15 A. INTRODUCTION a. BRIEF DESCRIPTION OF PROJECT M/s Bharat Petroleum Corporation Limited has proposed to set up a LPG Bottling Plant at Plot no :12, Khata no :109 & 111, Rev plot no: 93(P), 902(P) at IDCO Growth centre PH- II, Barkani Village, Bolangir Block, Bolangir District, Odisha State. LPG from M/s Bharat Petroleum Corporation Limited (Odisha) will be received through bullet trucks & stored in mounded bullets of capacity 3 x 300MT (Total 900MT). LPG will be pumped from storage bullets to filling shed where cylinders will be filled prior to dispatch through road. The current proposal has been submitted to State Environmental Impact Assessment Authority for the proposed bulk LPG storage (900MT) and the LPG throughput of 44,000 TPA through 1 Electronic Carousels having 24 LPG Filling Stations. b. NATURE OF PROJECT Bharat Bottling Plant will operate strictly as storage & Filling facility for LPG into 05 kg, 14.2 kg, 19 kg, 35 kg & 47.5 kg cylinders (Domestic/Commercial/BMCG). by-products / additional products are generated / manufactured during the operations. Hence, the present proposal is classified under Schedule 6(b) & Category B according to EIA tification 2006 & subsequent amendments. c. PROFILE OF PROJECT PROPONENT Bharat Petroleum Corporation limited is a Government of India Public Sector Undertaking under the Ministry of Petroleum & Natural Gas, engaged in refining and marketing of petroleum products. BPCL is one of the Fortune 500 Companies in the World, and is the second largest Oil Company in the country. BPCL has been doing yeomen service in meeting the petroleum product requirement of all sectors. We are having 4 refineries, one each at Mumbai, Kochi, Bina and Numaligarh. Our Registered Office is in Mumbai and has an eastern regional office at Kolkata. We have storage points, depots, dispatch units, installations, cross country product pipelines, lube oil blending plants and LPG Bottling plants located at strategic locations throughout India. 16 d. NEED FOR THE PROJECT & ITS IMPORTANCE Oil marketing companies have projected an increase in demand of Liquefied Petroleum Gas (LPG) in future due to increase in its domestic use. The demand is likely to increase substantially over the years to come. Even in the present scenario it is very difficult to meet the market demand of Balangir and adjoining areas by Bharat Petroleum Corporation Limited. As per directive of the Ministry of Petroleum and Natural Gas, Government of India, different Oil companies are required to augment / construct new facilities to meet the growing demand. Over the last five years, there has been continuous increase in capacity utilization of the bottling plant. Higher capacity utilization of the bottling plant is primarily driven by BPCL s expansion of the LPG distribution in East. As on ODSHIA having 4. of Bottling Plants having Bottling Capacity 180 TMTPA. In line with the requirement envisaged and to ensure fulfillment of demand, Bharat Petroleum Corporation Limited proposes to construct new LPG Bottling Plant near Bolangir with a storage capacity of 3 X 300 MT. This proposed plant shall meet the short supply of LPG Cylinders in and around Balangir. This will also meet the present and future house hold demands of people DESCRIPTION OF CURRENT PROPOSAL The present proposal has been submitted to SEIAA Odisha for obtaining EC for the proposed bulk LPG storage capacity of 900 MT to achieve the LPG bottling throughput of 44,000 TPA. The throughput will be achieved by installing an Electronic carousel having 1x 24 filling stations within the Proposed Project site. B. SITE ANALYSIS M/s Bharat Petroleum Corporation Limited has proposed to set up a LPG Bottling Plant at Plot no :12, Khata no :109 & 111, Rev plot no: 93(P), 902(P) at IDCO Growth centre PH- II, Barkani Village, Bolangir Block, Bolangir District, Odisha State. 19 a. CONNECTIVITY The project site is well connected by road and rail network. The project site is located at the distance of 4.4 km from NH 26 which connects Raipur in Chhattisgarh and passes through Odisha. Bolangir Railway Station is located at the distance of 6.2 km (E). CLIMATE The climate of the district is tropical with hot and dry summer and pleasant winter. The summer season extends from March to middle of June followed by the rainy season from June to September. d. TEMPERATURE The climatic condition of this district is quite extreme. The Temperature rises high as 48 degrees Celsius in summer and falls to as low as 7 degrees Celsius in winter. e. RAINFALL The south-west monsoon is the principal source of rainfall in the district. Average annual rainfall of the district is mm. About 80% of the total rainfall is received during the period from June-September. Droughts are quite common in the district. The rainfall is scanty in the west and west-central parts of the district i.e. in the Patnagarh subdivision, which increases in east and southern directions. Block-wise average annual rainfall varies from mm to mm. f. RELATIVE HUMIDITY The relative humidity is on an average between 26 and 84%. Page 6

