1 EXECUTIVE SUMMARY 1.1 Existing status of physical infrastructure Mira Bhayandar which is part of Thane district is located at the northern threshold of greater Mumbai between 18 2'N 20 20'N latitude and 0 25'E 73 44'E longitude. This area which has been identified as one of the growth centers around Mumbai is well connected with the metropolis by suburban commuter rail and Mumbai Ahmadabad National Highway. Mira Bhayandar Municipal Corporation with an area of 79 sq km served by Western Railway suburban service has a significant growth potential. Due to close proximity to Brihan Mumbai, the Mira Bhayandar Municipal Corporation is experiencing very rapid urban growth. With prohibitive land prices in Mumbai low and middle income households are shifting to the Mira Bhayandar. Thus, it presently serves as a growing dormitory town to the Mumbai city. MBMC is the local body responsible for providing a host of civic services and infrastructure to the citizens in the cities of Mira and Bhayander. It is governed by the Bombay Provincial Municipal Corporation Act, 1949 (BPMC Act, 1949). 1.2 Demography Existing Population The population of the Mira-Bhayandar Municipal Corporation in the year 1991 was 1,75,372 and it had grown to 5,20,000 as per 2001 census of which 2,86,391 are males and 2,33,997 females. This shows a decadal growth rate of 196% or an annual growth rate of 19.6%.Of the total 5,20,000 population 13% constitutes the population under age group 0-6 years. The population of Mira Bhayandar became 7,28,000 in the year 2006 (Source Urban Health Survey, Mira Bhayandar Municipal Corporation ). 2 Population projections The decadal growth rate of population has been more than 100% during the last two decades i.e., and As per the population projections in the MMR, the population of Mira Bhayandar was expected to reach 375,000 by the year However, as per census 2001, the population of Mira Bhayandar was 520,301. The population projections by MMRDA for the year 2011 has already exceeded in the year The population of Mira Bhayandar has witnessed a growth of 40% in five years from , which is around 7.28 lakhs. Decadal growth rate of population declined substantially from 196% during to 80% in Assuming that the same declining trend of population growth for subsequent years would continue, decadal growth rates of 70%, 60% and 50% has been considered for 2011, 2021,2031 & Year Population (Lakhs) Decadal Growth Rate % % % % % 1.3Land use Urban lands are subjected to multifarious land uses which form intricate and complicated mixture in city. For the purpose of study, the land uses have been classified into residential, commercial, industrial, public semi- public, transport and communication, public utilities, recreation, cremation and agricultural with allied activities. An understanding of the use of the land, and the management practices within a land use category, provides valuable information about the reasons for change in the condition of our natural resources. Urban land use comprises two elements: the nature of land use which relates to what activities are taking place where, and the level of spatial accumulation, which indicates their intensity and concentration. These functions take place at specific locations and are part of an activity system. Activities have a spatial imprint, therefore. Some are routine activities, because they occur regularly and are thus predictable. The behavioral patterns of individuals, institutions and firms have an imprint on land use.

The non developable Non Developable land can be credit to three major land use distributions: Water Bodies Marshy Land and Salt Pan Forest and Hills Manori Creeks falls within the Municipal limit of Mira Bhayandar, and can be attributed to high percentage of usage under water body. Also contributing the water body is small and medium sized ponds within the municipal limit. Marshy land along with salt pan land contributes to next higher percentage of land in non developable category. More so being a topographical region, almost 13% of land has gone in as hilly region and forest area. Manori Creeks falls within the Municipal limit of Mira Bhayandar, and can be attributed to high percentage of usage under water body. Also contributing the water body is small and medium sized ponds within the municipal limit. Marshy land along with salt pan land contributes to next higher percentage of land in non developable category. More so being a topographical region, almost 13% of land has gone in as hilly region and forest area. According to final development plan existing land use 73.12% of the total area is non-developable and is covered by agriculture land, hills, salt pans, water bodies and vacant lands etc. The developable area is nearly

4 26.88%, out of which nearly 54.24% is under residential use and 16.6% is under transport and communication. The industry occupies 6.48% of the total area, 8.20% denotes organized open spaces, play fields etc. and 11.78% is under public and semi public use, area covered under commercial is 2.53%. Most importantly, it impacts economic development of the city and investment climate. In this chapter, therefore, present status of infrastructure, gaps and future requirements strategies and investment requirements in the areas of water supply, sewerage, solid waste management, traffic and transportation are discussed.

5 1.5 Social Infrastructure The Municipal Corporation would need to make reservations for the additional facilities required for the projected population. The construction and management of primary health and education facilities is the responsibility of the Municipal Corporation. 1.6 CRZ Proposals Education has become the basic right and necessity of each and every individual. It not only facilitates good culture but also helps in the overall sustenance of the individual in this competitive world. The present population of Mira Bhayander Municipal Corporation is 10 Lacks. It is necessary to provide educational facility commensurate with the population of the area. Mira Bhayander Municipal Corporation is in the process of developing educational facilities area wise as per norms under UDPFI. Schools wherever have become old & needs reconstruction are being identified and reconstructed. The respective project is much essential for the following reasons i. Existing infrastructure is not good and has no proper facility from point of view of health of students & needs to be reconstructed ii. It is function of civic body to provide good educational facilities commensurate with population Under this project it is proposed to reconstruct existing three Schools at the same location. New educational infrastructure facilities are proposed in this project. The Zilla Parishad has transferred these schools to MBMC. The existing infrastructure of the school is in dilapidated state and has no proper facility from point of view of safety and hygiene of students & needs to be reconstructed. The facilities that will be provided include Class Rooms, Staff rooms, Toilets etc. which are essential part of the system as a whole. In the light of above the Mira Bhayander Municipal Corporation has proposed following projects for CRZ clearance from MCZMA. 1. Reconstruction of Chowk School, Bhayander (W) : The existing Chowk School is having landownership of Mira Bhayander Municipal Corporation indicating CTS NO./ SURVEY NOS. is village Chowk Old Survey S.NO 193 H.NO A-2 part Mauje Chowk. Out of total plot area of sq.m, area under proposal is sq. m. 2. Reconstruction of Morwa School, Bhayander (W)

The FSI, lay out plan, height involved in the proposal should be as per town and country planning regulations as on All other required permission from different statutory authorities should be obtained prior to commencement of work.

9 MBMC will adhere to these recommendations of MCZMA while redeveloping the existing Schools in MBMC The CRZ clearance is hereby sought from Ministry of Environment & Forests as per para 4 (ii) of CRZ Notification 2011 for the redevelopment of three existing school proposals as discussed above.
