4 1. INTRODUCTION M/s ACC Limited own and operate - 17 Cement Manufacturing Units located all over India with three wholly owned subsidiaries. The annual turn over of ACC Ltd. for the period of January 2013 December 2013 was Rs. 10,908 Crores. ACC manufactures Portland cement, blended Cement like Portland Pozzolana and Portland Slag Cement. All products were developed in house using indigenous know-how and technology at their Central Research Station, Thane, Maharashtra. M/S. ACC is committed to providing a safe and healthy working atmosphere and maintaining harmony with its surroundings environment. Apart from Corporate division of Environment and Safety each manufacturing works has a fully functional Environmental Management Cell having experienced environmental engineers, Technicians & Chemists, etc. SINDRI WORKS PLANT LOCATION Sindri Cement Works (SCW) is located at Sindri, at a distance of 26 kms. from Dhanbad Railway Station on Western side, in Dhanbad, District of Jharkhand. Sindri is an industrial township having major industries such as Fertilizer Corporation of India (FCI) and Projects & Development India Limited (PDIL). Dhanbad is an important Railway station located on the broad gauge Mughal Sarai Howrah section on East Central Railway. It is directly connected to important cities like Mumbai, New Delhi, Kolkata, Chennai, Ranchi & Patna. TOPOGRAPHY Area around SCW has fairly plain topography with no hill or valleys in the vicinity.
5 CLIMATIC CONDITION The climate of Sindri is Semi Arid. Winds are light to moderate in summer and winter season, whereas its speed increases towards the end of summer and beginning of monsoon. The maximum temperature recorded for the financial year is 43 0 C on 2 nd May, 2013 and minimum is C on 07 th January, The Max. Relative Humidity was noted max. 99% on 28 th July, 2013 and min. 42% on 7 th April, The maximum rainfall recorded in the month of August 2013 as 250 mm and minimum rainfall recorded in the months of December 2013 as 0.0 mm and total rainfall for the financial year is recorded as 1305 mm. MANUFACTURING PROCESS Manufacturing process at Sindri Cement Works is of a Grinding Unit. SCW is operating as a cement-grinding unit wherein clinker is transported from sister ACC works located at various places in India. Granulated blast furnace slag is obtained from various steel plants such as TATA Steel Plant, Jamshedpur and Durgapur Steel Plant, Durgapur. Gypsum is obtained from Rajasthan / Haldia / Paradip. ACC Ltd. decided to run the Sindri Cement Works as a full-fledged grinding unit, augmenting the grinding capacity (from 6LTPA to 1 MTPA) without any major modification, under the scheme of balancing modernization and rehabilitation, to contribute the community and economic development of the nation. In the modified process Slag and Clinker are ground separately. The ground materials are then blended to produce Portland Slag Cement. Sindri cement Works commissioned a vertical Roller Mill (VRM) on Jan. 15, 1998 for separate grinding of wet slag. Since slag drying as well as grinding takes place in VRM, the operation of the Slag drier was stopped. Coal fuel hot gas generates the hot air required for the drying of the Slag. Venting of the flue gasses is carried out through the VRM. The VRM is equipped with Bag house, which itself act as collector of Slag fines (Product) for further blending with Ordinary Portland Cement. It is also integrated part of VRM process. By this process of slag grinding use of blast furnace slag could be maximized maintaining the quality of the cement.
6 Clinker is ground separately in existing cement mills along with gypsum to produced ordinary Portland cement (OPC). The blending of both ingredients (OPC & SLAG) is done in a continuous blender to obtain Portland Slag Cement (PSC). The Sindri Cement Works has got certification for all three management systems i.e. IS/ISO 9001 (QMS), IS/ISO (EMS) and IS (OHSMS). Expansion project from 1.0 MTPA to 2.5 MTPA ACC Sindri Cement Works has cement grinding capacity of 1.0 MTPA (Million Tones Per Annum) and it is planning to expand this unit from its existing capacity of 1.0 MTPA to 2.5 MTPA by installing the separate grinding & packing circuit with the existing land. For that we have already got the Environmental Clearance vide reference number: F. No. J-11011/623/2009-IA-II(I) dated 13 th May 2011 issued from Ministry Of Environment and Forests (I.A. Division),New Delhi and also received NOC vide Memo number PC/NOC/DHN/279/10/B-4131 date 06 th Sep 2012 from Jharkhand State Pollution Control Board, Ranchi. The various site pre construction activities & Engineering activities are in under progress. Manufacturing Process Manufacturing Process vis-à-vis Ecological Balance In accordance with the philosophy of industrial ecology, Sindri Cement Works is consuming waste of other industries as its raw material for manufacturing of cement. The wastes of other industries being used at Sindri are: a. Blast Furnace Slag of the Steel Industry ACC has always endeavored to ensure that the ecological balance is improved and the waste of other industries is properly utilized in the cement manufacturing process so as to produce high quality blended cement. USE OF BLAST FURNACE SLAG: The process uses the granulation slag / blast furnace slag as a raw material obtained from various steel plants such as Steel Plants at Bokaro and Durgapur. The slag is a waste product of steel industry, which causes damage to the environment to a great extent and is a major cause of land pollution. By making huge capital investment in and then advancing it further we are now using