21 g. GEOMORPHOLOGY The district can be divided into two broad physiographic units (i) undulating plains (Pediments) dotted with residual hills and (ii) scattered hills and areas with high relief. The undulating plains occupy the central and eastern parts of the district the average elevation being 200m to 300m above mean sea level with a general slope towards east. The areas with high relief and high hills are situated in the north western, western and south eastern parts of the district (Plate-V). The hill ranges belong to the Eastern Ghats having a general trend of rtheast Southwest. The highest peak is Gandhamardan situated 983 m above mean sea level. SOIL The soil of Balangir district presents an interesting combination of varieties. It is alluvial and very fertile on the Tel and Ong basins and is suitable for growing paddy, Sugarcane, Wheat and few cash crops. The rest of the eastern side has a soil ranging from light sandy type to sandy loam. The central part of the district have similar soils but with patches of Black earth, suitable for raising of paddy, millets and pulses. The soil of the southern and western tinges is latertic in character and productivity is low. Oil seeds like til, mustard, groundnut and sunflower are extensively grown in these parts of the district. To facilitate the farmers in selecting crops, there is a soil testing laboratory at Bolangir. INFRASTRUCTURE i. INDUSTRIES This district is industrially categorized as backward district. There are 3 Industrial Estates with 38 sheds and about 520 acres of land at Balangir, Titilagarh and Kantabanji under the supervision of the General Manager, IDCO, functioning from Bolangir. There is also an office of O.S.I.C. at Bolangir looking after raw materials supply in the district. The EPM testing laboratory is also functioning at Balangir for finalization of EPM rates. Besides, District Industries Centre is looking after the development of Small Scale Industries and PMEGP schemes. The District Cottage Industry Officer, in the DIC looks after the development of Handicrafts and cottage Industries sector in the district. Page 7

PROJECT DESCRIPTION M/s Bharat Petroleum Corporation Limited has proposed to set up a LPG Bottling Plant Installation at IDCO Growth centre PH- II, Barkani village. The current proposal has been submitted to SEIAA Odisha for issuance of Environmental Clearance for the Proposed LPG Bottling Plant (900MT) with the LPG throughput of 44,000 TPA. a. LAYOUT OF PROJECT SITE The total area occupied by IDCO Growth centre PH- II is approximately 60 acres out of that currently acres has been leased to M/s Bharat Petroleum Corporation Limited for 90 years vide documents enclosed as Annexure 2. The industry notification (IDCO) letter given in Annexure 3. The layout of the plant is shown in Figure 3.1 Page 8

24 b. DETAILS OF ALTERNATE SITES CONSIDERED alternative site is considered, as IDCO Growth centre PH- II, Barkani contains all infrastructure facilities necessary for the LPG bottling Plant. The reasons favorable to setting up the LPG bottling Plant at IDCO Growth centre PH- II, Barkani village are, 1. The Bottling plant is located in the Odisha Industrial Infrastructure Development Corporation. (IDCO) hence basic infrastructure of roads, power, water etc. is readily available feet metal road developed by IDCO is available and Very good approach road from NH to proposed site. 3. The industrial Area is located near high demand area, proposed site is around 4.4 Km from NH 26 (Balangir to Samalpur) 4. There is potential for future growth in demand and adequate availability of land within the existing industrial area for future expansion of the bottling plant. 5. Possible mutual aid in emergency will be available in the Industrial Area. c. SIZE & MAGNITUDE OF OPERATION The plant has proposed for the LPG bottling throughput of 44,000 MTPA and bulk storage capacity of 900 MT (3 mounded bullets x 300MT capacity). The LPG bottling Plant will function primarily as LPG receipt, storage & bottling unit for filling into cylinders. The LPG bottling Plant operations are categorized as, Page 10

There will be 6 Bay TLD gantry of size 24 M X 5.5 M for Unloading of tank lorry with MFM on common header to facilitate automation for the purpose of unloading bullet trucks and the product will be stored in mounded vessels (3 x 300MT storage capacity). ii. RECEIPT OF EMPTY LPG CYLINDERS & SEGREGATION Empty LPG cylinders will receive from vendor trucks & faulty cylinders are segregated at the point of receipt and diverted towards valve refitting section. iii. A. BOTTLING LPG from storage bullets will be pumped to LPG Filling Shed (1 carousels having 24 filling machines each). Cylinder bottling will be the primary process carried out. After filling, each cylinder is subjected to quality check i.e. to check for leaks. Page 11

