Water Conservation Rebate Tax Parity Act legislation to amend the Internal Revenue Code of 1986 to expand the exclusion for certain conservation subsidies to include subsidies for water conservation or efficiency measures and storm water management measures. Denham in 2016, and it is similar to provisions in Title II of H.R. 291, by Rep. Napolitano in The bill would allow financing similar to WIFIA for Reclamation projects. Energy consumers already enjoy a congressional authorized tax exempt status for energy conservation rebates. This bill would support tax parity by clarifying tax-exempt status for both energy and water conservation rebates. H.R.857 would benefit Metropolitan by eliminating reversionary interest in the lands the District acquired for construction and operation of the Colorado River Aqueduct via the 1932 Congressional Act. 1

Sacramento Valley Water Storage and Restoration Act - directs the Secretary of the Interior to take actions to support non- investments in water infrastructure improvements in the Sacramento Valley. The legislation declares that it is in the interest of the Government to work with the Sites Reservoir Project Authority to study, promote, develop, design, finance, acquire, construct, manage, and operate Sites Reservoir and related facilities in order to advance the Sites Project in the most expeditious and cost-effective manner possible. Water Infrastructure Flexibility Act: legislation would establish an Office of the Municipal Ombudsman within the EPA to provide technical assistance to municipalities seeking to comply with the Clean Water Act, to promote integrated planning as part of that act's permitting process, and to disseminate information to eligible entities about the availability of financial assistance. to MWD Board entering into project agreement with Sites Project Authority, April 2017, and Boardadopted to MWD Boardadopted Policy Principles on Stormwater Capture, August 2017; and Board-adopted This legislation would direct the Secretary of Interior to take actions to facilitate construction of Sites Reservoir, adding to the state s water storage for in- Delta public benefits including environmental uses. Metropolitan may also directly benefit from water supplies derived from the project should the Board opt to increase its investment and participation in Sites. This legislation may be beneficial to Metropolitan's member agencies that have either wastewater treatment or stormwater capture operations and are required to meet State Water Control Board (SWRCB) municipal storm water quality standards (MS4) in compliance with the Clean Water Act. 2

Water Quality Protection and Job Creation Act of H.R amends the Water Pollution Control Act to authorize appropriations for State water pollution control revolving funds for projects related to publicly owned treatment works, decentralized wastewater treatment systems, and measures to reduce municipal stormwater runoff, among other related projects. Drinking Water System Improvement Act of 2017 this legislation amends the Safe Drinking Water Act to improve public water systems and enhance compliance. to MWD Boardadopted Policy Principles on Stormwater Capture, August 2017; and Board-adopted SUPPORT, and seek amendments, pursuant to Board-adopted Legislative Priorities, January This legislation may be beneficial to Metropolitan's member agencies that have either wastewater treatment or stormwater capture operations. The funds authorized from HR 2510 may be used for projects that limit discharges from publicly owned treatment works. Metropolitan supports mandatory assessment and consolidation of Public Water Systems that are struggling to comply with the SDWA as long as potential liability for each violation incurred by the system is identified in the consolidation plan. The consolidation provisions do not impact Metropolitan directly but may affect our member agencies. Metropolitan supports overhauling the security provisions of the SDWA and adding new regulations that require assessment of the risk and resilience of the system and revising the ERP. 3

This legislation could help protect the Colorado River system from impacts from quagga mussels and other invasive species, which would benefit Metropolitan. This legislation may be beneficial to Metropolitan's member agencies that have either wastewater treatment or stormwater capture operations and are required to meet State Water Control Board (SWRCB) municipal storm water quality standards (MS4) in compliance with the Clean Water Act. 5

Clean Safe Reliable Water Infrastructure Act legislation to amend the Safe Drinking Water Act and the Water Pollution Control Act to include provisions relating to drinking water and wastewater infrastructure, and authorizes the EPA WaterSense program in Water Conservation Tax Parity Act legislation to amend the Internal Revenue Code of 1986 to expand the exclusion for energy conservation subsidies provided by public utilities to include subsidies provided by public utilities and State and local governments for water conservation and storm water management. to Board-adopted Legislative Priorities, January to Board-adopted 2017 and support of H.R.4615 (Huffman, D- CA) in The EPA WaterSense program supports consumers in making efficient water decisions by offering product labels for water efficient products.
