Revised Visin Statement Discussin During the meetings facilitatrs presented a revised visin statement fr the Iwa energy plan t wrking grup members. The visin statement was revised using cmments received frm wrking grup members and the public during the third wrking grup meeting (April 26, 2016). Iwa is cmmitted t the develpment f an affrdable, reliable and clean energy system that maximizes ecnmic benefits fr ur state. We will cntinue t embrace a mix f energy resurces, infrastructure, and technlgies while priritizing energy efficiency and cnservatin t psitin all f Iwa bth rural and urban fr future grwth. As an energy leader, ur effrts will drive innvatin, fster research and develpment, create business pprtunities and prmte envirnmental stewardship. III. Revised Guiding Principles Discussin During the meetings facilitatrs presented revised guiding principles fr the Iwa energy plan t wrking grup members. The guiding principles were revised using cmments received frm wrking grup members and the public during the third wrking grup meeting (April 26, 2016). The bjectives and strategies put frth in the Iwa Energy Plan will: Fster lng-term energy affrdability and price stability fr Iwa s residents and businesses. Increase the reliability, resiliency and security f Iwa s energy systems and infrastructure. Stimulate research and develpment f new and emerging energy technlgies and systems. Prvide predictability in Iwa s energy market by encuraging lng-term actins, plicies and initiatives. 1

Develpment f Objectives and Strategies During the meeting wrking grup members participated in a facilitated brainstrming exercise t identify bjectives and strategies fr the energy plan crrespnd t the energy pillar Energy Efficiency and Cnservatin. Attached is a summary f the rugh bjectives and strategies that were discussed during the sessin. The summary des NOT represent any final recmmendatins. Ideas put frth were recrded during the meeting and the grup will cntinue t cntribute additinal thughts and refine ideas thrugh the end f June. V. Cmments and Questins Received frm the Public Cmment n efficiency in the principles: Including EROI (nt prk-barrel) and EREI (efficient use f resurces fr a task) wuld bth steer the principles twards gd stewardship f bth natural and human resurces. Cmment n Objectives - 3rd bullet realistic & attainable... within timeframe ; I wuld be fine with an bjective which likely can nly be halfway met within the plan's timeframe. Mst wuld be willing t pay slightly higher csts if it des nt create lng term damage t the envirnment, sciety (families & cmmunities), and the infrastructure between them all. Affrdability is a clse 2nd t prtecting current & future resurces. Cmment n strategy; Explre & implement multi-use energy streams (heat & pwer). Cmment n vehicle efficiency; Encurage develpment f rbust public transprtatin especially synthetic fuel r electricity pwered. We listened t the past discussins and reviewed the meeting ntes. Based n ur review, we wanted t highlight a few things specifically related t energy efficiency in Iwa. The energy efficiency-related prvisins f the energy plan shuld build ff f the past and current efficiency prgramming successes. Energy efficiency is the cheapest energy resurce in Iwa, at an average f $19 per megawatt hur. New natural gas and cal-fired pwer plants are three times 2

3 Energy Efficiency and Cnservatin Wrking Grup mre expensive, as seen in the graph t the right. Wind generatin is mre than twice the cst f energy efficiency. Iwa is currently a reginal leader in energy efficiency prgrams, specifically in industrial efficiency. In additin t energy savings, energy efficiency investments imprve business cmpetitiveness, save cnsumers mney n their bills, and make hmes and businesses mre cmfrtable places t live and wrk. Energy cdes are a crucial part f achieving energy reductin and shuld be cnsidered part f the Iwa Energy Plan. It is imprtant t keep the cdes strng and cntinue striving fr greater efficiency t keep buildings healthy, high-quality, and affrdable t perate. Tracking energy use is a key first step t energy reductin in buildings. MEEA supprts benchmarking practices and disclsure rdinances as methds t measure, evaluate and help achieve energy savings in buildings. Histrically ptin benchmarking plicies get lw participatin and lwer energy reductin than mandatry benchmarking practices. Free benchmarking sftware is readily available. Utilizing utility financing, such as with the CANDi prgram in Illinis, can assist with energy cde cmpliance and lead t deep energy savings. In the mst recent meeting, yu cnsidered the fllwing Draft Visin Statement fr the wrking grup: The Iwa Energy Plan will set ut Iwa s pririties t ensure energy affrdability, reliability, and predictability fr all thrugh encuraging ecnmic grwth and imprve Iwa s envirnment fr years t cme. The plan will leverage the state s renewable energy successes and prmte innvatin. After reviewing this statement, we suggest the fllwing: a) The visin statement shuld be mre clsely tied t energy savings and reduced need fr new generatin due t csteffective energy efficiency. b) It shuld be clear that energy efficiency can and shuld be the starting pint t achieving affrdability, reliability and predictability. During the April 5th meeting, the ntes mentin that a list f current efficiency prgram fferings shared acrss utility territries will be shared with the wrking grup can this list als be made available t the public?
