3 Basic Design for renewable energy Project for introduction of clean energy by solar electricity generation system in Arab Republic of Egypt Egypt JICA Project Period September 2009 May 2010 Recently, the increasing demand of energy in Egypt has to be taken into account in preparing well be planned electricity equipment and facilities for sustainable and safer electricity supply. Meanwhile, domestic oil and natural gas resources play an important role in both power generation and foreign currency balance of Egypt. According to an estimate, they will be totally used for increased electricity demand by rapid economic development. As for countermeasure for climate change, Arab Republic of Egypt is one of the Non-Annex countries of the Kyoto Protocol. Also the New and Renewable Energy Authority ( NREA ) was set up to drive renewable energy, targeting promoting changeover of energy sources from oil to cleaner energies. Hence, a new scheme of grant aid, the Program Grant Aid for Environment and Climate Change ( GAEC ) was also created by the Government of Japan as component of this financial mechanism. An application for GAEC with its targets of introducing and procuring equipment for a grid connected Solar Photovoltaic (PV) system and technical assistance for operation and maintenance was submitted by Egypt in April As candidate sites, Egypt-Japan University of Science and Technology (E-JUST) was included in the request. Outline of Grid Connected PV System Planning OC Global conducted site surveys to clarify the request components and on-site situation. In the following analysis in Japan, showcase effect, security, sustainability, grid connectivity, capability of operation and maintenance of the PV system and effect on PV modules by sun shadow were evaluated as to impact on feasibility. 4 Project Period Basic design, detail design, Tender Assistance and Construction Supervision Project for Introduction of Clean Energy by Solar Electricity Generation System in the Republic of Nicaragua Nicaragua Japan International Cooperation System (JICS) August 2010-December 2010 (Design Phase), January 2010-January 2012 (Construction Phase) Recently, the demand of energy in Nicaragua is increasing, but generating power has a shortfall due to steeping rise in fuel prices and shortage of electricity supply. Sustainable and safer electricity supply has been a priority issue for the Government of Nicaragua since According to Ministry of Energy and Mines, the total power generation is 3,341.1 GWh and 75% of total power generation is covered by thermal power generation. The estimated annual growth rate of total electricity demand on average was 3.92% from 2010 to Hence, the Government of Nicaragua aims to achieve sustainable economic development, targeting promoting changeover of energy sources from oil to cleaner energies. The plan of increasing capacity of power generating facility in Nicaragua is to generate MW from renewable energy from 2011 to This means that 82% in total power generation is to be covered by renewable energy. To be of assistance, the Government of Japan established a new financial mechanism, Cool Earth Partnership, on the scale of US$10 billion. Through it, Japan will cooperate actively with developing countries' efforts to reduce emissions by enhancing energy efficiency. As a part of this mechanism, a scheme of grant aid, the Program Grant Aid for Environment and Climate Change ( GAEC ) was also created by the Government of Japan. GEEC aims to introduce a project of solar power energy development. The aim of this preparatory study is to formulate an appropriate cooperation plan and to prepare a concrete project to install a grid connected Solar Photovoltaic (PV) system in Nicaragua for reducing greenhouse gases. OC Global formulated the basic and detail design for the grid connected PV systems. As for the procurement and installation of the equipment for the PV system for the Project, it is planned to install necessary equipment for the 24.9kV grid-connected (with reverse power flow) PV system. This project is expected to provide best practice of PV systems in the Cool Earth Partnership as well as apply advanced Japanese technology and promote development of alternative energy. 5 Basic Design for renewable energy The Project for Introduction of Clean Energy by Solar Electricity Generation System Georgia JICA Project Period August December 2010 Problems addressed by the Project Recognizing that physical, human, and social disasters brought about by ecosystem destruction and meteorological disasters are due to climate change, Georgia sees climate change as one of its top priority agendas. Georgia ratified the United Nations Framework Convention on Climate Change (UNFCCC) in 1994 and Kyoto Protocol as one of the Non-Annex I countries in Later it established the National Research Center to start formulating policies on the climate change in In January, 2003, the National Agency on Climate Change (NACC)which belonged to the Ministry of Environment of Georgia was designated as a Designated National Authority (DNA) of Georgia to handle clean development mechanism (CDM). The Ministry of Energy and Natural Resources of Georgia became the current DNA as of December The main power generation methods in Georgia are Hydropower (Approx. 90%) and thermal power (Approx. 10%). According to statistics, annual power generation in 2010 came from base load plants (6,525.4 GWh), seasonal plants (2,842.3 GWh) and thermal power plants (678.6 GWh). In terms of both energy policy and security guarantees, energy sector reform has been an important task in Georgia. That is due to growing need for commitment to international standards and its import situation whereby Georgia has to turn to neighboring countries for almost all of the fuel for thermal power generation. In fact, there was a temporary stop of natural gas supply due to pipeline damage in In response to this accident, Georgia has made and declared its plan of energy independence. This project, as a pilot project, is to introduce a grid connected PV system aiming at contribution to both reduction in greenhouse gas emission and stable energy supply. 