11 Subsurface Use Licenses As of , Gazprom Group held 407 licenses NE UGS - 53 NP - 53 NR - 88 In 2010, licenses were issued: - for right to operate Harasavey-Sea field of federal significance; - 8 licenses upon established fact of discovered fields: Chugoryakhinskoye, Kutymskoye, Yuzhno- Kypakynskoye, Yuzhno-Lenskoye, Ninelskoye, Zapadno- Pechorokozhvinskoye, Karmalinovskoye, Akobinskoye. In 2011, licenses were reissued: NE and NR carbon mining rights; NP geological survey; UGS research, building and operation of underground gas storage (UGS) facilities - for right to use subsurface resources of Kovykta gas and condensate field; - for right to use subsurface resources of Karmalinovskoye gas and condensate field; - nine licenses are pending issue 11

13 Prioritized Development Targets on Russian Continental Shelf Pechora Sea shelf Prirazlomnoye oil field is located at the depth of m on the Pechora Sea shelf, 60 km from the coastline (Varandey settlement). The annual production rate is estimated at 6.5 million t. Pre-commissioning activities are in progress. Sea of Okhotsk shelf The Kirinskoye gas and condensate field is located at the depth of m, 28 km from the coastline. The annual production rate is estimated at 4.2 billion m 3. The commissioning is scheduled for

The Company has adopted and implements the Gas Industry Mineral Resource Base Development Program until The Program is readjusted annually, the results are reported to the Company s Management Committee. On June 14, 2011 the Management Committee approved the adjusted Gas Industry Mineral Resource Base Development Program until The results of geological exploration performed in confirmed the viability of key directions in hydrocarbons prospecting and the Company s mineral and resource base development. 14
