2 Southern California Edison (SCE) Highlights One of the nation s largest electric utilities ~15 million residents in service territory ~5 million customer accounts 50,000 square-mile service area Significant infrastructure investments 1.4 million power poles 725,000 transformers 103,000 miles of distribution and transmission lines New investments largely driven by Public safety and reliability California s low-carbon policy objectives Distribution Resources Plan (DRP) Electric vehicle charging Energy storage Limited Generation Exposure SCE owns less than 20% of its power generation needs Future generation needs via competitive market 1

3 Energy Storage Background Energy Storage devices use mechanical, chemical, or thermal processes to store energy. Examples: batteries compressed air storage HVAC ice thermal storage electric vehicles pumped hydro Storage can be connected at any point on the electric grid Transmission Distribution side Storage can provide many services Energy shifting Ancillary services Reducing distribution load Voltage support and inertia 2

4 California Storage Policy Drivers California s increased use of renewable energy increases dependence on flexible natural gas generation to account for intermittency Storage is seen as the missing link to achieving more renewable energy while reducing California s dependence on fossil fuel generation California Public Utilities Commission (CPUC) goal for investor-owned utilities: procure 1,325 megawatts of storage by 2020; SCE s share is 580 megawatts CPUC guiding principles for storage: Grid optimization Renewable integration GHG reduction 3

Instead, the focus is on using storage to fulfill a variety of grid functions. Flexibility between Transmission and Distribution buckets is allowed up to 80% in either direction, and surplus side storage can count against the T&D targets, up to 200% of the side target 4

7 Options for Obtaining Storage The utilities have many options to obtain energy storage to meet their targets: Biennial Storage RFOs Bilateral Contracts Utility-Owned Storage Programs Other Solicitations Utilities solicit energy storage bids in biennial competitive solicitations, aka Request for Offers (RFO), i.e., in 2014, 2016, 2018 and 2020 Allowed only for unique and beneficial opportunities and special circumstances Includes direct negotiations with storage developers or technology vendors Requires CPUC approval CPUC allows UOS to be pursued instead of RFOs under certain circumstances (distribution reliability, expansion at utility-owned facilities, etc.) Utilities can own up to half of total target Self- Generation Incentive Program (SGIP) and Permanent Load Shift Programs (PLS) Potential for new customer programs Local Capacity Resources (LCR) RFO Renewables Portfolio Standard (RPS) RFP Preferred Resources Pilot (PRP) RFO Aliso Canyon Energy Storage RFO Other RFOs 6

8 Status of SCE s Storage Target Fulfillment SCE s storage portfolio is comprised of a variety of projects from wholesale procurement activities (Local Capacity Resources RFO, 2014 Energy Storage RFO, Aliso Canyon Energy Storage RFO, Preferred Resources Pilot RFO #2), SCE s Demonstration Projects, and Incentive Programs Program rules allow for flexible transfer between Transmission, Distribution and buckets To date, SCE has signed up more than 400MW of energy storage capacity Almost twice the amount required to comply with the CPUC s targets through 2016 Given program rules, SCE s remaining energy storage procurement to comply with the CPUC s targets must be in the Transmission and Distribution connected domain 7

10 SCE S ENERGY STORAGE PROCUREMENT 2013 LCR RFO 100 MW of in-front-of-the-meter Energy Storage on the Transmission domain, and MW on the domain. Energy storage technologies include utility-scale batteries, behind the meter resources, and non-battery storage alternatives Energy Storage RFO 16.3 MW of RA-Only Energy Storage, connected to the Distribution Grid Domain. Aliso Canyon Energy Storage ( ACES ) RFO 27 MW of Energy Storage including 5 MW as a bridge to an existing contract. ACES RFP Design, Build and Transfer ( DBT ) 20 MW of Utility Owned Storage. Peaker Enhanced Gas Turbine ( EGT ) Upgrade 4.3 MWh/10 MW of storage with existing combustion turbine. LCR RFO Moorpark - Goleta Resiliency 0.5 MW in-front-of-the-meter storage project Preferred Resources Pilot ( PRP ) 2 A variety of Energy Storage products were procured in SCE s Preferred Resources Pilot 2 Solicitation 9

11 SEVERAL OPEN ISSUES REMAIN REGARDING FUTURE ENERGY STORAGE PROCUREMENT Examples: How will the CAISO operate storage systems? How will they use state of charge in their dispatch decision? How will station power and idle loss power be measured? How will multiple-use storage work, especially BTM storage? When can it count toward CAISO s Resource Adequacy requirements? When can the distribution operator use it? What are the consequences in CAISO markets if there is a circuit constraint and the system cannot charge? How should a technology that has not been fully integrated into the CAISO markets be valued and contracted for? 10

12 Conclusion SCE is committed to integrating energy storage devices into its electricity grid and utilizing the potential of this promising technology in meeting California s environmental and climate goals 11
