3 Section 1: Introduction This Operations Manual (OM) for the Housing Authority of the County of San Joaquin (HACSJ) Thornton Sewer Plant (TSP) provides a general description of the TSP, describes regulatory requirements for wastewater treatment and discharge, and describes recommended maintenance tasks for operating the TSP. Additionally, more detailed information for the TSP is located in design drawings and specifications, historical documents, and manufacturer literature. Copies of these materials should be maintained at the HACSJ office. This OM should be updated when changes to the TSP are implemented and based on operational experience. Description of Wastewater Treatment Plant The TSP consists of a Sewer Lift Station (SLS), Imhoff tank, and one evaporation/percolation (E/P) pond. Figure 1 presents a location map for the properties which discharge to the TSP and the TSP facilities. Figure 2 presents a flow schematic for the TSP facilities. The TSP is permitted for the treatment and disposal of a monthly average dry weather discharge flow not exceeding mgd. 6 Section 2: Regulatory Requirements Waste Discharge Requirements The TSP is regulated by the Regional Water Quality Control Board (Regional Board) under Waste Discharge Requirements Order No (WDRs). A copy of the WDRs is included in Appendix A. The WDR includes discharge prohibitions, discharge specifications, sludge disposal requirements, and ground water limitations. A summary of the major permitting requirements is presented in Table 1. The reports should summarize the monitoring requirements in tabular form so that the date, constituents, and concentrations are readily discernible and compliance with the WDRs is clearly illustrated. Results of any monitoring done more frequently than required at the locations specified shall also be included in the monthly reports. 7 Section 3: Sewer Lift Station Purpose Wastewater collected by the HACSJ areas in Thornton is conveyed to the SLS, shown in Figure 1. A closer view of the Sewer Lift Station is provided in Figure 3. The SLS is responsible for pumping the incoming wastewater from the collection system to the Imhoff tank. Facility Description The SLS consists of two submersible pumps, located in a six foot inside diameter, circular manhole type wet well. The pumps are model number NP 3102 MT from Flygt, with 5 horsepower, 230 V, 60 hertz, 3 phase motors. The design point for pump operation is 200 gpm at 24-ft total dynamic head (TDH). A valve vault and flow meter vault are located downstream of the wet well, prior to the Imhoff tank. The lift station was last upgraded in Design drawings for the upgrade are provided in Appendix B. Instrumentation and Controls An ABB electromagnetic flow meter is used to measure flow from the lift station. The flow meter is located in a vault near the lift station wet well. Flow information is recorded and displayed on the control panel for the flow meter located with the electrical panels for the lift station. There are five mechanical float switches located in the pump station wet well. Table 3 presents information on the function of each float switch and initial wet well level setting. Table 3 Float Switch Descriptions and Settings # Float Switch Description Liquid Level Setting, inches 1 High Level Alarm 76 2 Lag Pump On 70 3 Lead Pump On 42 4 Pumps Off 14 5 Low Level Alarm & Redundant Off 11 The control panel for the pump station has a hand-off-auto switch for each pump, a run-time meter, a low level alarm, and a high level alarm. A generator is also located at this site, but is currently not operational. If back-up power is needed, a portable generator is brought to the site. 9 Operating Procedures Under typical operation, both of the pumps at the SLS should be in the Auto position and operating based on the control system settings. The flow meter totalizer reading should be recorded daily, including the date and time that the reading was taken. The pumps operate under a lead-lag control scheme. Both pumps are able to operate during a high liquid level situation in the wet well. Maintenance The following procedures should be conducted to maintain the SLS: Daily 1. Check flow meter for proper operation. 2. Check pumps for proper operation. 3. Verify that automatic pump controls are working properly. 4. Record flow meter totalizer reading. Additionally, refer to the manufacturer s operation manuals for more detailed recommendations. Periodic inspections and major overhauls should be scheduled for the pumps, in accordance with the operation manual. Safety The plant staff should have general safety procedures in place when working at the treatment plant. The following safety precautions should be followed, at a minimum: a. Disconnect and lock out/tag out electrical power before installing or servicing the pump. b. Make sure that the unit cannot roll or fall over and injure people or damage property. c. Rinse the unit thoroughly with clean water before working on the unit. d. Rinse the components in water after dismantling. e. Make sure that the pump is isolated from the system and that pressure is relieved before disassembling the