1 1.0 EXECUTIVE SUMMARY Hindustan Petroleum Corporation Limited (HPCL) is one of the major Public Sector Navratna Oil Company engaged in refining, marketing and distribution of Petroleum Products in India. HPCL owns wide network of distribution and marketing infrastructure throughout the country. HPCL commissioned Vizag to Vijayawada pipeline in 1998 & Vijayawada to Secunderabad pipeline in 2002 with a name plate capacity of 5.38 MMTPA for transportation of MS, HSD, SKO & ATF (especially to feed Andhra Pradesh & Telangana market). HPCL is currently pursuing to expand Vizag refinery from the current name plate capacity of 8.3 MMPTA to 15 MMTPA with a yield of MMTPA for MS, HSD & SKO. In-line with refinery expansion plan, HPCL is also planning to take up capacity augmentation of existing VVSPL (Vizag-Vijayawada-Secunderabad Pipeline) from 5.38 MMTPA to 8 MMTPA simultaneously. With surplus product availability, pipeline extension is proposed from VVSPL Vijayawada to the proposed Dharmapuri Terminal which shall have a throughput capacity of 4.24 MMTPA(Phase-I) and 5.85 MMTPA(Phase-II). The project proponent has also proposed two pumping stations at Markapur and Rayachoty. The proposed project is for Pipeline extension from VVSPL Vijayawada to the proposed Dharmapuri Storage, receiving cum pumping Terminal which shall stretch from Existing Vijayawada Terminal at Kondapalli to Dharmapuri terminal at Sivadi. The project site passes through two states i.e. Andhra Pradesh and Tamil Nadu, 7 districts and 53 Tehsils. The route is mostly characterized as agricultural land along-with some forest areas. The project shall enhance the transport of Petroleum Products to the desired location of Tamil Nadu and Karnataka in an environmentally friendly manner. Currently the products are transported by Tankers which pose high risk along with high transportation cost. The project shall generate employment and better standard of living for the population residing in the nearby villages. Additionally the project shall also generate employment in form of greenbelt development, transportation of construction materials, dust suppression, implementation of Environmental Management Plan, Environmental Monitoring Program and Corporate Social Responsibilities. The project passes through five reserve forests i.e. Kottakota Dasaripalle Reserved Forest, Palkonda & Vanginmalla Reserved Forest, Ganganpalle Reserved Forest, Idupulapaya & Redlacheruvu Reserved Forest and Boyakonda Reserved Forest. The zero date for the project is considered as the date of obtaining all statutory clearances. The overall responsibility for the project execution will rest with project proponent, i.e. Hindustan Petroleum Corporation Ltd. (HPCL). The schedule is based on the assumption that an EPMC will be engaged to provide the necessary specialized services in the areas of Basic Design, Detailed Engineering, Page 26

4 Procurement, Construction Supervision, Commissioning Assistance and Project Management Services. All the proposed activities shall be commenced at site only after obtaining necessary approvals from concerned authorities i.e. MoEF&CC /SEIAA and SPCB. 2.0 INTRODUCTION The proposed project is for Pipeline extension from VVSPL Vijayawada to the proposed Dharmapuri Storage, receiving cum pumping Terminal which shall extend from Existing Vijayawada Terminal at Kondapalli to Dharmapuri terminal at Boodhanalli with proposed throughput capacity of 4.24 MMTPA(Phase-I) and 5.85 MMTPA(Phase-II). 2.1 IDENTIFICATION OF PROJECT PROPONENT Hindustan Petroleum Corporation Limited (HPCL) is one of the major Public Sector Navratna Oil Company engaged in refining, marketing and distribution of Petroleum Products in India. HPCL owns wide network of distribution and marketing infrastructure throughout the country. It is an Indian state-owned oil and natural gas company with its headquarters at Mumbai, Maharashtra. It has about 25% marketshare in India among public-sector companies (PSUs) and a strong marketing infrastructure. The Government of India owns 51.11% shares in HPCL and others are distributed amongst financial institutes, public and other investors. The company is ranked 367 th on the Fortune Global 500 list of the world's biggest corporations as of BRIEF DESCRIPTION OF NATURE OF THE PROJECT The proposed project involves laying of pipeline from the existing Kondapalli Terminal to the proposed Dharampuri Terminal. Thus the project shall be Greenfield in nature. Soil will be carefully unearthed and stored for refilling and greenbelt development. No solid waste other than negligible quantity of construction materials, soil, stones etc shall be generated. Municipal solid waste shall be generated which shall be segregated on site in colored bins. Pipeline shall be laid 1.5 to 2 m beneath the ground level with help of Heavy Machineries. The construction materials shall be transported to site by trucks, trawlers etc as the site is well connected with various national and state highways. After laying of the pipeline, the voids shall be backfilled by the excavated soil. The reclamation of the nearby area shall be done by tree plantation along the service roads, haul roads and other roads in consultation with the village panchayats. Green barriers will be created by plantation as per CPCB Guidelines. 