6 Feasibility study Study on the Development Project in the Bangkok Airport Area Thailand Ministry of Economy, Trade and Industry (METI) Project Period September 2012 February 2013 Core business of the Project Project Map Thailand has been working on developing the automotive industry with a goal of becoming the Detroit of Asia. In recent years, it s been shifting to electrical components of automotive parts, the so-called car-electronics. Also, industrial estate that underpins high value-added industry and where mainly Japanese companies operate are essential to produce high-tech parts and car electronics. In addition, power consumption has been increasing at an annual rate of 4.4% in Thailand. This indicates that electric power may be in short supply in the future. The Thai government's policy defines the use of renewable energy as a key measure. Therefore, the government is focused on smart grids, green technology, eco-industry town concept, development of green technology and environmentally-sensitive industrial parks and estates. To boost economic growth in East Asia, and to demonstrate Japan's presence, it is vital to make detailed suggestions and offer cooperation for the development of smart communities, led by Japanese technology. This project is aimed to realize industrial-park type smart community in Thailand. The business model for this project is considered based on the utilization of the IPP and the Small Power Producer (SPP) programme which gives incentives and power purchase guarantees to eco-friendly power generation projects. The main purpose of this project is to improve the environment through mitigating climate change and air pollution, reducing waste generation, etc by introducing a large number of technologies that can contribute to a reduction in greenhouse gas emissions by reducing the consumption of energy. We carried out the following work: Study on support contents of Feasibility Study (F/S) and EIA survey Consultation and coordination on the support contents between the government of Thailand and the government of Japan Fund procurement Land acquisition Basic design and construction planning Estimated Benefit Energy-saving type SPP employed in this project is expected to reduce energy consumption by 15% compared to conventional SPP. When comparing energy-saving type SPP in this project to conventional coal-fired power generation, oil-fired power generation and gas combined power generation, under conditions of output 140MW, operating 24 hours 365 days, CO2 reduction of the targeted SPP is estimated to be at most 250,000t (versus coal-firing), and at least 87,000t (versus gas combined), proving that this project is meaningful in terms of countermeasure for global warming.
7 Feasibility Study The Kingdom of Thailand Preparatory Survey For Industrial Estate Development Project Thailand JICA Project Period January 2015 June 2016 The specification of standards and criteria for Eco Industrial Estate The future Smart City Concept from an Industrial Estate Industrial Estates in Thailand Manufacturing industry leads the national economy in Thailand, with the secondary sector including the automotive industry, IT, and mechanical and chemical products, comprising around 50% of the nominal GDP. The total export amount of the nominal GDP is 60%,with the automotive industryas the main component that leads the national economy (the production volume in 2012 was 2,480,000 units, which makes it the world s 9th leading manufacturing country in the global automotive industry). Under this economic circumstance, Japanese companies are highly demanded; 4,000 companies that are known of have advanced to Thailand. Industrial estates support Japanese manufacturing activities. Survey Purpose The purpose of the project was to develop an Industrial Estate-type which conducts all-in-one operations for construction, operations, and maintenance of utilities as an outsourcing business. This allows energy efficiency, which is the main problem to be solved in Thailand and provides a high-quality infrastructure service to contribute to the country s industrial development and support SMEs to start new businesses in Thailand. In addition, the project also considered transportation and human resources development services to solve the issues of Thai industrial estates in order to achieve an Industrial Estate-type. Business Model In this survey, the following services were studied for factories in an Industrial Estate. 8 Project Period Project formation research International Demonstration Projects for System for Industrial Park in Iskandar Malaysia Malaysia Ministry of Economy, Trade and Industry (METI) Currently, the Government of Malaysia established Malaysia Plan-10: for charting further economic growth. Project location (indicated in Orange) Malaysia needs to conduct necessary deregulations and foster competitive industry by improving the quality and efficiency of energy infrastructure for reducing the cost of energy as well as securing human resources to perform maintenance for attracting further foreign investment In particular, overall development is proceeding at Iskandar in the south of Johor. According to the Iskandar Regional Development Authority (IRDA), the total investment achieved will be 23.6 billion dollars by Iskandar is required to install energy infrastructure efficiency with high stability for further development. Therefore, an industrial park in Iskandar is required for high-quality infrastructure services which will consist of backup power supply, high-quality power supply, using waste heat, efficient localized air conditioning, energy saving equipment as well as securing human resources for conducting appropriate management, maintenance. Iskandar Regional Development Authority (IRDA) 9 strategies for Iskandar development According to NNA2012, more than 70 Japanese companies already are located in an industrial park in Iskandar. And more than 90% of Japanese companies located in Malaysia are interested in investing Iskandar. In particular, same data mentions that an increased number of manufacturing industries located in Iskandar are the most interested Japanese companies located in Malaysia and Singapore. On the other hand, slow installing of infrastructure including energy facility and the lack of human