A03) from downstream Beach Blvd. including undercrossing to downstream I -5 Freeway. This channel was constructed in the (1960s and 1995) designed to convey the 25-year storm event and is hydraulically deficient. This channel segment is in a FEMA Special Flood Hazard Zone AO and Zone AH. The existing geometric of this channel is a trapezoidal reinforce-concrete lined channel, 15-feet base width, 12.2-feet high and 1.0 side slope; 20-feet base width, feet height, and 1.0 side slope under the Southern Pacific Rail Road crossing. There are three bridges within this segment; Beach Blvd, Stanton Avenue, and Southern Pacific Railroad. The ultimate improvements will be designed to convey the 100- year storm event. It includes constructing a vertical reinforcedconcrete channel, 37.5-feet width, 17-feet height, widening the undercrossings at Beach Blvd to 31 feet; the existing Stanton Ave needs to be retrofitted; no need to encase bridge piles, can accommodate the ultimate improvements; length is approximately 2,128 feet. Goals/Objectives: 1 of 5

A03) To increase the level of flood protection for the residents within the A03 flood plain by reducing or eliminating potential for personal injury and property damage due to flooding. Improve this reach of the flood control channel to be able to convey the 100-year storm design discharge and eventually reduce the FEMA Special Flood Hazard Area (SFHA) aka 100- year floodplain to containment within the channel, thus eliminating the high cost of obtaining mandatory flood insurance. Utilize a flood control improvement alternative that fits within the existing right-of-way constraints. Prioritize phasing of the construction of the proposed channel improvements to maximize benefits for the watershed. Need: The existing channel is deficient, capacity is 65% of a 25-year storm event. Need to construct improvements to convey 100-year storm event. Meets statutory eligibility gates of 2015 IRWM Grant Funding: IRWM Goals: Safely manage flood protection. Maintain quality of life. Entire Watershed The Fullerton Creek Watershed has a drainage area of 10,100 acres. It is within the A Watershed which has a drainage area of 52,107 acres. The OCFCD s goal and plans work towards FEMA & National Flood Insurance Program s (NFIP) efforts in protecting property and lives from the threat of flood damage from storms. When the project has been completed, the OCFCD submits a Letter of Map Revision (LOMR) to FEMA to revise Flood Insurance Rate Map (FIRM) to reflect the floodplain as removed or diminished to containment within the channel facility. The floodplain administrators, city(s), are also notified by FEMA for review/concurrence. The benefactors are residents and businesses from that community(s); Cities of Buena Park, Fullerton, Anaheim, and La Palma.
