EU is active, but need to speak with one voice The Internal Market Review and final conclusions of the Sectoral Competition Enquiry The Action Plan on Energy Efficiency Strategic Energy Review The long-term Renewables Road Map and Renewable Electricity and Biofuels Reports The Communication preparing a Strategic Energy Research Plan The Priority Interconnection Plan The Communication on Sustainable Fossil Fuels The Nuclear Illustrative Programme of the Commission (Communication on Nuclear Energy) Samuele Furfari, European Commission, DG TREN 2
New Renewables Policy Increase share of renewables in EU energy mix from 6.5% today to 20% by 2020; Binding overall renewables target for each Member State; Minimum 10% biofuels in each Member State. Proposals for legislation on targets and followup mechanisms under preparation. Samuele Furfari, European Commission, DG TREN 3
The REN directive in preparation (1) Fix MS targets Request MS to provide sector targets Remove barriers Administrative barriers Internal market of appliances raw material Harmonised certification schemes sustainability scheme for biofuels. Samuele Furfari, European Commission, DG TREN 4

Not all equals by nature! + Urban and agriculture wastes Samuele Furfari, European Commission, DG TREN 6
The sleeping giant among renewable energies More renewable energies and biomass in EU (EU Council of 24/25 March 2006) The Commission adopted a Biomass Action Plan (Dec 2005). On 14 February 2006 the EU Parliament adopted the own initiative report of Mrs Rothe with recommendations to the Commission on H&C from renewable sources of energy. Samuele Furfari, European Commission, DG TREN 7

Heat pumps Heat pumps will be part of this directive Issue Is ambient air a renewable source of energy? But provided that Need to meet the minimum requirements of the coefficient of performance established in Ecolabeling /Ecodesign Samuele Furfari, European Commission, DG TREN 9
Renewable energies? Yes! But with EE! Without a strong policy on energy efficiency, it will not be possible to reach the target on RES 20% improvement of EE Member States to ensure full implementation of energy efficiency EEAP National efficiency plans Samuele Furfari, European Commission, DG TREN 10
Energy Efficiency Action Plan The EU Energy Efficiency Action Plan (EEAP) adopted on It contains about 75 actions There will be national EEAPs for 2007 and every 3 years thereafter Samuele Furfari, European Commission, DG TREN 11
75 actions of the Energy Efficiency Action Plan Dynamic energy performance requirements for energy-using products, buildings and energy services Energy transformation sector (cogeneration) Transport sector Financing energy efficiency, economic incentives, pricing Changing energy behaviour (including education, training and labelling of appliances) Energy efficiency in foreign and trade policies, partnerships Samuele Furfari, European Commission, DG TREN 12
CHP/DH in Energy Efficiency Action Plan CHP is included in the EU EEAP: - improved definitions - requirements - standards - Guarantees of Origin use of waste heat and for quality district heating Samuele Furfari, European Commission, DG TREN 13
One interesting way forward Biomass Cogeneration Structural funds District heating Importance of local authorities Samuele Furfari, European Commission, DG TREN 14
Fundamental role of Regions Objectives Making elected regional, island and local representatives more aware of energy issues. Implementing an energy management policy, focusing particularly on promoting local (renewable) energies Creating local competence Convince to stop to say no Means to achieve them The Commission is helping set up small local associations and advisory bodies with the support of the local authorities. Over 300 agencies are funded in the context of subsidiarity. Samuele Furfari, European Commission, DG TREN 15
More than 350 Local and regional energy Agencies in Europe Samuele Furfari, European Commission, DG TREN 16
Steep increase in energy consumption in maritime regions Sharp growth in energy demand (economic growth) particularly for electricity (Air conditioning). Air and sea connections, with a clear tendency to favor speed. Large seasonal fluctuation due to tourist development (sometimes by a factor of 4 to 5). New requirements linked to tourist activities and to an increase in the standard of living. Waste management Samuele Furfari, European Commission, DG TREN 17
The Maritimes Regions' authorities ought to pay the greatest attention to energy matters... Management of public services (minimising costs) Transport (improving access to public transport and environmental protection) Social actions (fuel poverty concept) Space management (electricity, gas and heating networks) Waste management (energy recovery and limitation of environmental impact) Improving the quality of life (for local people and tourists) Samuele Furfari, European Commission, DG TREN 18
Maritime Regions have a unique potential for renewable energies Maritime regions are endowed with a considerable and unique potential which make them the territories most well provided with natural energies in the Union including: Wind Solar (Mediterranean) Wave (Atlantic and North) Biomass (North and outermost islands) Geothermal (outermost islands and the Mediterranean) Waste. Samuele Furfari, European Commission, DG TREN 19
Energy supply World market Governments Multinationals enterprises Renewable energies Local energies Energy Demand Regulation Citizens Regional/M unicipals authorities Environmental legislation: protection of air and waters Samuele Furfari, European Commission, DG TREN 20
From confrontation to balance We will need more Coal Oil Nuclear Gas (LNG) Renewable EE Resolution of EU Parliament (M. Reul) 24 October 2007 EU will need much more fossil fuels and more nuclear = 80 or and Samuele Furfari, European Commission, DG TREN 21
