Rail Operations 1.01 Platform design should accommodate 9 car trains SYSTRA to determine if trains can clear tunnel Accessible path of travel should be from Washington Street to enclosed waiting room and out to platform The elevator (2 cabs) should be located in the garage and maintained as part of the garage The tracks along the North River need to remain in order to be use during holidays when commuter rail demand is high. B. Program Confirmation 3.01 Provide restrooms and phones for MBTA use in garage Design should include exterior advertising spaces Design should include sign displays for train approach for both trains and buses MBTA anticipates automatic fare collections system for garage integrated with Charlie card system Provide bike racks and potential cages or locker rooms for bicyclists similar to Alewife Station Kiss and Ride area now is occupied by MBTA users, taxis, and Salem trolley and design should reflect that mix Platform configuration to be reviewed by MBTA access Provide 4-5 parking spaces for MBTA supervisors Provide 2 parking spaces for Zip cars SYSTRA to visit site for track configuration week of 7/6/09 and provide report later in month The maximum gap distance between train and high platform allowed is 7 inches. D. Existing parking Count 4.01 MBTA parking lot has 342 spaces, 10 of which are accessible spaces City of Salem parking lot has 123 spaces. NOTES 1.01 We met with Michael Festa, MBTA access representative We walked the site to examine the accessible path of travel as it exists currently and discussed accessible path of travel in proposed schemes The elevators should be located as close to the station as possible Design team presently working on track, platform layout, and gaps. Expert summary to be completed by 7/31/ Provide 3 alternatives for platform configuration: 1) full high, 2) half high and half low, and 3) mini high. Consider extending existing platform to northeast and provide more straight platform length. MBTA requested alternatives as part of 15%. AECOM to confirm delivery date Confirmed that design is for future 9 car train; present service utilizes 6 car trains AECOM to drawing of proposed accessible path of travel with length to Michael Festa Tom Rovero will send AECOM more track geometry information. Rail Operations and Platform 1.01 MBTA access representative prefers half high platform option that would accommodate six passenger cars and leave track geometry mostly unchanged Full high platform is not possible on Salem site due to the track geometry MBTA to verify compliance with FTA regulations and access board for half high platform. B. Bus Operations 2.01 Bus patrons predominantly require city service only For bus berth layout, operations would prefer that pedestrians not need to cross bus lanes In Option 1, bus enter / exit corner is tight. Design Development 4.01 The city would prefer the parking facility to look more like a building North, west, and south parking facility facades are all very visible and important facades to be carefully designed Design team should consider engaging a local artist on the project if budget allows Lawrence garage is a good example of a simple but well done precast garage Design of lobby should be further developed and include amenities such as coffee and newspaper / magazine vendors Proposed lobby should be located close to where MBTA patrons board train Next steps include documentation of options and issue of Phase Concept Design Report Public meeting to be schedule at the end of September. General 1.01 AECOM to provide MBTA with geotech work proposal MBTA will review draft Phase I report and select a preferred alternative to proceed into Phase II 30% Design. B. Cost Estimates 2.01 The price for second level bridge and signaling and new platform has been broken out of the total project cost estimates Bid may be lower in 2009 and 2010, but 2011 bids may be higher 2.03 Cost estimator has carried high numbers: 35% for GC overhead, 9% escalation, and 30% contingency MBTA stated they would rather go with high numbers for the estimate to be safe. C.
