2 PCD: Authorities Submit opinions for formulation of national policy and plan for pollution control; Propose recommendations for developing standards of environmental qualities, emissions, and effluents; Monitor environmental quality and prepare state of pollution annual report; Develop systems, methodologies, technologies for application of waste management; 2
3 PCD: Authorities Coordinate for rehabilitation/remediation/ suppression of damages caused by pollution in contaminated sites and evaluation of environmental deteriorations; Provide technical assistance on pollution control; Collaborate international organizations, and foreign countries in related to pollution management. 3

9 National Waste Management Master Plan Framework 1. Encourage population, including children, and the private sector to reduce waste at the source by following the 3Rs concept (Reduce, Reuse, Recycle) 2. Establish proper disposal methods for municipal solid waste and household hazardous waste by using centralized facilities for clusters of municipalities emphasizing waste utilization and waste to energy methods 3. All relevant sectors participate in the management of solid and hazardous waste 9

Manufacturers are responsible for their products for the whole product lifecycle. Stop using plastic bags and Styrofoam packaging. Use environmentally friendly products. Collection efficiency Efficient and proper treatment and disposal of waste Waste management in special areas such as tourist areas or economic development zones Increase awareness and instil discipline since childhood in separating waste and recycling Develop knowledge Database system 11
