3 Water Policy vs. Target 6.3 Water quality preservation and reuse of TWW: part of the National Water Strategy for Water Resources Mobilization (Water 2000) and the implementation of the IWRM. Complementary water strategy ( ) focused on the reuse of TWW; 50% of reuse was targeted for the year Water 2050: strategic study to provide the basis for the preparation of detailed investment plans for water, agriculture, and Regional Development (ADB and KfW). * A thematic working group will deal with the reuse of TWW. National Development Plan ( ): Pillar 5 «Green Economy as leverage for sustainable development»: management of natural resources and mobilization of 95% of the water resources.
4 Water Policy vs. Target : Study commissioned on Non-point source pollution from agriculture (nitates, pesticides, etc.). 2016: Strategies and action plans set for Solid Waste Management in 3 pilot areas. Improve the quality of TWW for reuse treatment upgrading. ToR of a stategic study (World Bank funds) under preparation to establish a Directory Plan for the Reuse of TWW in agriculture and for other purposes. «WW Reuse Effectiveness Index» (WERI): an indicator endorsed by 11 countries, including Tunisia, to report on the ability to meet the target 6.3.
5 Introduction of the SDG-PSS in Tunisia National partners: * Office of Water Planning and Hydraulic Balance (BPEH): decision-maker * INRGREF: R&D institution Establishment of a Group of Experts (15) to champion the project, report on progress, collect data, and raise funds for future activities.
6 Finance Facts and gaps The budgetary resources necessary for achieving the target 6.3 are not evaluated yet. Initiatives and progress 5 ministries are working on a new approach based on indicators, called «budgetary approach», perfectly inline with the SDG-PSS philosophy. Indicators adopted for the National Development Plan can be used for the SDG-PSS; some are already available.
7 Transparency Facts and gaps Centralized data, unclear roles among institutions (Who does what, why, how, etc.) which act as judge and jury. Lack of regulatory framework for setting the concept of transparency among the water institutions. Initiatives and progress Involvement of all the stakeholders for controlling, monitoring, and assessment while producing and updating data related to the water sector. Commitment of civil society in the control and decisionmaking is still limited.
8 Policy and Institutional Facts and gaps Low impact of the existing plateforms and programs in strengthening institutional capacities. Existing information systems are facing obstacles in collecting data (centralization, lack of reliability and continuity). Initiatives and progress Approval of the revised version of the Water Code. Other regulatory texts on water pollution control and reuse in agriculture will be enacted. Integration of new concepts (artificial water public domain). Involvment of the civil society, bottom-up approach and participatory approaches, setting governance, etc.
9 Gender Facts and gaps Few data are desagregated by gender. Low commitment in Water Users Associations, including those in charge of TWW, and low involvment in decison-making. Low capacities and lack of tools for gender mainstreaming. Initiatives and progress National Council of Peers for Equality and Equal Opportunities between Women and Men established in 2016 to: * Develop a strategy and promote gender mainstreaming in politics and social development. * Report on the integration of gender approach in socioeconomic and political activities, by using quantitative and qualitative indicators.
10 Risk Reduction and Resilience Facts and gaps Belated institutionalization of a recently established committee and unclear responsabilities of members. Lack of legal and regulatory framework for risk reduction. A unique law (n of 8 june 1991) does existe for disaster management. Lack of clear budget dedicated to DRR. Initiatives and progress A strategic study for flood prevention in urban and rural areas will be conducted within the National Development Plan ( ). Multi-stakeholders approach for integrative actions.
11 A step forward and recommendations Some component of Target 6.3 are under development due to gaps and uncertainities. But, several initatives are in the pipe. Promote the SDG-PSS at the regional level Better understanding of the scope of SDG6 and targets (especially 6.3.). Finance and transparency components are on top priorities. Alignement of the SDG-PSS indicators with the indicators developed for the National Development Plan ( ). Capitalisation of data and better coordination with donnors of the water sector Limit overlap and strengthen collaboration. Integration of the social aspect at all levels. Improve communication and strenghthen coordination between all partners (stakeholders, civil society, etc.).
