1 TERMS OF REFERENCE (ToR) NATIONAL CONSULTANT FOR ASSESSMENT OF TECHNICAL ASPECTS OF THE NSP INVESTING IN GRID-CONNECTED SOLAR PV IN THE GAMBIA GENERAL INFORMATION Services/Work Description: Execution of specific activities in the Detailed Preparatory Phase of the Investing in Grid-Connected Solar PV in The Gambia project related to the assessment of technical aspects of the proposed NSP. INVESTING IN GRID-CONNECTED SOLAR PV IN THE GAMBIA National Consultant Project/Program Title: Post Title: Duty Station: Banjul Duration: Upon signature to 15th August, 2018 Expected Start Date: Upon signature (tentatively 12 th March, 2018) Expected End Date 15 th August, 2018 I. BACKGROUND/PROJECT DESCRIPTION The NAMA Facility was jointly established by the German Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB) and the UK Department of Business, Energy and Industrial Strategy (BEIS) to provide support to developing countries and countries with emerging economies that show leadership in tackling climate change and that want to implement transformational country-led Nationally Appropriate Mitigation Actions (NAMAs). In 2015, the Danish Ministry of Energy, Utilities and Climate (EFKM) and the EU Commission joined the NAMA Facility as new Donors. BACKGROUND INDIVIDUAL PROJECT COORDINATION This NSP is based on the NAMA Rural Electrification with Renewable Energy in The Gambia and the Feasibility Study for Grid-Connected Solar Power Generation in The Gambia, which were developed in 2015 and 2016 with the support of UNDP. The NSP outline further builds on an independent expert assessment for Grid-Connected Solar PV in The Gambia, facilitated by the NAMA Facility. The aim of the NSP is to support financing of grid-connected renewable energy Independent Power Producers (IPPs), which will be supplying electricity based on renewable energies (solar PV) into the six (4 of them interconnected) regional electricity grids. The targeted capacity is at least 12 MW solar energy with the option to increase the capacity in the future as the program and financing is ramped up. The projects supported through the NSP will generate around 18,000 MWh of electricity from solar PV and will increase the share in renewable energy production in the regional grids to 43%. In the NDC, The Gambia commits to a reduction in overall emissions of 44.4% by 2025 and 45.4% by The projects therefore help in achieving the NDC target of The Gambia within the first NDC cycle. The Detailed Preparatory Phase (DPP) is to result in the NSP concept ready for implementation. Page 1 of 5

TASKS of the International Consultant The national consultant/expert should be able to carry out the following minimum functions he/she; Collecting relevant information for the assessing of the alignment of the NSP tendering procedure with existing tendering procedures by the international energy expert; Demonstrate alignment and the linkages between the NSP with the most recent national electricity road map that is developed by the Ministry of Petroleum and energy; Conducting on the ground data collection for the international technical energy expert for feasibility assessment and dimensioning of solar PV additions in existing regional grids; Arranging meetings as and when necessary with key stakeholders for the international team of consultants. III. DELIVERABLES AND TIMEFRAME The duration of the individual project will commence upon signature and last for a period of approx.. 4 months. Deliverables Submission of report on linkages between NSP and recent national electricity Road Map Collection, submission and approval of all relevant technical grid-data from the existing regional grids (in coordination with International Expert) Submission of draft tendering document in alignment with the PPA (in coordination with International Expert) Submission of final tendering document in alignment with the PPA (in coordination with International Expert) Due date of final drafts 31 May June July August 2018 COMMUNICATION UNDP is leading coordination of the detailed design phase and will provide day-today supervision of the assignment through the UNP CO Team Leader and the Climate Change Technical Advisor in New York. The consultant will report to the Team Leader on all aspects of the assignment. Page 2 of 5

3 Annex Price sheet IV. QUALIFICATIONS of the Successful Individual Contractor (IC) a. Academic Qualifications: University degree in Energy/Renewable Energy, Electrical Engineering and/or any other related discipline Years of experience: b. Minimum 7 years of experience in the field of Renewable Energy, Electrical Engineering is an asset. c. Familiarity with existing Power Purchase agreements in The Gambia and the proposed tendering mechanisms; d. Familiarity with national energy sector, in particular the most recent national electricity road map is a must. Competencies: Solid analytical and conceptual skills Willingness to do field visits to source data as necessary. Language and other skills: Excellent knowledge of English language, including the ability to set out a coherent argument in presentations and group interactions; Excellent oral and written communication skills in English. Capacity to communicate fluently with different stakeholders (civil society, government authorities, local communities); and Computer skills: full command of Microsoft applications (Word, Excel, PowerPoint) and common internet applications will be required. Criteria for Selection of the Best Offer A combined Scoring method will be used to select the best offer, where the qualifications and methodology will be weighted for 70%, and combined with the price offer which will be weighted for 30%. CRITERIA FOR SELECTING THE BEST OFFER Criteria University degree in Energy/Renewable Energy, Electrical Engineering and/or any other related discipline Percentage weight 10 Notes Experience in the field of Renewable Energy (Electrical Engineering is an asset). 30 At least 7 years of relevant work experience required. 15 Familiarity with existing Power Purchase agreements in The Gambia and the proposed tendering mechanisms; Familiarity with national energy sector, in particular the most 35 recent national electricity road map. Total (technical score) 100 Upon the advertisement of the Procurement Notice, qualified Individual Consultant is expected to submit both the Technical and Financial Proposals. Accordingly; Individual Consultants will be evaluated based on Cumulative Analysis as per the following scenario: Responsive/compliant/acceptable, and Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. In this regard, the respective weight of the proposals are: a. Technical Criteria weight is 70% b.