2.3 NEED FOR THE PROJECT AND ITS IMPORTANCE TO THE COUNTRY AND/OR REGION To meet the heavy demands of petroleum products in Andhra Pradesh, Tamil Nadu, Karnataka and Telengala, the capacity of the existing VVSPL has been decided to enhance from 5.68 to 8 MMTPA for which, a new pipeline has been proposed from Page 27

5 existing Kondapalli Terminal to the proposed Dharampuri Terminal with proposed throughput capacity of 4.24 MMTPA (Phase-I) and 5.85 MMTPA (Phase-II). Presently, the petroleum products are transported to the desired locations by tankers which pose high risk and are hazardous to environment. Additionally, it also incurs heavy cost to HPCL which shall be heavily reduced by implementation of this project. Pipelines are considered environmental friendly and efficient mode of transport of petroleum products. It will not only benefit in meeting the huge demand of petroleum products, but also provide direct employment to about 600 persons including skilled, semi-skilled & unskilled laborers. Additional jobs are created by way of transportation of construction materials and greenbelt development. 2.4 DEMAND-SUPPLY GAP The current market demand in Tamil Nadu and part of Andhra Pradesh is to the tune of 2.71 MMTPA and demand en route of northern Karnataka and adjoining part of Maharashtra accounts to 1.8 MMTPA. The heavy demand of petroleum products can be accomplished after laying of this pipeline. 2.5 IMPORTS VS. INDIGENOUS PRODUCTION The crude oil requirement of the refineries is met partly by Indigenous crude and balance through imports. HPCL also imports finished petroleum products for meeting domestic market requirement. The crude oil import for HPCL s refineries is approx. 220 thousand barrels per day (11.0 Million tons per annum). 2.6 EXPORT POSSIBILITY HPCL already exports products and intermediate streams from its refineries. However, this project shall involve transportation of petroleum products only in the country and not outside. 2.7 DOMESTIC/ EXPORT MARKETS The proposed project shall only cater demands within the country. Hence, this is not applicable. 2.8 EMPLOYMENT GENERATION About 600 workers including skilled, semi-skilled & unskilled labors shall be engaged through project proponent from the local areas for the construction phase of the project. Proper maintenance of plantation activities shall generate additional employment. 3.0 PROJECT DESCRIPTION 3.1 TYPE OF PROJECT INCLUDING INTERLINKED AND INTERDEPENDENT PROJECTS, IF ANY The type of project is laying of pipeline from existing Kondapalli Terminal to the proposed Dharampuri terminal to transport petroleum products. It is an extension of existing VVSPL (Vishakahapatanam-Vijayawada-Solapur Pipeline) project and the originating point of the project is Konpadalli terminal which is a part of VVSPL. Page 28

6 3.2 LOCATION OF PROJECT WITH COORDINATES The proposed project shall originate from Kondapalli, Vijayawada to Sivadi, Dharmapuri. The stretch passes through two states, seven districts and fifty-three tehsils. 8 3.3 DETAILS OF ALTERNATE SITES CONSIDERED AND THE BASIS OF SELECTING THE PROPOSED SITE, PARTICULARLY THE ENVIRONMENTAL CONSIDERATIONS GONE INTO SHOULD BE HIGHLIGHTED Two alternatives were selected for implementation of the project. Vijayawada-Kadapa-Dharmapuri, Tap off at Dharmapuri(697Kms)(Route A) Vijayawada Dharmapuri with tap off point near Nellore and a spur line from tapoff point to Kadapa( kms)(route B) The following conclusions were found:- In Route B, an additional pipeline (spur line) of route length approx. 165 km needs to be laid for feeding existing Kadapa terminal. Laying of additional 165 km pipeline needs substantial additional capital cost investment. By selecting pipeline route B, HPCL shall have to develop a new terminal at Nellore and close the plan of developing spur line from tap-off point to Kadapa terminal and augmentation of Kadapa terminal. Additional study shall be required for comparison of development of new terminal at Nellore and augmentation of Kadapa terminal & secondary transportation from Kadapa terminal. In view of above considerations, out of options of route A and route B, the pipeline route A was selected. 