2 Chris Bosco, P.E., PTOE (817) m (817) Chris.Bosco@freese.com Chris Bosco is the Design Manager of the $100-million Parker County Transportation Bond Program. As a Project Manager, Chris also manages the Mayhill Road Widening and Improvements for the City of Denton, Stone Road for the City of Burleson and East Rosedale Street Improvements for the City of Fort Worth. He is our West Region Transportation Manager whose 12 years of experience includes management and design of more than 30 projects, including major thoroughfares, urban and rural collectors and related bridges. Chris joined Freese and Nichols Infrastructure Group in 2000 after graduating Texas Tech University with a B.S. in Civil Engineering.

4 Alan Hutson, P.E. (817) m (817) Alan.Hutson@freese.com Alan Hutson has designed and managed more than 20 projects totaling $334 million in construction costs. These projects include the $139-million Eagle Mountain Connection, which enabled Tarrant Regional Water District to meet increasing water needs, and the $14-million Granger Lake Intake Pump Station and Pipeline for the Brazos River Authority. As a national ASCE committee member helping to develop sustainability criteria for pipeline projects, Alan is helping to bring the Institute for Sustainable Infrastructure ratings to Freese and Nichols. As a Senior Water Transmission Project Manager, Alan specializes in transmission design and helping clients plan, design and develop infrastructure to transport water and address long-term and immediate needs. Alan has authored or co-authored 12 articles for technical conferences plus two articles for Civil Engineering Magazine, and was named to Engineering News-Record s Texas & Louisiana Top 20 Under 40. He joined Freese and Nichols full time after graduating from Texas A&M University with a B.S. in Civil Engineering.

6 Kevin Johnson, P.E. (214) m (214) Kevin.Johnson@freese.com Kevin Johnson is the Manager of the Program Management Group and focuses on strategizing with municipalities to develop and manage Capital Improvement Plans which provide assistance in developing and managing large programs. He is also the Program Manager for the $100-milion Parker County Transportation Bond Program and serves as an Implementation Manager on the Dallas-Fort Worth Airport Terminal Renewal and Improvement Program. In addition, he is Project Manager on projects such as Merritt Road in City of Rowlett, Cockrell Hill Road in City of DeSoto, Pleasant Valley Road in Dallas County, Airport Road in Rockwall and has served for many years as the Consulting City Engineer in Princeton. He specializes in municipal transportation, utility and drainage design, City Engineering/consulting services and coordination, plan reviews and construction inspection for projects. Kevin is the President of the Preston Trail Chapter of the Texas Society of Professional Engineers. He received a B.S. in Civil Engineering from Texas Tech University before joining Freese and Nichols.

8 Jeff Payne, P.E. (214) m (214) Jeff.Payne@freese.com As a Project Manager in the firm s Dallas-based Water and Wastewater Transmission Group, Jeff Payne manages the $300-million North Texas Municipal Water District Texoma-to- Wylie Pipeline Project. He also has successfully designed and managed water transmission, utility and wastewater conveyance pipeline and pump station projects in North Texas. Prior to joining Freese and Nichols, Jeff was a U.S. Air Force Civil Engineer during two tours of Iraq, where he commanded forces responsible for planning, design and construction of a forward operating base during the invasion of Iraq, and managed an engineering program valued at more than $85 million in Iraq s Wassit Province. In recognition of his exceptional performance as a Military Engineer, he was named the 2003 Air Combat Command National Society of Professional Engineers Federal Engineer of the Year and awarded two Bronze Stars. Jeff received a B.S. in Civil Engineering at the United States Air Force Academy and an M.S. in Engineering and Environmental Management at the U.S. Air Force Institute of Technology.

10 Trooper Smith, P.E. (512) m (512) Trooper.Smith@freese.com As Group Manager of the Central Region s Treatment, Transmission and Utilities Group, Trooper Smith serves as both a Project Manager and Client Representative. He s long been a Project Manager responsible for treatment and pump station design for a variety of projects for the Trinity River Authority. Trooper has served as Project Manager on the Southton Road Emergency Sewer Project and San Antonio River Outfall Project for the San Antonio Water System, as well as the $26-million Water Influent Improvements project for the City of Corpus Christi. In 2005, Trooper was called to active duty and stationed in Iraq as an Army Engineer. He received the Bronze Star for his service in Operation Iraqi Freedom. Currently, Trooper is also supporting the Southeast Region s growth in Water and Wastewater. Trooper received a B.S. in Environmental Engineering and a M.E. in Environmental Engineering from Texas Tech University.

12 Gary Soward (817) m (817) Gary.Soward@freese.com Gary Soward is an accomplished Business Technology Professional who applies a diverse and well-rounded set of skills in planning, budgeting, project management, logistics, networks, telecommunications, infrastructure, support and business operations. As the Chief Information Officer and Manager of Business Technology, he brings more than 15 years of management expertise in his field. Gary has been instrumental in developing a Business Technology Organization to support Freese and Nichols current and future needs. He is responsible for the long- and short-term technology strategies for the firm, information architecture, technology operations, staffing and assets. Gary graduated with a B.S. in Information Systems and an M.B.A. in Business from the University of Texas at Arlington. He joined Freese and Nichols in 2008.
