis health checkup for villagers in order to ensure the KADAM ENVIRONMENTAL CONSULTANTS DECEMBER

5 PROPOSED GREENFIELD PROJECT OF CHLOR-ALKALI AND CAPTIVE POWER PLANT AT VILL: LANDHA, AMBALA, HARYANA CH-7: ADDITIONAL STUDIES Sr. No. Name of Person Issue raised Positive Response Response by Project proponent & his Env. Consultant health of the people of the nearby villages Sh. Jaswinder Singh Dr. Rakesh Aggarwal 20 Villager 21 Dr. Aggarwal 22 Shri. Jasvinder Singh How medical checkup will be done -- People have doubt that the same kind of factory is in operation in district sangrur, Punjab people of this village may be taken to visit that factory and they will see which type of gases are emitted from unit. Doubts about the unit representative who had visited different villages 2 to 3 months back and said that they will provide 2 No. of Bore well for rain water harvesting in nearby (pond/johar) and the project proponent will help for making community place (Dharamshala). What is the purpose of Bore well? The water is flowing from north to south direction and water from nearby 20 villages is passing through Landha village at the same site being natural flow when the unit will be constructed then what will be the passage for water flow? We pray that care of our village should be taken as there are chances of spreading of disease like cancer. Secondly being flood prone area, the chemical water mixed with rain water in the past and destroyed the crops. Due to increase in construction activities there will be obstruction for free flow of water from the fields and ultimately effect the crops, therefore same should be taken care of Project Proponent: Red cross medical staff will be arranged for regular checkups Project Proponent: There are only two units in north India one is in Rajpura, Punjab and 2 nd is in Nagpal, Punjab and there is no any such kind of factory in Sangrur district. Project Proponent: As water will be extracted from the ground for the unit, therefore in order to recharge ground water table, the rain water will be recharged through these bore wells in the villages to maintain the ground water table. Consultant: The rain water which is collected within the premises of the unit will not be used for recharge of ground water table. Although the rain water within the village will be collected and village ponds will be excavated and widened to increase their capacity. -- Noted -- Noted & Agreed KADAM ENVIRONMENTAL CONSULTANTS DECEMBER

6 PROPOSED GREENFIELD PROJECT OF CHLOR-ALKALI AND CAPTIVE POWER PLANT AT VILL: LANDHA, AMBALA, HARYANA CH-7: ADDITIONAL STUDIES Sr. No Name of Person Issue raised Positive Response Sh. Hemant Sharma Sh. Sukhdev Singh -- It is a flood prone area and during rainy season water is flowing from this area therefore there can be water logging and due to water logging the villagers are bound to sold their agricultural land as it is not practically feasible to grow crops, what will happen if things will go in this manner? 25 Sh. Ajaib Singh Sh. Jaswinder Singh -- Health is must, so we request ADC that a team of technical officers must be constituted and examined at your level. We have no objection against the unit. -- Due to upcoming industries in nearby area, the land value has increased and the land owner is getting benefit and can purchase more land at some other place. If the industry came here, it will be beneficial for everyone. We are not against anybody. The matter is basically related to safety of the farmers. Response by Project proponent & his Env. Consultant Noted Reply by Sh. Bagh Singh: If we cannot grow crops on this land, then what is the use of the land? We have to work day and night for disposal of water from the fields, therefore people are selling their land. Also water is not flowing from the proposed site but from the nearby land. Moreover earlier the godowns has been constructed on the downstream of the unit then why not questions were raised on this issue at that time Noted Agreed KADAM ENVIRONMENTAL CONSULTANTS DECEMBER