3.4 SIZE OR MAGNITUDE OF OPERATION The capacity of the pipeline is proposed to be 4.24 MMTPA in the first phase and 5.85 MMTPA in the second phase and the length of the pipeline is 697 Kms. 3.4 RAW MATERIAL REQUIRED ALONG WITH ESTIMATED QUANTITY, LIKELY SOURCE, MARKETING AREA OF FINAL PRODUCTS, MODE OF TRANSPORT OF RAW MATERIAL AND FINISHED PRODUCT The proposed project only involves transport of petroleum products and storage in the dispatch and receiving terminals. Thus, no raw materials are required RESOURCE OPTIMIZATION/ RECYCLING AND REUSE Maximum attempt shall be made to utilize existing resources of HPCL. 3.5 AVAILABILITY OF WATER, ITS SOURCE, ENERGY / POWER REQUIREMENT & SOURCE WATER REQUIREMENT The laying of pipeline shall commence at 6 intermediate locations simultaneously. 100 employees shall work at all six locations. Water requirement for human consumption, plantation and dust suppression at each location shall be 10 KLD, which shall be met from tanker supply from the nearby village. 10 for instrumentation, Telecom & SCADA also to be considered at dispatch & receipt stations. Power supply will be taken from 4 pole structure. Power required for pipeline facility to be provided from terminal MCC room. DG sets and UPS system will be provided for new facilities. 3.6 QUANTITY OF WASTES TO BE GENERATED (LIQUID AND SOLID) AND SCHEME FOR THEIR MANAGEMENT/ DISPOSAL SOLID WASTE GENERATION & ITS DISPOSAL Only Municipal Solid waste shall be generated by the project which shall be collected in colored bins provided at site. The total amount of solid waste is as follows:- Total No. of Employees=600 Solid Waste Generation Rates=0.5 Kg/person Total Solid Waste Generated=300 Kg (Source: For Waste Collection, Chapter 3, Table 3.6, Page no. 49, Central Public Health & Environment Engineering Organization, Ministry of Urban Development, (Government of India, May 2000)) Following arrangements will be made at the site in accordance to Municipal Solid Wastes (Management and Handling) Rules, 2000 and amended Rules, Collection and Segregation of waste Separate colored bins will be provided for dry recyclables and bio-degradable waste. Adequate numbers of colored bins are proposed to be provided. Litter bin will also be provided. Treatment of waste Bio-Degradable wastes Compost generated by the septic tanks will be used for horticulture as manure. Horticultural Waste is proposed to be composted and will be used for gardening purposes. Recyclable wastes Grass Recycling The cropped grass/bushes will be spread on the green area. It will act as manure after decomposition. Recyclable wastes like paper, plastic etc. will be sold off to recyclers. Hazardous wastes such as waste oil will be sold off to authorized recyclers. Buy back arrangement will be made for batteries. Disposal The Municipal Solid Waste Management will be done as per the guidelines of Municipal Solid Waste (Management and Handling) Rules, 2000 and amended Rules, The Page 33

11 inert non-recyclable wastes will be disposed through government approved agency for land filling LIQUID EFFLUENT No effluent generation from pipeline activities are envisaged. The sewage generated by the workers shall be collected in septic tanks. The spent oil generated from the DG sets shall be stored in HDPE drums and shall be sold to CPCB authorized recycling agencies. 3.7 SCHEMATIC REPRESENTATIONS OF THE FEASIBILITY DRAWING WHICH GIVE INFORMATION OF EIA PURPOSE As the project is categorized in category-a of Schedule under item 6(a) in the EIA notification, 2006 and its subsequent amendments; it shall be taken up at the Ministry of Environment, Forest and Climate Change for the purpose of obtaining Environment Clearance. 12 Figure 3: Schematic flowchart of EIA process 4.0 SITE ANALYSIS 4.1 CONNECTIVITY The proposed project stretch is well connected through road, rail and air network and a number of Railway stations, Airports, State Highways and National Highways connect the project site to the other parts of the country. A part of stretch falls under forest area. The proposed pipeline passes through the following forests:- Kottakota Dasaripalle Reserved Forest (4.5 Kms.) Palkonda & Vanginmalla Reserved Forest (6.7 Kms.) Ganganpalle Reserved Forest (0.4 Kms.) Idupulapaya & Redlacheruvu Reserved Forest (4.4 Kms.) Boyakonda Reserved Forest (1.1 Kms.) 4.2.2LAND USE The project stretch is in an agricultural land with patches of forest areas LAND OWNERSHIP The acquisition of land is still in progress. 