Our news editor Shipping firms in China and Nigeria have moved forward expanding their LNG carrier fleets in the past two weeks with plans for at least 12 new buildings, it is reported. On the other side of the East China Sea, Japanese shipbuilder Mitsubishi Heavy Industries (MHI) ramped up its large-scale LNG carrier shipyard capacity with the launch of a joint venture with Imabari, preparing to compete with South Korean shipyards. China Shanghai-based China Shipping Development plans diversify its fleet, which includes cargo vessels and VLCC, by making a purchase of six LNG carriers, marking its first foray into this class. As a shipping company we should have the most types of different vessels, said Ma Guoqiang of the Secretary's Office of the Board, China Shipping Development. The contract for six LNG vessels with Hudong-Zhonghua Shipbuilding, also in Shanghai, is now under review by the company s board and signing is expected in the next two months. China Shipping Development s six LNG carriers would be the first controlled by the company. Since 2011 China Shipping Development s JV partners Sinopec and PetroChina have bought four, or two LNG carriers each, but Japanese Mitsui O.S.K Lines controls most of them. The market is growing for smaller-capacity inland LNG carriers in China. Shanghai s Jiangnan Shipyard has reportedly secured an order for one 30,000 cubic metre LNG carrier from state- owned Chinese major CNOOC CETS. Like Hudong-Zhonghua, the shipyard is owned by the national China State Shipbuilding Corporation (CSSC). CNOOC CET s new inland LNG carrier is planned for use supplying Chinese LNG to towns along Yangtze and other Chinese rivers. Another small-capacity new building in China, a 28,000 cubic metre LNG carrier, has been undertaken by China Ocean Shipping Company s (COSCO s) Dalian Shipyard for delivery in March Nigeria Bonny Gas Transport, owned by Nigerian Liquefied Natural Gas (NLNG), the partly state-owned gas exporter, is adding six LNG carriers on its side as part of a fleet up-grade that will increase its overall shipping capacity by 17 percent. Source: Hudong-Zhonghua Shipbuilding In December 2012 NLNG s Bonny Island LNG plant began receiving gas from the newly-commissioned Ogbele Gas Plant in the Niger Delta. The contract to build four of the carriers for Bonny Gas Trans-port by 2015 is still pending, Samsung Heavy Industries (SHI) confirmed. Valued at $895 million, these will be Bonny Gas Transport s largest capacity vessels, each with a tonnage of 175,000 cubic metres. At this stage the vendors for ship equipment are yet to be decided as plans for the vessels design are not yet finalised. This is SHI s first LNG carrier order with Bonny Gas Transport, most of its other vessels being built by Hyundai. Hyundai is expected to separately announce a contract to build two additional LNG carriers for the shipping firm. Japan In recent weeks LNG carrier pioneer MHI and Imabari Shipbuilding, Japan s largest shipbuilder, launched joint venture company MI LNG to handle the design and marketing of LNG carriers, building on a year-long cargo carrier related collaboration. MHI is the majority owner with a 51 percent share. MHI says the JV offers a build capacity that makes it competitive with large Korean shipbuilders. The new design company will help MHI and Imabari to combine and jointly manage the companies shipyards in order to have extra capacity for large-scale LNG carrier construction projects: up to eight per year. Some of the carriers will feature MHI s innovative Sayaendo design. Vessels may be assigned for building in MHI s Nagasaki yard. MHI expects demand to rise for LNG carriers worldwide, especially those targeting the Japanese and American markets, citing anticipated increases in North American shale gas exports and Japanese LNG imports with Japanese nuclear power plants still in a lurch post Fukushima. Vessels carrying American LNG, in particular, must be equipped to travel long distances. 2 2 NEWS LNG Shipping News 18 April 2013 EU-wide LNG bunkering laws take shape Gap-ridden regulatory framework for LNG bunkering could be fixed by EU-wide laws. Our legislation editor The current framework, including ISO, CEN and IMO guidelines, is flawed according to classification group Germanischer Lloyd in a report for the European Maritime Safety Agency (EMSA), an EU body. The EU is joining other agents in a push to get LNG bunkering standardised. Standardisation would allow operators to move beyond truckto-ship transfer methods currently used and opt instead for ship to ship transfer, terminal or pipeline to ship transfer, and transfer from portable tanks, the report said. Standards The report focuses on what remains to be defined for safe transfer of LNG to gas-fuelled vessels from storage facilities, production facilities, land transport and seagoing bunkering vessels. Identifying nine regulatory gaps in current standards, it found they don t establish the division of responsibilities for those involved in bunkering LNG as fuel. It also noted that some standards don t distinguish between transfer of LNG as cargo and bunkering of LNG as fuel. It found that a standard should be developed for small scale LNG bunkering stations, spanning across various current national