8 How We Charge for Stormwater Mgmt: The Past Equivalent Meter Based on size of meter Poor proxy for runoff potential Only available proxy in 1970 s Recovers $112M annually in costs 40,000 non metered customers not billed

9 How We Charge for Stormwater Mgmt: The Change to Parcel Based What drove change? Commercial customer concerns Why? Believed overpaying due to large meters and small IA When? Appealed to PWD since late 80s Results of appeal: 2002 Rate Case PWD commitment 2008 Rate Case Change approved

11 Charge to the CAC To provide advisory opinions to PWD on topics related to rate structure, stormwater credits and incentives, and special ratepayer situations to be considered as a part of the PWD s 2012 rates case.

13 How Nature Manages Stormwater Evaporation Plant uptake Soil infiltration Water is cleaned as it filters Replenishes the groundwater Feeds stream base flow

14 Consequences of impervious land Two to five times the level of runoff volumes peak flows, and pollution: Combined system overflows to rivers and streams Overflows contain sewage, g, bacteria, trash, oils, etc Basement backups Flooding Reduced groundwater tables

15 What costs us money? That is what we have to charge for Peak Flow = flood control issues, conveyance sizing Volume of Flow = maintenance, volume treatment costs Quality of Flow = compliance, stormwater treatment Combined Sewers Complicate Things

16 The two parameters that best reflect peak, volume and water quality are GROSS AREA IMPERVIOUS AREA of 1200 stormwater user fees of 1200 stormwater user fees 94% use IA or GA+IA only

17 A user fee must Be fair and reasonable Be based loosely on demand Not be illegally discriminatory Have total t costs substantially related to provision of facilities and services Include a reduction provision i.e. credits

18 How a Fee is Calculated Example Fee Calculation 80,000 gross area 20,000 impervious area Fee = 80000/500*$0 $0.526 = $ /500*$4.145= $ $2.53 fixed fee Total Fee= $252.49/mo Phase in July 2010 for four years, 25% a year Residences pay $13.48/mo

21 We need to stay within some safe boundaries We have some givens PWD will continue to do stormwater and bill for it (#1 & #5) PWD must pay for its complete program revenue neutrality (#2) We must stay legal and meetrational nexus tests: parcel based fees (#3 & #4)