4.3 TOPOGRAPHY The topography of the area is undulating plain and mostly involves agricultural land and patches of forest land. (approx.) in North East direction of Dharmapuri Terminal 4.5 EXISTING INFRASTRUCTURE No existing infrastructure exists on the pipeline route. 4.6 SOIL CLASSIFICATION The nature and soil type play an important role in agriculture and have direct relation with groundwater recharge. Physiography, climate, drainage and geology of the area are the factors responsible for the nature and type of soil and soil cover. The soil type also depends upon the slope and rate of erosion. The soils of Dharmapuri district can be classified into i) Red Soil, ii) Red lateritic soil,(iii) Brown soil and iv) alluvial soil The soils are mostly in-situ in nature, lateritic, earthy and pale reddish in color. They are derived from laterization of gneisses. The soils derived from gneisses are mostly brownish. The thickness of soils in the mounts is almost negligible whereas in the valleys it is around 2 m. The predominant soils in the Krishna district are black cotton soils/deltaic soils, red loamy soils and sandy soils. Red clayey soils with sandy loam to clayey loam in texture and occur in the northern part of the district. The deltaic alluvium is grey brown to black in color with fine to medium texture and poorly permeable. They are fertile soils. The coastal sandy soils occur all along the coast, highly porous and lack of binding material. Page 39

17 The soil characteristics of Kadapa district is Red loamy, Red, sandy, Red earths and Black. 4.7CLIMATIC DATA FROM SECONDARY SOURCES The climate of the study area is generally hot, humid, tropical and features fairly hot temperatures over the year except during the monsoon season. The summer season in this study area generally extends from March to June. During these months the moisture level is quite high. The coastal areas have higher temperatures than the other parts of the state. In summer, the temperature generally ranges between 20 C and 40 C. At certain places the temperature is as high as 45 degrees on a summer day. The summer is followed by the monsoon season, which starts during June and continues till September. This is the season for heavy tropical rains in the study area. The major role in determining the climate of the state is played by South-West Monsoons. About one third of the total rainfall is brought by the North-East Monsoons around the month of October in the state. The winters in the area are pleasant. October to February is the winter months. The winters are comparatively mild. The range of winter temperatures is generally from 13 C to 30 C. 4.8 SOCIAL INFRASTRUCTURE Numerous social infrastructure like educational facilities (primary and higher secondary schools, Degree College), drinking water supply, post and telegraph, public transportation and hospitals are available in the study area. The details of the same are provided in Form-I. Page 40

18 5.0 PLANNING BRIEF 5.1 PLANNING CONCEPT To ensure effective and reliable control, management and supervision of the Vijayawada Dharmapuri Pipeline (VDPL), the pipeline is envisaged to be monitored and controlled from IP Based SCADA system consisting of Master Stations (MS) proposed at Vijaywada Dispatch Terminal and Emergency Master Station (EMS) proposed at Dharmapuri Receipt Terminal. To ensure effective and reliable control, management and supervision of new pipeline i.e. VDPL (697 km) product pipeline shall have dedicated Telecommunication system considering the MS and EMS as proposed for SCADA & APPS. Since the pipeline is to pass through the cross-country area which is not adequately covered by the public telecommunication system, a dedicated telecommunication system is proposed to be implemented to meet the operation and maintenance requirements of this pipeline and for future telecom requirements. Considering the implementation schedule, comparative economics of various communication media and availability of the right-of-way along the pipeline route, Internet Protocol (IP) based optical fiber communication system is proposed for the product pipeline project as the main communication system for the pipeline operation and for future requirements and for back up communications on dedicated leased line from other service provider after reviewing the suitability may be considered. 5.2 ASSESSMENT OF INFRASTRUCTURE DEMAND (PHYSICAL & SOCIAL) Any infrastructure development is not required as the laborers hired for the construction and operation of the pipeline shall be locals and will come by foot or bicycles to the site. Temporary hutments and offices are proposed for the resting purpose of laborers and functioning of officers respectively. 