26 iv. DISPATCH Filled cylinders will be loaded into respective Authorized Vendor trucks and dispatched. Cylinders that are damaged will be stored separately and subsequently sold as scrap metal to Authorized Dealers. e. PROCESS DESCRIPTION FIGURE 3.2 PROCESS FLOW CHART f. RAW MATERIAL REQUIREMENT & MATERIAL BALANCE LPG will be the only input & output for the entire bottling process. LPG will receive from M/s BPCL through bullet trucks. 30 b. WASTEWATER TREATMENT METHOD Sewage is disposed through septic tanks & soaks pits (1 nos.) of dimensions 2m x 1.5m x 1.5m. Washing water generated from cylinder washing will be diverted to sedimentation traps fitted with oil separator & clarified water will be reused for cylinder washing. c. FIRE FIGHTING & DISASTER MANAGEMENT MEASURES 1. 2 s. of above ground vertical water tanks for fire water storage, each of capacity 3000 KL as per OISD requirement will be provided. (Actual FW calculation to be attached). 2. Fire water pump house (shed) : - Pump house of size 15M X 8M (120 M2) will be provided to accommodate 3 s. diesel driven fire water pump sets of 682 KL/HR and two no. electric motor driven jockey pumps of 30 KL capacity shall be provided. The room shall be provided with OHT (Over head trolley) suitable to handle the equipments load. 3. Fire hydrant system: - Fire hydrant ring main covering all facilities will be provided as per the OISD requirements. Double hydrants (with hose boxes, hoses & nozzles) and fire water monitors as per the stipulations in the OISD-144 will be provided. Long range Fire Monitors shall be provided in critical areas with remote operation. 4. MV Spray system: As per OISD norms for Fire Protection System. 5. Fire Extinguishers: Shall be provided as per OISD norms 6. Deluge Valves: Auto reset type deluge valves having manual quick bypass system as per OISD norms shall be provided with fire protection wall. Provision for activation of DV shall be for auto and manual modes (local & remote panel) as per OISD All the isolation valves used in Fire fighting system should be of rising stem type. 8. MCP: Manual Call Points at strategic locations as enumerated in OISD-144 shall be provided to raise alarm (siren) and also shut down LPG operations, in case of emergency with suitable hooter on annunciation panel at fire water pump house. 31 d. DESCRIPTION OF MOUNDED BULLETS LPG is normally stored in above ground storage mainly spheres and cylindrical tanks, namely, bullets & Horton spheres, the advantage being their accessibility for regular inspection and maintenance which is important for such storage for hazardous service. But these storages are susceptible to fire impingement and can give rise to Boiling Liquid Expanding Vapour Explosions (BLEVE). The reason for selecting mounded or buried bullets for LPG storage is to protect them from direct flame impingement caused by any eventual fire in the surroundings and thus prevent initiation of the sequence of events leading to an occurrence of BLEVE. The mounded storage concept basically originated from Europe and specialized codes exist in Germany such as: DIN 4681 Tl : Statutory Steel Pressure Vessels for Liquefied Petroleum Gases for Earth Covered Installations, Dimensions and Equipment. During construction phase, a slight increase in the ambient noise levels is anticipated. This impact will be temporary and limited to the construction phase. Hence no permanent impact on this account is expected. During the operational phase, no major social impact in the general area is expected. There will be no change in the occupational structure of the workforce. As there will be no emissions into air, no liquid effluents and no solid wastes no negative impact on the health of the inhabitants in and around the project site is expected. i. SAFETY ASPECTS FOR SETTING UP MOUNDED BULLETS Mounded tanks are semi-conventional pressure vessels, covered by a layer of soil or sand. By mounding LPG tanks with an adequate layer of sand and earth, the possibility of fire engulfment and a BLEVE will be removed. Mounded vessel(s) placed on a firm foundation will not suffer from flotation. Thus mounded tanks have the advantage over underground LPG tanks, which require protection against possible floatation. Mounding allows safety distances around the facility to be considerably reduced, compared to an equivalent unprotected design. The extra cost associated with a mounded system is offset by the lower cost of the land required, and the virtual exclusion of fire fighting systems. Page 17

32 ii. ENVIRONMENTAL ASPECTS Large volume of water required for the fire systems of conventional storage are eliminated thus reducing the demand on valuable water sources, and problems associated with the drainage and disposal of the water. Mounded LPG gas tanks can be landscaped to blend with the environment. e. RAINWATER HARVESTING MEASURES Storm water drains will be developed to collect run-off water from paved areas. Three recharge pits (2 on-site & 1 truck parking area) will set up at the site to harvest run-off water. E. CORPORATE SOCIAL RESPONSIBILITY As per the corporate policy, 5% of the project cost will be used for CSR for various activities. F. PROJECT COST & IMPLEMENTATION SCHEDULE Cost for the proposed LPG Bottling Plant at IDCO Growth centre PH- II, Barkani village is estimated to be around 100 Crores. Page 18
