3 CONSTRUCTION SURFACE WATER MANAGEMENT PLAN SYDNEY ROAD RECLAIMED WATER PROJECT CITY OF PLANT CITY Note: The information provided is descriptive of the project and provides necessary and required information as outlined in the Stormwater Pollution Prevention Plan as described in SWFWMD and FDEP NPDES documents. All specific details for controlling surface water discharge including meeting specific time schedules are included in the accompanying technical specifications and will be the responsibility of the selected contractor for the City of Plant City. Willie Nabong, P.E., Public Works Director City of Plant City Date: 1.0 SITE DESCRIPTION a. Nature of Construction Activity: The project involves the construction of approximately 19,000 feet of 2-inch to 24-inch diameter reclaimed water transmission main, connection of reclaimed water service to 4 private customers, several crossings by jack and bore methods under culverts and roadways, and area restoration, all within Plant City Rights-of-Way and utility easements. The work will include furnishing and installing the new pipes, valves, fittings, connections, crossings, excavation, backfilling, compacting, testing, re-paving, disposal, restoration and maintenance of traffic in accordance with the project plans, City of Plant City specifications, complete and ready to use. The project is partially funded by the Florida Department of Environmental Protection (FDEP) and the Southwest Florida Water Management Department.(SWFWMD). 1
4 b. Major Soil Disturbing Activities. Excavation for trenching for utility work. c. Area Estimates: TOTAL PROJECT AREA: TOTAL DISTURBED IMPERVIOUS AREA: /- acres /- acres d. Runoff Data: Pre-construction: C = 0.30 through 0.95 During construction: C = 0.30 through 0.95 Post construction: C = 0.30 through 0.95 The soil in this project area is mainly Myakka fine sand with other soil varieties such as Pomello, Zolfo and Basinger sands. A geotechnical report was prepared for this project. e. Site Map: A USGS map is included for reference at the end of this document. More detailed views can be made with the construction plans. Drainage Patterns: Existing drainage characteristics within the project involve surface water sheet flow, ditch flow & pipe flow. The proposed design will not alter existing drainage patterns. Approximate Slopes: Slopes of drainage areas vary. Typical street slopes vary from flat to 1% and the grassy area slopes vary from 1% to 10%. Areas of Soil Disturbance: Areas of soil disturbance are within the Rights-of-Way of the existing streets. Easements have been obtained within the Walden Lake golf course and connection of the reclaimed water distribution mains to existing golf course ponds will be performed. Soil disturbance will be within the easements. Areas that may not be disturbed: No areas outside of the limits of construction shall be disturbed. Location of Controls: See Section 2.0 Controls 2
5 Areas to be Stabilized: All disturbed areas are to be re-paved, sodded or seeded to match existing conditions. Surface Waters (including wetlands): Erosion control measures to protect upland ditches and apparent wetlands and receiving waters are shown in Section 2.0 Controls. Discharge Points to Surface Water: No new stormwater discharge points are being developed in this project. All existing discharge points such as inlets and canals are being protected by erosion and sediment controls as described in Section 2.0 controls. Discharge of reclaimed water into two golf course ponds will be monitored and controlled by level-control discharge monitoring stations. A set amount of reclaimed water per day will be discharged as described in a permit application to the Florida Department of Environmental Regulation. Control will be by SCADA, a meter and totalizer and electrically-actuated valve, plus level control from a transducer measuring the pond level. Discharge to other waters of the state at the pond control weir structures will be measured also by the level control and discharge flow calculated using standard weir formulas. 2.0 CONTROLS a. Erosion and Sediment Controls Stabilization Practices: All disturbed grass or open areas are to be sodded or seeded and mulched. All stabilization practices shall be performed as soon as practical at locations where construction activities have temporarily or permanently ceased. Structural Practices: All structural practices shall be placed and/or constructed prior to construction activities that either directly or indirectly disturb stabilized areas. Locations of Baled Hay Ditch Blocks: See typical detail in the plans for placement of hay bales in accordance with current FDOT and City of Plant City practices. Locations of Baled Hay around Inlets: All proposed inlets and existing inlets within the construction limits shall be protected with baled hay. Location of Staked Silt Fence: Staked Silt Fence shall be placed along the R/W lines or at the toe of all ditch slopes. Floating turbidity barriers will be installed on open surface waters 3
6 b. Storm Water Management Surface water will be collected in existing swales and inlets and directed accordingly to existing outfalls. c. Other Controls Waste Disposal: The Contractor will provide litter control and collection within the project boundaries during construction activities. All fertilizer, or other chemical containers shall be disposed of by the Contractor according to EPA's standard practices as detailed by the manufacturer. No solid construction materials shall be discharged to wetlands. Off-site Vehicle Tracking: Loaded haul trucks shall be covered with tarpaulin. Excess dirt on the road shall be removed daily. Areas within the limits of construction shall be dampened with water as required for dust control. State or Local Regulations; The Contractor will adhere to all state and local regulations. Application of Fertilizers and Pesticides: Fertilizer and soil sterilizers will be used on this project in accordance with FDOT Specifications for Road and Bridge Construction, Section 982, in accordance with project specifications and with coordination with the Project Engineer. Toxic Substances: Toxic substances shall be disposed of by the Contractor according to the EPA's standard practices. Hazardous Materials: The Contractor shall not bring any hazardous materials onto the project. Should the Contractor require such for performing the contracted work, the Contractor shall request, in writing, written permission from the Project Engineer. The Contractor shall provide a copy to Plant City Utilities Operations Division at FAX (813) The Contractor shall provide Plant City with a copy of the Material Safety Data Sheet (MSDS) for each hazardous material proposed for use on the project. The Project Engineer shall coordinate with Plant City prior to issuing written approval to the Contractor. Because State law does not treat petroleum products that are properly containerized and intended for equipment use on the project as a hazardous material, such products do not need a MSDS submittal. Any known or suspected hazardous material found on the project by the Contractor shall be immediately reported to the Project Engineer, who shall direct the Contractor to protect the area of known or suspected contamination from further access. The Project Engineer is to notify Plant City (SEE ABOVE) of the discovery. 4
7 The City will arrange for investigation, identification, and remediation (removal) of the hazardous material. The Contractor shall not return to the area of contamination until approval is provided by the Project Engineer; Plant City will advise the Project Engineer. 3.0 MAINTENANCE The Contractor will be responsible for maintenance and repairs of erosion and sediment control devices, and removal of erosion and sediment control devices after the Notice of Termination. Maintenance and repair required for the control and abatement of erosion and water pollution shall be included in the Lump Sum bid for Sitework. The following practices will be used to maintain erosion and sediment controls: All measures will be maintained in good working order. If a repair is necessary, it will be initiated within 24 hours of report. All pollution controls shall be maintained at all times. Built up sediment will be removed from staked silt fence and staked turbidity barriers when it has reached one-third the height of the fence or barrier. Hay bales shall be replaced when they have served their usefulness so as not to block or impede storm flow or drainage. 4.0 INSPECTION Pollution control measures shall be inspected daily. Written documentation of inspections shall be written within 24 hours of a rain event of 0.50 inches or greater, or at a minimum of every seven calendar days. 5.0 NON-STORMWATER DISCHARGES Dewatering, if necessary, will be discharged into temporary settling areas, areas of stabilized swales on site, prior to discharge into United States waters. The Contractor will provide Plant City with an erosion control plan that will include spill reporting and response. If contaminated soil or groundwater is encountered, contact the Project Engineer. See Technical Specification 02240, Dewatering, for additional information. 5