5.3 AMENITIES/FACILITIES OFFICE, WORKSHOP ETC. Proper site services such as First Aid, Rest Shelter, and Drinking Water will be provided to the workers/staffs REST SHELTER Rest shelter along with first-aid station complying with all the provisions of Safety norms shall be provided by project proponent WATER SUPPLY Water will be supplied for human consumption, sanitation, dust suppression and plantation. Provisions shall be made for recycling the generated sewage and utilizing it for greenbelt development and dust suppression POWER SUPPLY Majority of the pipeline laying work shall be carried out in day time only, so no lighting arrangement will be required for night. However the power required for lights and fans in the offices shall be managed by the power supply of the nearby villages. DG sets for power backup shall also be provided. Page 41

19 5.3.5 TRANSPORT OF MEN AND MATERIAL Employee will report to the duty on their own means. The construction material for laying of pipeline will be transported by trucks or trolleys COMMUNICATION Mobile phones shall be used for communication. Signals and warning hoots shall also be used SECURITY ARRANGEMENTS Appropriate security arrangement shall be made in the site and its boundary to avoid any illegal activities. 6.0 PROPOSED INFRASTRUCTURE 6.1 INDUSTRIAL AREA (PROCESSING AREA) Temporary arrangements like site office, rest shelters etc. shall be provided. No permanent infrastructure is proposed as the workers shall come from home by foot or Bi-cycles. No other industrial area is proposed to be constructed. 6.2 RESIDENTIAL AREA (NON PROCESSING AREA) As the local person shall be employed, no residential building/housing are proposed. 6.3 GREEN BELT The green belt shall be developed as a part of compensatory plantation as per conditions of Forest clearance. The excavated soil shall be utilized for greenbelt development. 6.4 SOCIAL INFRASTRUCTURE In-line with the Social Responsibility Activities at other operational sites, relevant developmental assistance shall be rendered depending on the local needs identified through studies including education facilities, sanitation facilities, water supply, medical camps etc. 6.5 CONNECTIVITY Site is well connected to existing road (NH and SH) and rail network. There is no proposal to develop new road and rail links. 6.6 DRINKING WATER MANAGEMENT The total Water requirement for drinking will be 60 KLD for 6 locations where simultaneously laying of pipeline shall be done, which will be met from tanker supply. 6.7 SEWERAGE SYSTEM Sewage generated by the workers shall be treated in septic tanks. 6.8 INDUSTRIAL WASTE MANAGEMENT Not applicable, as the pipeline activity will not be generating any overburden or waste water. No industrial activities are involved in the pipeline operation. 6.9 SOLID WASTE MANAGEMENT No solid waste other than negligible quantity of loose soil and mud, by excavation shall be generated, which shall be used for greenbelt development. The food wastes generated by the workers shall be disposed in bins provided at site. Page 42

20 6.10POWER REQUIREMENT & SUPPLY/ SOURCE The power required for carrying out the laying of pipeline operations shall be managed by local authorities and power backup shall be managed by DG sets. 7.0 REHABILITATION AND RESETTLEMENT (R&R) PLAN No human settlements are to be affected by the project and hence, no Rehabilitation and Resettlement plan is required. 8.0 PROJECT SCHEDULE & COST ESTIMATES 8.1 LIKELY DATE OF START OF CONSTRUCTION AND LIKELY DATE OF COMPLETION The construction activities shall be started only after obtaining environmental clearances and approvals from other authorities (MoEF&CC/SEIAA/SPCB). 8.2ESTIMATED PROJECT COST ALONG WITH ANALYSIS IN TERMS OF ECONOMIC VIABILITY OF THE PROJECT The total cost of proposed project is estimated as Rs Crores. The economic viability of the pipeline system has involved establishing an optimum relationship among feasible routes, pipeline sizes, pipeline thicknesses and pumping configuration in terms of number of pumps and power requirement to achieve desired throughputs at all desired locations. 9.0 ANALYSIS OF PROPOSAL (FINAL RECOMMENDATIONS) 9.1 FINANCIAL AND SOCIAL BENEFITS WITH SPECIAL EMPHASIS ON THE BENEFIT TO THE LOCAL PEOPLE INCLUDING TRIBAL POPULATION, IF ANY, IN THE AREA The proposed project is expected to provide employment to local people in different activities such as mechanical, electrical, electronics and communications, transportation and plantation activities.
