3 1.Challenges 1/ Vietnam livestock development strategy: - basically transferred to the mode of more intensive and industrial system by the year of Raise 27 million in 2010 to 35 million pigs by 2020, of which pig herds reared in farm-applied and industrial methods rise to 37% by / Beside challenges from price, market, breed, epidemic deceases, price of animal feed ingredients, etc, the environment pollution is the major challenge causing unsustainable development.
4 Farm scale: Growing rapidly but unsustainable. Farm scale production proportion accounts for 45% and household scale proportion is about 55% 18,6% of pig herd is reared in 8500 farms (average: 600 units/farm) Source: Department of livestock production,
5 About 0.8 million ton of CH 4 is emitted into atmosphere every year Emission CO 2, CH 4, Phát thải CO2, CH4, Waste/manure from pig breeding area is discharged into sewage system, pond, lake, etc, causing environment pollution and raising GHG emission 5

Develop biogas NAMA program at pig farms Title of program: NAMA on Biogas for onsite power generation for Medium/Large pig Farms Objective (i) To reduce environment pollution at intensive livestock area. To mitigate GHG emission by using biogas for onsite power generation; (ii) To support sustainable and efficient intensive livestock development. Program is implemented for medium pig farms (>3000 units/farm). In 2020, program will include about 2150 farms. For household scale, a CDM project has been registered and approved for implementation (web:cdm.unfccc.int).

8 Objective of biogas NAMA General objective: to develop a favourable environment for using biogas power at pig farms, along with enhance sustainable development in medium and large scale farm in rural area by reducing GHG emission Specific objective: (1) To develop a policy and institutional framework for the investment of developing commercial biogaselectricity generation at pig farm in Vietnam (2) To enhance the development of biogas-electricity generation at pig farm in order to reduce GHG emission and for environment conservation
9 Barriers Policy Technology Awareness 1. Short of policy for: grid connection, incentive loan, credit and trading price. 2. Absence of policy for managing GHG from pig farms 1.Absence of modern biogas power generation technology and research. 2.Short of technical expert for system operation and maintenance 3. Lack of standard for management of biogas power generator quality 1. Attention and awareness of stakeholders on NAMA, renewable energy, GHG, climate change, etc. is quite limited. 2. Understanding of benefit from biogas power generation is also very limited.

11 Activities 1/ Developing policy framework to encourage development of biogas NAMA 2/ Select appropriate technology for biogas power generation. 3/ Developing sectoral management system for biogas electricity sources (integrated with renewable energy management) 4/ Raising awareness to enhance the participation of biogas NAMA stakeholders 5/ Enhancing the capacity of management, operation and maintenance of biogas power generation system 6/ Developing biogas power source at intensive pig farms

Activities(Finance, technology) and expected outcomes Components/Activities Finance - Incentive loan - Loan application process - Loan insurance - Non-refundable loan Technology -Training. -To support development. -Technical support for grid connection -Raising awareness and propagate intensive farm model. -Monitoring, Reporting and Verification(MRV) Expected Outcomes -Up to 2020, 350 farms can access incentive loan and loan insurance each year. -Expenses for Technology and Capacity building component is disbursed according to schedule - Biogas power generation is installed for 2150 pig farms. - An estimation of 2,1 million ton of CO2e is mitigated up to 2020 by using biogas power generation. Electricity generation capacity will be 1.13 mil. MWh in staffs are trained for O&M. - More than 300 farms are consulted for biogas power generation by Development advisor group - The NAMA participating farms will be helped to connect to the national grid. -Banners/advertising posters, TV documentaries, media reports related to biogas NAMA will be edited, released and widely circulated. -10 workshops, conferences, discussions and study tours for - MRV system for 3 pilot farms will be developed for larger scale

14 Recommendations 1. Exchange experience of project development, build up inter sectoral cooperation among agriculture, industry and environment sector on biogas NAMA. 2. Develop 1-2 demonstration models of biogas power generation at pig farms. 3. Research on biogas power generation from cattle manure. 4. Propose support policy for biogas power generation, focus on grid connection and credit policies. 5. Enhance awareness for stakeholders on NAMA