7 around 50-54% of slag for cement manufacturing. As we are consuming the slag to such a big amount, we are protecting the environment to the great extent. Moreover slag is replacing clinker in the cement. To produce clinker we have to heat calcium compounds in form of carbonate, sulphate or hydro-oxide which releases harmful corbon-di-oxide, sulphar-di-oxide etc to the atmosphere as a result of the chemical reaction. More use of slag reduces these harmful effects and help the environment else where in clinkering unit (NOT AT SINDRI). Hence more use of slag have advantages in two ways of conserving valuable high grade lime stone reserve and prevention of CO 2, SO 2 release in atmosphere in one hand and use of blast furnace slag on the other there by preventing land contamination and Sindri Cement Works will be committed to do so in the years to come. In the last year (April 13 to March 14) we consumed near about Tons slag and it will be continued in the future proposed expansion project which will consume around Tons/year of Blast furnace slag obtained from Steel Plant. REGULATORY FRAMEWORK To assure better environment Government of India has made it statutory to submit an Environmental (Statement) Audit Report with reference to the notification issue by the Ministry of Environmental and Forests, Government of India on March 13, 1992 (amended vide notification No. G. S. R. 386 (E) dated April 22,1993) under the Environmental (Protection) Rules, 1986 all those carrying on an industry, operation or process requiring consent to operate under section 25 of the Water (Prevention and Control of Pollution) Act, 1974, (6 of 1974) or under Section 21 of the Air (Prevention and Control of Pollution) 1981 (14 of 1981) and / or Authorization under the Hazardous (Management, Handling and Transboundary Movement) Rules 2008 issued under the Environment (Protection) Act, 1986 (29 of 1986). Environmental Statement is a tool approved by the Government to the industries for making environmental self-introspection and setting environmental goals. It provides an opportunity to select options for waste minimization, which in turn could even benefit the industry in economic terms. It is for the industries to use the tool effectively. Industry has provided online flow meter for water supply line. In the current financial year industry experienced reduction in water consumption due to following water conservative initiatives: Rain Water harvesting: We have made four numbers of rainwater harvesting ponds. Two are made in factory premises and two in colony. Closed drainage & cooling system, Proper monitoring and distribution of water Arresting leakages in pipeline by proper maintenance / replacement of damaged pipe.

POLLUTION STATEMENT WATER POLLUTION STATEMENT : Industrial effluent : Effluent generation is not occurring from manufacturing activity. Treatment : N. A. Domestic Effluent : On an average KL water is consumed for residential colony and office buildings during a month time. Treatment : Out of KL water consumed in a month time, 80% would be waste water as per the standard norms i.e. domestic sewage water generation would be 2019 KL in a month. The effluent generation from domestic activity is treated in a large septic tank and its overflow is collected in an oxidation pond, where the overflow from septic tank is aerated to polish the effluent and reduce solid load from the
12 effluent. After the treatment it is being used in irrigation of the gardens maintained in the Colony Areas. Earlier, Jharkhand State Pollution Control Board was regularly collecting and analyzing the domestic discharged water samples. The quarterly records of which is attached as Annexure V. AIR POLLUTION STATEMENT Source of particulate matter : Basically manufacturing process is dry process. Unit operation carried out for manufacturing of cement, Cement Mills, Vertical Roller Mill, Silos, and Packing Plant are the sources of particulate matter in the form of dust emissions and fugitive emissions. Treatment : Company has provided bag filters as air pollution controlling devices to control the particulate matter emissions from process and for controlling fugitive emissions from Handling, of materials. Location, Type, No of bags, Handling gas volume is described in Annexure VI. Fugitive emissions of the finished product are controlled by adopting pneumatically conveyor system instead of Traditional conveyor system. Fugitive emissions of particulate matter from road transporting activity also is controlled by using sprinkling system. SCW regularly monitoring and analyzing the point sources and ambient air quality in and around the process activity. Company has identified 10 point sources and 04 ambient air quality monitoring stations. Results of which are
13 enclosed as Annexure III and IV. and we have also installed one CAAQMS station at our premises. SOLID WASTE POLLUTION STATEMENT : Source of solid waste : Dust collected from various process locations. Garbage generating from canteen and colony domestic activity. Scrap papers and waste materials from office, colony residence and factory. Treatment : Dust collected from various locations in around manufacturing process is utilized as a recyclable material hence further disposal arrangement is not needed. Garbage wastes is biodegradable in nature, which is being disposed off in the factory premises as landfill. Scrap papers and waste combustible materials is being burn in sparsely populated area.