laws. A standard is missing for several transport modes in the bunkering supply chain, such as connection to portable tanks. Inland LNG vessels need to be regulated in Europe, the report said, as these would need to be used as LNG bunkering vessels. Inland vessels include LNG inland tankers and LNG bunker barges. Crew training requirements for LNG-carrying or LNGfuelled inland vessels and barges do not exist. LNG fuelling for such vessels should be addressed. Ports, such as Port of Gothenburg in Sweden, are developing their own standards. Still, major issues are outstanding with respect to ports. Procedures for LNG bunkering in ports are not yet available, and ports would also need to develop different risk acceptance criteria specific to their docks, as well as protocol for simultaneous LNG bunkering and loading and unloading of cargo or passengers. Safety Safety distances and ways of signalling that LNG bunkering is in progress need to be developed, the report said. LNG fuel itself needs standardized, for example for sulphur content, and ways of sampling and testing for sulphur content. Emergency shutdown communication systems, processes and equipment need to be established for the LNG delivering facility and the receiving gas-fuelled vessel. The report highlighted the need to guard against the possible release of methane, damaging to the environment. Regulation Proposing a unified piece of legislation, Germanischer Lloyd said, All the above identified gaps could be further addressed in a common EU-wide regulatory instrument, starting from the definition of the bunkering process from an EU point of view and the consequent responsibilities. From there further guidance can be given in relation to the identified gaps at port level, notably taking into account the various on-going initiatives in ports. Finally the more operational aspects of the bunkering between the bunkering installation and the receiving vessel could be addressed at EU level. 3 18 April 2013 LNG Shipping News NEWS 3 NEWS NUDGE Bestobell to supply valves for new LNG carriers being built in South Korea Bestobell Valves of the UK, part of the President engineering group, has secured a major new contract with STX Off-shore & Shipbuilding Co of South Korea to supply globe and check valves for two LNG carriers on behalf of Greek shipping company Alpha Tankers, owned by Christos Kanellakis. From its manufacturing site in Sheffield, northern England, Bestobell will supply cryogenic valves for nitrogen inert systems and cargo containment systems as part of an agreement worth up to $2 million. "Bestobell was selected be-cause of its expertise in pro-ducing high quality cryogenic valves for the shipbuilding in-dustry and has worked exten-sively across the Far East," th company said. The contract will see the valves delivered towards the end of 2013, with Bestobell's team also supplying technical support and back-up. Mark Henley, Managing Director of Bestobell, said: "This is a very exciting contract win and is testament to the quality of our valves and the technical support we provide. LNG carriers made an average of 11 laden voyages with top rates of $150,000 The world LNG carrier fleet of 378 vessels made an average of 11 laden voyages in Our business editor The 2012 figure of 11 compared with 19 voyages in 2002, and the average delivery volume remained stable at around 130,000 cubic metres. Rates Short-term and mid-term LNG carrier charter rates remained high in 2012 at around $120,000/day, with peaks around $150,000/day for conventional 155,000 cubic metres vessels. North Sea The GIIGNL annual review noted that in October 2012, the Ob River LNG tanker (150,000 cubic metres capacity) achieved the first voyage through the Northern Sea Route. After cooling-down operations in Montoir-de-Bretagne, the LNG carrier was loaded in Norway and sailed to Tobata, Japan. LNG bunkering projects and LNG as a marine fuel gained significant momentum during the year. In April 2012, there were 27 LNGfuelled ships in operation, and 29 to be delivered. Hoegh LNG and STX Pan Ocean of South Korea have renegotiated their initial agreement and reached a new deal whereby Hoegh foregoes the right and obligation to take delivery of 50 percent of the LNG carrier "STX Frontier." The Norwegian company has exchanged this option for one to buy 100 percent of the vessel and this new option expires at the end of the second quarter. STXPO confirmed that the new transaction was approved by its board of directors. The Korean company has owned the 153,600 cubic metre "STX Frontier" since Along with Hoegh, both companies participate in an LNG charter with Repsol. The ship has been transporting LNG from the Peru liquefaction plant to the Manzanillo import terminal on the Pacific coast of Mexico for about three years. Hoegh President and Chief Executive Sveinung J.S. Stohle explained: "This new arrangement provides Hoegh LNG with increased flexibility in a market which is moving slower than initially expected. "We still believe there are interesting possibilities for employment of the STX Frontier, but the obligation for Hoegh LNG to buy in to the ownership of the vessel is now swapped with the opportunity to do so, should the commercial parameters fall into place," said Stohle.

