LOCATION OF W+ PROJECT Location of W+ project activity Country Region/State/Province etc. City/Town/Community etc. Brief description of the W+ project location Indonesia East Java and West Nusa Tenggara Provinces Malang and Pasuruan District (East Java Province) and Lombok Island (NTB Province) Lombok is an island in West Nusa Tenggara Province. The island that has a total area of 4,514 km 2 is divided into 4 districts and 1 municipality. The population of the island reached 3,168,789 people in Agriculture is the primary source of livelihood for the majority of population. The lowlands are highly cultivated with variety of commercial crops, such as paddy, coffee, clove, among others whilst the highland is covered with forest. East Java Province is located in the eastern part of Java Island covering the area around 47,800 km 2 with the total population of 37,476,757 people in The province is known for its rich potential from industry, agriculture, plantation, tourism, among others. The majority of people in East Java depend their livelihood from farming activities. 6 Underlying (new or existing) Project name W+ Project objective Brief description of W+ Project Description of Underlying Project: Indonesia Domestic Biogas Programme (IDBP) To measure the benefits for women users of the biogas digesters supplied by the IDBP To apply the W+ Time method to measure time saved by women users of the biogas units The W+ Project will measure about 4500 women s time savings generated by the Indonesia Domestic Biogas Programme (IDPB) in two selected provinces: East Java and West Nusa Tenggara. IDBP is implemented by HIVOS, in collaboration with the Indonesian Ministry of Energy and Mineral Resources, and the Netherlands Development Organization (SNV). The project aims to disseminate domestic biogas digesters as a local and sustainable source of energy. Prior to the implementation of IDBP, many households within the selected project areas were dependent on firewood and expensive fossil fuels (e.g. kerosene and liquefied petroleum gas) for their household energy needs. A biogas digester can enable individual households with livestock to convert the dung into biogas that can be utilized for cooking and lighting. Moreover, the bio-slurry generated from the bio-gas digester can be utilized as organic fertilizer to improve crop yields. The Project began implementation in 2009 and is currently in its second phase that will run till In the period between its inception in 2009 and October 2014, an estimated 13,035 digesters have been constructed in nine provinces of Indonesia. These include Lampung, West Java, Central Java, Yogyakarta, East Java, Bali, Nusa Tenggara Barat, Sumba and South 6 P a g e

W+ Standard Applicability Provide a brief description of the rationale for applying the W+ Standard (reason or opportunity for W+ Standard applicability) No Through the IDBP project, HIVOS has assisted more than 13,000 households across 9 provinces in Indonesia to install biogas. Through the application of W+ standard, HIVOS seeks to further leverage the benefits, particularly for women s groups. There are several benefits of biogas instalment cited by women and men users, which include: Time saved for cooking Considerable economic savings from reduced purchase of fuel wood and other sources of energy such as kerosene and liquefied gas for cooking Improved health as a result of decreased smoke and dust in the kitchen To a lesser extent, an increase in crop and vegetable production as a result of the application of bio slurry on their crop and vegetable plots. Based on the feasibility study conducted by the WOCAN team in November 2014, the most significant observable impact of biogas installement for women is time saved. The saving in time accrue largely from reduced time in cooking and collection of fuel wood, as well as spending less time in cleaning the kitchen and cooking pots. The clean energy produced by the biogas produces minimal smoke soot, which in turn decreases cleaning time. Therefore, the proposed W+ application will focus on the application of the time method to measure the time saved by women biogas users. 7 P a g e

8 Who are the W+ project beneficiaries? The time units generated by the W+ project will be used for further empowering women s groups in the selected project areas. Women biogas users of the IDBP project will be the main beneficiaries. Focus group discussions and in depth interviews were conducted with women and men groups, local cooperatives and a local government representative in East Java and Lombok Island (NTB). Based on the feasibility study, IDBP was the only project, which could increase women s discretionary time. W+ domains of project activity W+ Domains applicable to the project activity. During the feasibility study carried out in November 2014, the most significant impact of biogas was found to be the time savings generated for women. In general, women cited a time savings of around 90 minutes per day. Activities are limited to those of monitoring and measuring of the time savings already generated through the use of the biogas digesters. No extra activities are planned for this domain. He has extensive experience throughout several countries of Asia and Africa, Dr. Abidah B. Setyowati is also a WOCAN Core Associate with expertise in research, policy analysis, program planning and implementation, needs assessment, program monitoring and evaluation as well training for capacity building activities in the areas of climate and natural resources governance, REDD+, community-based approachs to natural resources management and biodiversity conservation, gender mainstreaming and women s leadership. Based on the feasibility study findings, Instead of using their increased discretionary time to participate in capacity building or other activities, women often use it to carry out additional household chores. Therefore, input activities are needed to ensure women will be able to use their time to participate in capacity building or alternative livelihoods activities, etc; There are many women from poor households who are unable to access loans to install biogas and there exists the potential risk that such a situation could further widen the gap between users and non-users over the long term. The revenue from W+ units could be used to ease access to the loan for women.