resources which includes maintenance are pointed out as a matter of concern.therefore, Iskandar needs to address these concerns quickly with public-private collaboration This project has been planned to install high efficiency localized air-conditioning employing the following concepts. First, we apply Japanese high efficiency technology. Secondly, establishing a business model which consists of energy infrastructure service to contribute to becoming an eco-friendly industrial park. Thirdly, we make an operating model to develop human resources for keeping sustainability in this project. This project aims to expand the following businesses as final goals. Energy supply in industrial business by gas combined cycle cogeneration Localized air conditioning business Energy management business Energy saving consulting business Lease and operation of high efficiency, saving energy equipment business Developing human resources business for maintenance of infrastructure in the industrial park. 9 Feasibility Study Study on Transportation System of Energy Supply-Demand Mitigation Type Bandung, Republic of Indonesia Private Project Period November 2013 March 2014 In May 2011, the government of Indonesia published The Master Plan for Acceleration and Expansion of Indonesia Economic Development (MP3EI) as a middle term development plan to In addition, the government of Indonesia and the government of Japan signed a Memorandum of Cooperation for Metropolitan Priority Area for Investment and Industry (MPA) plan. This is a cooperation scheme for improvement of investment environment in both soft and hard areas. Bandung is a hub and a connecting point in Economic Corridor of Sumatra and Java and a point of economic importance. While development and investment are expected to continue from now, environmental deterioration such as concentration of population along with rapid growth, automobile exhaust and industrial wastes are rapidly growing in Bandung. The following four requirements are expected for urban development in Bandung. (1) Public transportation (Transportation system with no additional load to the existing electricity grid) (2) Waste treatment (3) Public Housing (4) Public Payment In this project, feasibility study on Transportation system with no additional load to the existing electricity grid and energy supply-demand optimization in communities along railways and public buildings were executed. We carried out the following works: Consolidate issues pointed in the existing Bandung Traffic Master Plan Identify the other issues based on discussion with Bandung officers and site surveys Propose traffic solution for Bandung Expected Effect by Transportation Solutions Reduction of traffic congestion Less energy consumption Others Eco-friendly, environmental improvement Revitalization of local economy as a result of increase of people and distribution Reduction of economic loss Reduction of financial bear as a result of reduction of traffic accident
10 Feasibility Study Feasibility Study for Road Traffic Information System Utilizing Terrestrial Digital Broadcasting (ISDB-T) in the Republic of the Philippines Philippines Ministry of Internal Affairs and Communications of Japan(MIC) Project Period April March 2016 The rapid economic development of the Philippines has caused centralized population and heavy traffic congestion, especially in Metro Manila. National routes in Metro Manila are in good condition; however, 44% of the maintenance status of National Highways 1 and 2 are poor. In particular, routes are damaged seriously in the rainy season.moreover, it is difficult to repair and enlarge general roads due to gradually increasing population and number of road users in Metro Manila. In the future, traffic congestion in Metro Manila is expected to be more serious. Recently, the Philippine Government decided to adopt ISDB-T as the national digital broadcasting standard. ISDB-T is expected to contribute to the distribution of information such as traffic information, disaster information and e-learning contents. Hence, our feasibility study suggests a system for utilizing ISDB-T which provides road traffic information to car drivers by collecting location information. Individual and company expect these systems to reduce economic losses from traffic congestion by providing accurate traffic information and arrival time. This project aims to mitigate traffic congestion in Metro Manila through the dissemination of realtime traffic information utilizing probe-car data and ISDB-T (data broadcasting) OC Global will implement 4 studies: system model analysis, business model analysis, demand analysis, and demonstration. During the performance of the services, we delivered the following work: Metro Manila traffic network Formulation of system model Formulation of business plan Clarification of validity and effectiveness of the dissemination of real-time traffic information technology Demand analysis Demonstration by the system model formulated Additional Information We consider smartphone applications for providing traffic information. This application displays traffic information on a map screen on smartphone by receiving traffic information and distributing through ISDB-T. 11 Feasibility study The project for Low-Carbon City Development through the Introduction of Package-Style Woody Biomass Power Generation in Penang State, Malaysia Malaysia New Energy and Industrial Technology Development Organization (NEDO) Project Period January March 2015 The aim of this project is to establish a business model for package-style woody biomass power generation technology in Penang State, based on experience and successful examples under Kawasaki Model in Kawasaki City. Also, this project sells electricity generated by the biomass power plant to the electric power company and replaces a part of the national electricity generation as well as reduction of woody waste in Penang. The Project is expected to disseminate package-style low carbon technology with woody biomass power generation plant as a core technology component in Malaysia. Also, the Project is expected to contribute to GHG emission reduction in Japan, through the possible JCM Scheme between Japan and Malaysia in the near future.