4 4 NEWS LNG Unlimited 18 April 2013 Inland LNG tanker prepares Netherlands for imports Dutch Shipbuilder Veka Group has revealed designs for an LNG-fuelled inland LNG tanker to tap the new Dutch import market. Our technology editor The new inland tanker, with a ca-pacity of cubic metres, is designed to go up the rivers Danube and Rhine (as far as Basel) to serve small import terminals under development. Several years ago Veka Group built the Pioneer Knutsen, the first sea-going LNG-fueled LNG bunker vessel, and this new LNG tanker design is the first LNG-fueled de-sign for inland use, pending regulatory changes that allow inland LNG transport. Regulation It is expected that current dangerous goods regulation will be expanded to include LNG on the list of dangerous goods legal to transport from January 1, The tanker is designed to both prevent boil off and use it to power the vessel, said Veka Group s project manager Wout van Wijnen: LNG is fluid at a temperature of minus 162ºC, and as soon as it warms up, it becomes gaseous. When the cargo tanks are equipped with the correct isolation we can reduce the amount of boil off so that daily no more than about 0.2% of the liquid cargo is being transformed into gas. This gas can be used for the conversion into energy for the propulsion of the tanker as well as the electricity on board. Market The Netherlands is the ninth largest natural gas producer in the Veka Group s new LNG-fueled inland LNG vessel is the first of its kind in Europe. Natural gas production is currently in decline in the Netherlands, while demand continues to rise, so a combination of pipelines and terminals is needed to meet demand. N.V. Nederlandse Gasunie (Gasunie) and Koninklijke Vopak N.V. (Vopak) have initiated Gate kw LNG generator sets for propulsion, bow thruster and cargo pumps kw emergency diesel generator set for propulsion, bow thruster and cargo pumps terminal, the first LNG import terminal in the Netherlands. Gate Terminal will be located Rotterdam s Maasvlakte harbor area and have a throughput capacity of 12 billion cubic meters per year. It was built following a Dutch and European energy policy to diversify LNG supplies. Because the inland shipping market will be new in the country, regulations for LNG as cargo must be drawn up before inland shipping tankers such as Veka Group s inland tanker can be built. Alerts warn NYK Line vessels of Tsunamis Operator NYK Line will send English s of tsunami alerts issued in the pacific region to vessels using its communications system, the Company announced. The company s e-missions system, used for communication between land and ship and monitoring the sea floor, is installed on around 800 NYK Line vessel operators and time charter vessels. NYK Line can also use the system to determine which ships would be affected by the tsunami, and reach the threatened vessels immediately. The vessel will then have a limited amount of time to correspond with those necessary and use the guidelines to determine the best action to take, NYK Line said. NYK Line is responding to the damage sustained by three of its Panamaxes during the the 2011 Tsunami following the Great East Japan Earthquake. The Tsunami caused major damage to the north-eastern ports of Hachinohe, Sendai, Ishinomaki and Onahama. The Tsunami warning function in NYK Line s communications system can alert vessels of Tsunami warnings and keep the shoreside operators informed of any at risk.
