1 Address by Mr Koïchiro Matsuura, Director-General of UNESCO, on the occasion of the International Conference on Climate Change and Challenges for the Future Generations Athens, Greece, 2 June 2009 Mr Prime Minister, Mrs Vardinoyannis, Dr Pachauri, Distinguished Guests, Ladies and Gentlemen, It gives me great pleasure to be here today in Athens for the opening of this International Conference on Climate Change and Challenges for the Future Generations. I would like to begin by congratulating the Foundation for the Child and the Family and the Energy and Resources Institute (TERI) for organizing this major event. My special thanks go to the Foundation s President, Mrs Marianna Vardinoyannis, whom we are proud to have as a UNESCO Goodwill Ambassador. At last month s Annual Meeting of UNESCO Goodwill Ambassadors, Mrs Vardinoyannis provided an impressive overview of the many activities she has been undertaking in this capacity. I thank her for her devotion to UNESCO s mission and ideals in the last 10 years. Let me also express my gratitude and appreciation to Dr Rachendra Pachauri, Director-General of TERI and Chairman of the Intergovernmental Panel on Climate Change, for convening today s meeting and for his leadership on global warming. 2 I thank our Greek hosts for their very warm welcome and hospitality. My particular thanks to Prime Minister Kostas Karamanlis, who has taken a strong stand on climate and environmental issues, and whom we are deeply honoured to have with us today. Last but not least I wish to thank our participants. Coming from all regions of the world, you represent diverse sectors of society and many different fields of expertise. Such multistakeholder participation is essential because climate change affects us all and can only be tackled through collective action. Excellencies, Ladies and Gentlemen, The challenge of climate change demands both immediate and long-term action. The most urgent concern is to reach a new global agreement for reducing greenhouse gas emissions, to replace the Kyoto protocol when it expires in This is the purpose of the UN climate summit in Copenhagen in December. However, we know that the effects of global warming will be with us for decades and centuries to come well beyond the timeframe of any new treaty. It is therefore vital that we lay the groundwork for future generations to effectively confront this issue. We also know that we cannot achieve a durable solution to climate change without a profound transformation in attitudes and behaviour. This, too, is a longterm process. The value of today s event is that it brings these two perspectives together. It asks us to focus on action to combat climate change, now and for the future. There are many important items on our agenda. I wish to focus my opening remarks on those areas where UNESCO can make a special contribution, both in the short and long-term. Secretary-General Ban Ki-moon has repeatedly stated that tackling climate change is one of the top priorities for the UN system. UNESCO has an important role to play within this overall system-wide response. I refer in particular to our work in climate science, and in addressing the social and human dimensions of climate change. DG/2009/071 - Page 2
3 An effective response to climate change demands sound scientific data and knowledge. Without understanding the causes and impacts of global warming, we cannot devise appropriate strategies for mitigation and adaptation. Over the past 30 years, UNESCO has actively contributed to building the global knowledge base on climate change, particularly in the areas of oceanography, hydrology and the ecological and earth sciences. For example, for more than four decades, UNESCO s Intergovernmental Oceanographic Commission (IOC) has driven forward scientific research and monitoring of climate change in its relation to the world's oceans. IOC provides authoritative scientific advice to the Intergovernmental Panel on Climate Change. Together with the World Meteorological Organization, IOC is also leading UN efforts in the area of science, assessment, monitoring and early warning, as part of the UNFCCC process leading up to Copenhagen. Quality research and monitoring is an integral part of the global response to climate change. Another important element though often neglected is the need to understand the human dimensions of global warming. That is: how climate change impacts broader social and cultural processes; and how the latter can contribute to an effective response. As Dr Pachauri has said: climate change is not a technical challenge, but one that involves society in its broadest sense. A multisectoral organization like UNESCO with expertise not just in the natural sciences, but also in education, the social sciences, culture and communication has a unique contribution to make in this regard. Let me share with you some examples of what we are doing. As lead agency for the UN Decade of Education for Sustainable Development, UNESCO is working to integrate climate change considerations into national curricula and lifelong learning programmes. Our aim is to encourage, through education, more sustainable patterns of living and prevent further climate change. It is also to help people adapt to the effects of global warming that are already underway. For example, education can play a vital role in reducing the risk and impact of climate-related disasters. 4 With the support of the Danish Government, UNESCO will organize in Paris next month an international seminar on climate change education to encourage policy debate on these issues. Another focus of our efforts is encouraging reflection on the ethical implications of climate change. UNESCO s World Commission on the Ethics of Scientific Knowledge and Technology (COMEST) will shortly release a major report on the ethics of climate change. It will place special emphasis on our responsibilities toward future generations, who must face the consequences of our actions, or our inaction. The media have a vital role to play in raising awareness of climate change of what is at stake and what can be done. UNESCO is working to strengthen the capacity of media professionals to fulfil this function, with a special focus on developing countries. Together with the United Nations Environmental Programme (UNEP), we will be organizing in Paris in early September a major conference to look at how we can better engage broadcast media in the global fight against climate change. A top priority for UNESCO is helping national governments develop the policies and capacity to better manage the human consequences of climate change, from mass migration to the erosion of biodiversity and cultural heritage. A constant theme in all our work is to empower young people to engage with these challenges. Through partnerships with youth networks such as the UNESCO Youth Forum and Youth Visioning we encourage young people to share their experiences and take action on climate change issues, both locally and at the global level. Climate change is a global problem, but it manifests itself distinctly in different parts of the world and has differing implications for different groups of people. An effective response to climate change must take into account the need for globally coordinated mitigation and adaptation efforts, while at the same time paying attention to the particular needs of different populations and regions. For this reason, UNESCO carefully targets its climate change actions to address regional concerns. Let me share some examples of our activities here in South-East Europe. DG/2009/071 - Page 4
5 UNESCO promotes priority research and coordination in the basic and engineering sciences in order to boost the climate change knowledge base in the region. We sponsor low carbon development, including through energy policy and management. We also help countries in adapting to the challenges created by global warming such as through capacity-building for improved water governance. UNESCO seeks to enhance disaster preparedness through expanding ocean monitoring and early warning systems for example. We focus on education and sustainability through the use of UNESCO Biosphere Reserves as learning places for sustainable, climate-conscious development. We also work to mitigate the impact of climate change on the region s outstanding World Heritage. As you can see, the multidimensional nature of climate change forces us to develop a strategic, multidimensional response, while always keeping in mind the impact today s policies will have on the generations of tomorrow. Excellencies, Ladies and Gentlemen, Let me once again commend the organizers and hosts of this important Conference. Climate change is the defining issue of our time. Sustainable development and economic growth simply cannot be achieved without a stable climate. The food crisis, the energy crisis, the economic crisis: the only way we will find lasting solutions to any of these challenges is through bold action to tackle the causes and consequences of global warming. As we move towards Copenhagen, this Conference brings together leaders and experts from around the world to discuss key issues on the climate change agenda. I hope that the final Declaration will send out a strong message on the need for both immediate action and long-term strategies to address this challenge.
