2 Introduction 2 The processes of extraction, conversion and utilization of energy is prone to wastages The consequence of such wastage include Environmental degradation Faster depletion of energy resources Increased cost of energy products and services The concept of Sustainable development therefore dictates that deliberate effort be made to promote efficiency in the production, conversion and utilization of energy

3 History of Efficiency in Nigeria 3 The national Energy Policy and the draft energy masterplan contains basic policies and strategies for energy efficiency and conservation In specific terms the policy provides for: The promotion of energy efficiency and conservation in industrial, residential and transport sectors. Designing a National Programme on Industrial Energy Efficiency and Conservation in collaboration with MAN and experts in higher institutions and research centres Introduction of fuel efficiency labelling programme in the transportation sector for various vehicle types Establishing Codes and Standards for energy efficiency and and conservation technologies Enforcing the Codes and Standards

4 Drivers of Nigerian Energy Eficiency Programme 4 The main objectives driving the national energy efficiency programme are ensuring the prudent exploitation of the nations nonrenewable energy resources enhancing energy security and self-reliance reducing the cost of production of energy dependent goods and services reducing adverse impacts of energy utilization on the environment

5 Current Situation 5 Energy utilization in Nigeria is far from efficient Forest and woodland reserves are being depleted for heating and cooking purposes using stoves of efficiency less than 10% The result include soil erosion, desertification, microclimate change, etc. Oil extraction process include a lot of waste in the form of spillage resulting in serious environmental problems Serious pollution due to inefficient use of fossil fuels is affecting our major cities, leading to negative consequences on agriculture, water supply, forest resources, sea level rise, health, etc.

6 Current Situation 6 Continuous flaring of large volumes of natural gas in the oil fields of the Niger Delta is worsening the situation. Emission from inefficient transport vehicle are sources held hazard in major cities Inefficient electrical appliances(lighting, refrigeration, air conditioning, motors, fans, etc), especially in the residential, commercial and industrial sectors in the face of inadequate supply has aggravated the demand-supply imbalance Energy Efficiency regulations are currently absent in the country

7 Action Taken So far 7 Energy Commission of Nigeria has developed a draft national Energy masterplan which contained specific action plan for promoting energy efficiency in t he country Have conducted in collaboration with UNDP energy audit workshop in textile industry, commercial and institutional buildings Energy Conservation Research Centre has recently been established at University of Lagos by the ECN A pilot CFL programme is on-going anchored by ECN in collaboration with ECOWAS and Cuban Government to replace 1million incandescent lamps with CFL

8 Action Taken So far 8 In the Power sector, NERC has initiated some processes towards developing energy efficiency regulation Specifically, NERC is currently developing Energy efficiency labelling standards for domestic appliances Energy efficiency standards for luminaires, Air Conditioners and other household appliances

9 Barriers to Policy implementation 9 Ignorance and low level awareness Non affordability Lack/absence of R&D Lack of Govt. commitment Lack of economic incentive Unreliable electricity supply

10 Barriers to Policy implementation 10 Low level of quality control and standards Corruption Lack of human capacity Lack of legal framework Lack of enforcement Unconcerned attitude of the rich Lack of accurate data on consumers Non availability of EE products

11 Way Forward 11 Educating the Public Promoting awareness Ensuring the importation of EE appliances Encouraging the production and use of EE appliances Promoting R&D activities in EE and conservation Provision of subsidies and incentives in support of production of efficient appliances Mandatory reporting of energy consumption as part of requirement for annual production activities of quoted company