14 PART-D 5. HAZARDOUS WASTES STATEMENT As per the conditions under Hazardous (Management Handling and Transboundary Movement) Rules S.N. Similarly, the used cotton cloth and discarded bag filters are also used as fuel in the burner of Hot Air Generator. Acid batteries are also disposed by returning them to the vendors from whom they are being bought. Discarded bottles are first carefully washed with water to remove any traces of the hazardous chemicals and then sold to the scrapper. Apart from it there is no hazardous waste, which Sindri Cement Works is generated at present. We have received the authorization/ consent as per the Hazardous (Management, Handling and Transboundary Movement) Rules The copy of the authorization/ consent is enclosed herewith as Annexure VII. Residential Colony has clinic/ dispensary from where biomedical waste generates. For comply the act company has authorization to handle and disposed off the same. The copy of the application for renewal of authorization under Biomedical Waste Rules is enclosed herewith as Annexure VIII.

Solid garbage : Dry garbage collected from colony, Canteen is totally biodegradable in nature. Garbage collected from offices and factory is totally combustible in nature, which mainly contains waste papers, etc. Bio- Medical Waste : Category No. 4, 5 & 6
16 PART- G 8. IMPACT STATEMENT WATER AIR NOISE : Water required in the process is only for the cooling purpose. Occurrence of contamination in the industrial process water is not occurred. Hence quality of water is not drastically changed with respect to inlet characterization. It has only thermal effect in terms of the rising water temp, which subsequently reduced in cooling devices. Fresh water only added in cooling tanks as a make up quantity against evaporated water quantity as per the requirement. Used water continuously recycled back to the system, thereby reducing the consumption of fresh water. : Basically cement manufacturing activity is air pollution prone activity. But impact of cement production activity is sustained by SCW by providing pollution-controlling equipment. Observed ambient air quality monitoring results carried out in and around of SCW shows that pollutant concentration are well within limits of prescribed standard : Industrial operation activity is well controlled by lubrication and regular maintenance hence there is very negligible generation of noise which cross the Noise Levels of Factories Law. Also plantation shielding helps in controlling work environment noise, if any. HAZARDOUS WASTE : Not Applicable. SOCIAL ECONOMIC : Increased the awareness amongst the local public toward the educational aspects and Health aspects through social awareness program and activity conducted by SCW. : Increased the standard of leaving of the peoples due to the activities and auxiliary units for operation of SCW.

These activities are always focused on top priority in the annual budget of the Sindri Cement Works. 19 PART-I 10. MISCELLANEOUS (Any other particulars for improving the quality of the environment) During the last financial year (2013 April March 2014), SCW has carried out / completed the following jobs: For point and Fugitive Emission Controls Sindri Cement Works has commissioned vacuum cleaning mechanism in the packing house to control the fugitive emission at all transfer points in the system during the packing and loading. Works has also procured sweeping machine to control the dust emission during the cleaning of roads and walkways. We have installed one new Bag Filter at Cement Mill no1 & 2 Separator venting. and another 1 no of new bag filter at cement mill no1. Sewage Treatment Company has spend Rs. 1 Lakhs for the maintenance of sewage treatment facilities and Rs Lakhs has been spend on the improving, modification of the colony drainage system. Employee and Rural Welfare Facilities like fully equipped Occupational Health Centre, Canteen, Rest Hall, chilled drinking water, and many other amenities are provided by SCW. Also SCW has provided club for recreation activities. For development of rural area company always helps in terms of road development, Distribution of materials required for education, construction of water reservoirs, installation of hand pumps for village water supply and free health check up camps. Company also gives co sponsorship for such activities. For green belt Development SCW has planted about 500 saplings and planned to plant further 100 saplings inside the factory, in the colony area and in the area nearby of various species like neem, bargarh, tamarind, gulmohar, teak, babul, asoka, etc.
20 Safety, fire fighting and Disaster management SCW has implementing safety, fire fighting and disaster management plan regularly. The plant has been rated FIVE STAR (*****) from consecutive FOUR years as per British Safety Council s 5-star audit system by National Safety Council. Pollution Monitoring SCW is regularly carrying out ambient air monitoring, Stack monitoring, Noise monitoring, Water testing and SCW has recently installed Continuous ambient air quality monitoring station and Continuous emission monitoring system installed. Environment: Company creating their own environmental Department library. Rain Water Harvesting SCW is regularly working out in the field of water conservation. For this it had already developed 5 nos. rain water harvesting pond in colony and plant area. We are regularly deepening the existing ponds so as to increase the storage capacity of the ponds. We have further planned to make rain water harvesting pits for all buildings of the organization. The following list is showing the rain water harvesting pond developed in SCW.
