DuPont Chambers Works and Secure Environmental Treatment DuPont Chambers Works Site November 10, 2004
DuPont Chambers Works Information Entire property is 1,440 acres; manufacturing area covers 700 acres Plant is 87 years old (since 1917) Formerly manufactured Dyes, Freon, TEL Teflon was invented here Approximately 1200 employees Currently manufacture about 600 products including: Suva Refrigerants Stain blocking agents Chemical intermediates Polymers Agricultural chemicals 2
Secure Environmental Treatment (SET) facility Located at Chambers Works site in Deepwater, N.J. Operating since 1974, accepting commercial streams since 1979 Capacity: Safely, effectively treat 40 million gallons of wastewater per day SET complex is approximately 40 acres The PACT (powdered activated carbon treatment) process was developed by DuPont for Chambers Works and is the world s largest commercial PACT system Under permits from U.S. Environmental Protection Agency (EPA) and N.J. DEP 3

SET: Unique Wastewater Treatment Process 7
Primary System The Primary System neutralizes the acidic waste streams, pretreats outside wastes, precipitates out heavy metals, adds polymer to assist in settling of solids, and removes sludge prior to secondary treatment. 8
SET: Unique Wastewater Treatment Process 9
Secondary System In the Secondary System, bacteria, carbon, and air come together to begin the biodegradation of the organics in the waste streams. Some non-biodegradable organics are adsorbed on the surface of the carbon in secondary. 10
Tertiary System The Tertiary System further treats the wastewater stream by biodegradation and carbon adsorption. The quality treated effluent from tertiary is then mixed with cooling waster at the outfall and discharged into the Delaware River. 11
Secure Landfill Solids from Secondary and Tertiary are filtered through a filter press and landfilled at Chambers Works secure landfill.

DuPont Chambers Works - Municipal Waste Collaboration DuPont Chambers Works Environs North Salem County South Salem County Chambers Works Carney s Point Pennsville Alloway Penn s Grove Oldmans Woodstown Salem Comments CW s aqueous capacity and location allow it it to operate as an integral part of the municipal waste system. It It is central to 6 municipalities, all of which are near or at their aqueous waste capacity The proposal is for CW to accept aqueous waste from these municipalities, in a staged process The municipal waste is low concentration, which DuPont can effectively treat Inclusion of CW into the regional waste plans actually reduces the overall environmental footprint of the community Phase 1 Phase 2 Phase 3 Source: Farkus & Berkowitz Hazardous Waste Industry Report,
DuPont Chambers Works - Municipal Waste Collaboration Municipal Waste Water Disposal Process Comments DuPont SET is resource to local communities Model is based on avoided capital costs for municipalities and rate stability for the public Pre-treat & disinfect waste sewage water Input waste Sewage water BOD 250 ppm Municipality Hard piped to & metered at CW BOD 125 ppm DuPont Activated Sludge consumes suspended waste Output Clean Water BOD 5-8 ppm Plan in the first stage eliminates 2 discharges to the Delaware River and combines with one highly regulated outfall At maximum flow, the municipal service option only uses 3-4% of CW hydraulic capacity; DuPont capacity can treat combined sewer flow at peak hydraulic rates Fits within the permits for and endorsed by: Delaware River Basin Commission NJ Dept. of Environmental Protection NJ Governor s office Allows Salem County to expand its infrastructure within an existing industrial corridor, protecting wetlands that otherwise be the site of future expansion Source: Farkus & Berkowitz Hazardous Waste Industry Report,