pump, removing plugs, or disconnecting piping. f. 10 Section 4: Imhoff Tank Purpose Following the SLS, the wastewater is directed to an Imhoff tank. The Imhoff tank is responsible for the removal of settleable solids and anaerobic digestion of the solids, similar to the function of a septic tank. Scum, which accumulates at the top of the tank is regularly skimmed and stored in a waste bin for offsite disposal. An aerial view of the Imhoff tank is included in Figure 3. Influent Channel Photo 1 - Imhoff Tank Facility Description The Imhoff tank is approximately 22 feet wide, 24 feet long, and 30 feet above grade. A set of stairs leads to the top of the tank. The tank is separated into four areas: the influent channel, settling compartment, effluent weir, and gas vents. Wastewater enters the influent channel and is directed to the settling compartment, where sufficient time in the tank allows the solids to settle to the bottom of the tank. The gas vents located on the sides of the tank, allow gas which is generated during the anaerobic digestion of the settled solids, to vent. 11 Effluent Channel Settling Chamber Photo 3 - Top View of Imhoff Tank Effluent Weir Instrumentation and Controls There is no instrumentation and controls located at the Imhoff tank. Operating Procedures The Imhoff tank controls the flow of wastewater based on the non-adjustable effluent weir. Settled sludge is removed from the bottom of the tank by opening a valve located on the side of the tank. Regular maintenance is critical to the performance of the Imhoff tank. Maintenance The following procedures should be conducted to maintain the Imhoff tank: Daily 1. Churn the scum in the gas vents with a scum hoe to assure proper escape of gases resulting from digestion of sludge and to aid in settling of the solids trapped in the scum. Scum which will not settle should be removed from the settling chamber and placed in a waste bin. 2. Skim floating solids from the surface of the settling chamber and place in the gas vent or a waste bin. 3. Using a stiff bristled broom or brush, remove organic material which has accumulated on the sides of the tank, above the normal sewage level. 4. Squeegee the submerged interior surfaces of the settling chamber to remove solids adhering to them. 5. To verify that all solids are going into the digestion compartment (located in the lower half of the Imhoff tank) and that no obstructions exist along the slot, lower a chain through the slots and then proceed from one end to the other end of the tank in a sawing type motion. 12 1. Check the elevation of the sludge blanket. This can be done using a sludge sounding block. The sludge level should be at least 18 inches below the slots of the settling chamber. Periodically 1. Once the sludge is 18 inches below the slots of the settling chamber, or on a periodic basis before the sludge reaches this level, remove and properly dispose of the sludge from the tank. Chemical testing may be required to determine proper disposal options. Safety The plant staff should have general safety procedures in place when working at the treatment plant. The following safety precautions should be followed, at a minimum: a. Follow proper hygiene practices after performing work at the Imhoff tank. b. Report all potential safety hazards to the HASJC management staff. Section 5: Evaporation/Percolation Pond Purpose The Evaporation/Percolation (E/P) pond provides further detention time for the breakdown of organic materials and disposal of the wastewater via evaporation and percolation. Facility Description Treated wastewater from the Imhoff tank is directed to the E/P pond. Figure 4 shows the layout for the E/P pond. Table 4 summarizes the pond design characteristics. Operating Procedures A minimum freeboard of 2 feet must be maintained in the E/P pond at all times to comply with the WDR. Objectionable odors should not be perceivable beyond the limits of the TSP. 13 parameters which could be adjusted for the E/P ponds. The E/P ponds should be checked daily for odors and freeboard. Observations should be recorded on a field data sheet. Regular maintenance is critical to the performance of the ponds. Maintenance The following procedures should be conducted to maintain the E/P ponds: Daily 1. Inspect the ponds to make sure small coves or irregularities are not created around the perimeter of the water surface which could allow breeding of mosquitoes. 2. Remove any dead algae, vegetation, or debris which may have accumulated on the pond surface. 3. Remove weeds from the pond berms and banks. 4. Monitor the pond berms and banks for signs of erosion. If noticeable erosion is observed, notify HASJC that further slope protection is necessary. 5. Record the liquid level in the pond and if objectionable odors are present on the daily monitoring form. Record any other additional observations. Every 1-5 years Isolate the pond from service, dry the pond bottom, remove the settled solids, and disk the pond bottom to ensure adequate percolation is maintained. The maintenance schedule should be adjusted based on field experience and the observed performance of the ponds.
